Building a livable city is an important measure to fully implement Scientific Outlook on Development and build a harmonious socialist society, and it is also a higher requirement of the provincial party committee and government for the future development of the city. The foundation of building a livable and suitable city is community. Only when the community is livable can the whole city be livable. It is of great significance to build a livable community and give full play to its foundation and leading role in building a livable city.
The guiding ideology and overall goal of building a livable community are: guided by the spirit of the 16th National Congress of the Communist Party of China and the Sixth Plenary Session of the 16th Central Committee and Theory of Three Represents, comprehensively implement the central government's decision on several major issues concerning building a harmonious socialist society, conscientiously implement Scientific Outlook on Development, adhere to the people-oriented principle, take improving the living environment of communities and improving the quality of life of residents as the starting point, and closely focus on the theme of building a livable city and a harmonious Shijiazhuang. Starting with the construction of livable communities, communities will play a service role in improving residents' living standards and quality, play a bridge role in strengthening the relationship between the party and the government and the people, and play a promoting role in maintaining social stability and creating a good environment for people to live and work in peace and contentment. Strive to build all communities in the city into a harmonious social life with sound organization, perfect system, spacious venue, sufficient funds, beautiful environment, thoughtful service, orderly management and civilization through 3-5 years' efforts.
The main tasks of building a livable community are:
First, strengthen the construction of community party organizations and create a healthy and upward political atmosphere.
Improve the leadership system of community party building work. We will continue to conscientiously implement the Opinions of the Central Organization Department on Further Strengthening and Improving Party Building in Street Communities and the Opinions of the Municipal Party Committee on Further Strengthening and Improving Party Building in Street Communities, carry out in-depth activities to create demonstration streets and demonstration communities for party building, earnestly strengthen the construction of street party working committees and community party branches, and give full play to their leading core role in various community organizations and work. To meet the needs of urban construction and community management system reform, according to the principle of corresponding setting of community neighborhood committees and community party branches, timely adjust and improve the setting of community party organizations, establish community neighborhood committees and community party organizations simultaneously in newly-built communities, ensure "one community, one branch (party committee, general branch)", and continuously improve the coverage of the party in urban work. According to the goal of "good leadership, good party member team, good working mechanism, good work performance and good feedback from the masses", we should select and strengthen the leadership of community party organizations, constantly strengthen self-construction and improve the creativity, cohesion and combat effectiveness of community party organizations.
Constantly innovate the working methods of community party building. Vigorously implement the "people-oriented project" with the main content of "being close to the people, facilitating the people, benefiting the people and educating people" in the streets, community party organizations and the vast party member, regard serving the masses as an important task in the work of street and community party organizations, and further shift the focus of work from focusing on economic income generation to improving community management and services. Renew management concepts, innovate service methods, broaden service fields, strengthen service functions, give full play to the roles of streets, community party organizations and party member self-made organizations in serving the masses and rallying people's hearts, give full play to the roles of community residents' autonomous organizations in coordinating interests, resolving contradictions and solving problems, and give full play to the roles of associations, industry organizations and social intermediary organizations in providing services, reflecting demands and standardizing behaviors. Strengthen the classified management of community party member, and directly manage the streets and community party organizations directly under party member; Incorporate mobile party member into the management of party member service center (station) to ensure that mobile party member can participate in the party's organizational life normally; On-the-job party member should implement dual management by establishing on-the-job party member contact card system. We will earnestly strengthen the construction of a clean and honest culture in the community, educate and encourage party member to play an exemplary and leading role in community construction, care for the masses, make selfless contributions, and keep party member's advanced nature forever.
Improve the coordination mechanism of party building in * * * communities. In accordance with the principle of "compartmentalization, resource sharing, complementary advantages and joint construction * * *", give full play to the role of community party building associations at all levels, and improve the coordination mechanism of party building work led by street community party organizations and attended by unit party organizations in the region. Street and community party organizations should constantly enhance their awareness of serving the units in the region and mobilize the enthusiasm of the units in the region to participate in community construction. Units stationed in the district should further establish a sense of community building, consciously accept the guidance and coordination of street and community party organizations in regional, social, mass and public welfare work, open services, sports, education and other facilities to the community in a standardized and orderly manner, actively provide financial, material and intellectual support for the community, and truly use resources, enjoy welfare and take responsibility.
Second, strengthen community management and improve the working mechanism of community management.
Improve the self-management mechanism of community residents. Community management is an important foundation for the normal operation of the community and an important guarantee for building a livable community. Establish and improve the self-management mechanism of residents under the leadership of community party organizations, and give full play to the main role of residents' meetings, residents' committees and residents' groups in community management. We attach great importance to solving the problem of the absence of residents' autonomous organizations in urban-rural fringe, old residential areas and new residential areas, and take effective measures to achieve full coverage of community residents' autonomous organizations. Correctly handle the relationship between community residents' autonomous organizations and grass-roots governments and their agencies, and community neighborhood committees should actively assist grass-roots governments and their agencies to do a good job in public health, family planning, special care and relief, and youth education related to residents' interests; Grass-roots governments and their agencies should effectively guide, support and help community neighborhood committees to carry out their work according to law, and strive to realize the effective docking of government administration and community residents' self-management, and the benign interaction between government administration according to law and community autonomy according to law.
Actively promote the construction of grassroots democratic politics in communities. The self-management of community residents is an important aspect of community management and an important symbol of livable communities. We will improve the democratic election system for residents, continuously expand the coverage of direct elections for community neighborhood committees, and guarantee residents' right to vote. We will improve the system of open government affairs, actively promote open government affairs, promptly disclose the working systems and procedures that residents care about and involve residents' interests, accept residents' supervision, and protect residents' right to know. Improve the system of residents' meetings, community members' representative meetings and residents' committees, and matters within the scope of residents' autonomy shall be handled in accordance with procedures and the opinions of the majority of residents; Major decisions involving the interests of residents should listen to the opinions of residents in a timely manner and guarantee their right to participate. Improve the democratic supervision system, organize residents to carry out public service supervision and evaluation activities closely related to daily life in an orderly manner, exercise democratic rights around economic rights and interests, and safeguard residents' supervision rights. In order to meet the requirements of urbanization, we should study new ways to solve the problem of migrant workers participating in community residents' autonomy.
Effectively strengthen the management of residential property. Conscientiously implement the "Regulations on Property Management" of the State Council and the "Regulations on Property Management of Shijiazhuang City", and establish and improve a four-level property management system for cities, districts, streets and communities. Further straighten out the community property management system, establish a property management working mechanism with unified leadership of community party organizations, "compartmentalization", consistent division of property management areas and community jurisdiction, owners' autonomous organizations accepting the supervision of community organizations, and combining owners' autonomy with administrative management, and take various measures to comprehensively promote property management. By the end of 20 10, all newly-built residential areas and residential areas with a built area of over 50,000 square meters in the city will implement property management; For residential quarters and old quarters below 50,000 square meters, different forms of property management will be implemented in stages and batches. Neighborhood committees of streets and communities shall determine the person responsible for property management, do a good job in the establishment of the owners' congress and the election of the owners' committee, and guide the daily activities of the owners' congress and the owners' committee. Advocate members of community neighborhood committees and owners' committees to cross their posts. The owners' committee shall consciously accept the guidance of the neighborhood committees in the community where it is located, actively cooperate with the neighborhood committees in their work, and gradually establish a "trinity" property management system of community neighborhood committees, owners' committees and property companies.
Third, accelerate the construction of community public services and commercial service systems to meet the basic needs of residents to the maximum extent.
Continuously improve the level of community public services. Conscientiously implement the "Opinions on Strengthening and Improving Community Service Work" of the State Council and the province, formulate community service development plans according to local conditions, incorporate the construction of community service facilities into specific urban planning and land use planning, make overall arrangements, and improve all kinds of community service facilities through new construction and transformation. According to the principle of pilot first and overall promotion, we will strive to establish and improve party member management service center, community comprehensive service center and community health service center in all streets of the city by the end of 2007. Party member Management Service Center aims at caring for party member, serving the masses and cohesive society. Its main functions are to receive floating party member, manage and serve party member, promote the establishment of party organizations by "two new" organizations, exchange resources and enjoy the services of regional party organizations, so as to facilitate regional party member and party organizations to serve the masses. The community comprehensive service center integrates administrative acceptance, social affairs, culture and entertainment, and convenient service, and has the service functions of solving problems for the people, facilitating the people and benefiting the people, providing all kinds of demand information for community units and residents, playing an auxiliary role for residents to live and work in peace and contentment, creating a safe, civilized and good living environment, and guiding and coordinating the work of demonstration subordinate community service stations. Community health service centers provide community residents with preventive health care, health education, rehabilitation, family planning technical services and diagnosis and treatment services for common diseases, frequently-occurring diseases and chronic diseases, and strive to form a pattern of "minor illness to the community, serious illness to the hospital, and rehabilitation to the community". Give full play to the role of labor security platform and do a good job in socialized management of enterprise retirees. Strengthen the dynamic management of urban residents' minimum living security objects, grasp their employment and income status in time, and earnestly achieve "all insurance should be guaranteed". We will implement various preferential policies to encourage laid-off workers to establish community service organizations independently or in partnership and carry out various forms of community service activities. Self-employed laid-off workers who engage in community service industry with Re-employment Concession Card (except industries restricted by the state) shall be exempted from various administrative fees such as registration, license and management from June 2006 1 day to February 3, 2008, according to the relevant regulations of the provincial government, for a maximum of 3 years. Actively carry out grassroots social assistance services, accelerate the development of community home-based care services, and help the masses solve practical difficulties in production and life. In accordance with the requirements of "first-class facilities, reasonable functions and information sharing", a four-level information service network of cities, districts, streets and communities will be built in an all-round way to promote the mutual connection and complementary advantages of the four-level services and continuously improve the quality of community services and management level. Strengthen the construction of community volunteers and give full play to the role of volunteer mechanism in urban management, poverty alleviation, convenience service and social security. Mobilize and encourage mutual assistance services among community members, vigorously carry out community charity activities, and improve the self-service ability of community residents.
Focus on building a community business service system. Establish a service system focusing on shopping, catering and housekeeping, and vigorously promote the project of "facilitating consumption into communities and services into families" to facilitate residents' lives. Give full play to the role of market mechanism in community service, and encourage large service enterprises to merge and establish collectively owned community service units; Encourage related enterprises to provide various forms of community services through chain operation; Encourage individual economy to take shares or set up community service industry, and guide the for-profit community service industry to develop in the direction of industrialization and marketization. Give full play to the role of resource sharing mechanism in community service, guide enterprises and institutions in the community to open service facilities, operate jointly for the society, and improve the socialization level of service resources. Formulate preferential policies, increase policy and financial support, and actively support the development of community service industry. Municipal development and reform, finance, commerce, taxation, industry and commerce, banking and other departments should study and formulate specific policies and support measures to promote the development of community shopping, catering and other commercial services as soon as possible according to their respective functions and combined with the actual situation of our city. It is necessary to incorporate the construction of community commercial service industry into the planning of urban commercial outlets and promote the orderly development of community commercial service industry. Since 2007, newly established independent accounting community service projects, such as public utilities, commerce, warehousing, catering, education and culture, health science and technology, etc. With the approval of the tax authorities, the income tax may be exempted or reduced for one year. Improve and improve the management level of community catering and shopping service outlets, and strengthen the standardized construction of existing community catering and shopping outlets in accordance with the principle of "community-based, government regulation, introduction of chain stores, encouragement of competition, upgrading of grades and service-oriented". By the end of 2007, 3-5 sub-district offices will be selected in each district to build community fast food stalls that are hygienic and safe, have a certain scale and distinctive business characteristics, and are suitable for residents' daily leisure consumption; Select five communities to carry out standardized pilot operation of catering and shopping outlets in old residents' communities, so as to achieve catering and shopping within 10 minutes, with rich business varieties and standardized outlets. The construction of various community service outlets should pay attention to improving environmental awareness and preventing or reducing the occurrence of disturbing events. By the end of 2008, the layout of community residents' shopping and catering outlets in the city was reasonable, and residents' shopping and catering consumption was basically satisfied.
Further improve and perfect the community health service system. Conscientiously implement the State Council's guidance on the development of urban community health services, increase capital investment, vigorously develop the "six-in-one" community comprehensive health service integrating prevention, health care, treatment, rehabilitation, health education and family planning guidance, and establish a perfect community health service system. According to the principle of "reasonable organization, sound service function, high quality of personnel, scientific operation mechanism and standardized supervision and management", we will ensure that all residential areas with more than 10,000 people have community health service stations, and strive to achieve full coverage by 20 10, so that the basic medical problems of community residents can be solved in the community. Accelerate the integration of medical resources, encourage and promote the transformation of small and medium-sized general hospitals such as district hospitals, staff hospitals and township hospitals to community health service centers (stations). Strict access system, improve the setting standards, and generally implement public bidding for new community health service institutions. Establish and improve the two-way referral system to improve the competitiveness of community health service institutions. Strengthen the on-the-job training of general practitioners and nurses to improve the quality of the team. Pay close attention to formulating preferential policies, lower the "threshold", and bring qualified community health service institutions into the designated scope of medical insurance as soon as possible to facilitate community residents to seek medical treatment. We will implement the policy that the proportion of outpatient and inpatient expenses is lower than that of general hospitals, effectively solve the problem of difficult and expensive medical treatment for residents, and provide safe, effective, convenient and economical public health services and basic medical services for residents.
Fourth, community culture is prosperous, and mass spiritual civilization activities are deepening.
Actively promote the construction of community cultural system. Conscientiously implement the Regulations on Public Cultural and Sports Facilities in the State Council and the Five-year Plan for Cultural Construction in Shijiazhuang issued by the Municipal Party Committee and the Municipal Government, further strengthen the construction, management and use of community cultural facilities, and effectively increase the investment in community cultural facilities and the hardware supporting construction of community cultural facilities. The community should build a cultural station (room), a book reading center (room) or a comprehensive cultural and sports activity place. The area of community cultural and entertainment venues is generally not less than 200 square meters, and there are corresponding supporting facilities. New construction, renovation and expansion of residential areas, should be in accordance with the relevant provisions of the state planning and construction of corresponding cultural and sports facilities. Accelerate the construction of the national fitness path, and strive to have more than one fitness path in each community by the end of 2007. Make full use of cultural facilities such as community cultural stations (rooms), community classrooms, and community squares, and carry out cultural activities such as "color weekends", thousands of movies, and thousands of cultural performances into the community to continuously meet the growing cultural needs of the masses. Conditional communities should establish mass cultural and sports organizations such as street unit fraternity, song and dance performance team and community chorus, organize community residents to carry out colorful, healthy and beneficial cultural, sports, science and education, entertainment and other activities, and create a healthy, progressive, civilized and harmonious community cultural atmosphere. Starting from the reality of the community, we should integrate community resources and build a number of characteristic and level demonstration cultural communities.
Strengthen the construction of spiritual civilization in communities. We will continue to carry out in-depth activities to create high-standard civilized and safe communities, earnestly strengthen inspection and guidance on the creation activities, constantly innovate activity carriers, enrich the content of creation, explore the establishment of a long-term mechanism, and further promote the creation of civilized communities and civilized cities to achieve new results. Guided by the "Implementation Outline of Civic Morality Construction", we will cultivate residents' social morality, professional ethics and family virtues, vigorously carry forward traditional virtues such as neighborhood mutual assistance and charity to help the poor, and form equal, friendly and harmonious interpersonal relationships. We will carry out in-depth education on socialist ideals and beliefs and "eight honors and eight disgraces" and guide community residents to firmly establish a socialist concept of honor and disgrace and strive to be civilized citizens in the new era. Actively carry out activities to create learning communities, learning buildings and learning families, improve the quality of residents, and constantly lead mass spiritual civilization activities in depth.
Five, improve the community security system, and promote the construction of safe communities.
We will carry out in-depth activities to create grass-roots safe communities, improve residents' safety protection quality and awareness, strengthen the construction of community police offices, vigorously implement community policing strategies, and establish a community prevention mechanism and prevention and control network that combines civil air defense, physical defense and technical defense. Strengthen the construction of grass-roots organizations and groups for prevention and treatment of community public security, and actively build a group prevention and treatment system led by community police, supported by community security committees and property security, and actively participated by community residents. Organize and carry out activities such as patrolling buildings and nursing homes with public security patrols and community security as the main body and combining full-time and obligation. Strictly implement various preventive measures for community security, implement closed management of living quarters, and set a guard duty room at the entrance and exit to be on duty 24 hours a day; Conditional communities should install basic preventive facilities such as physical defense and technical defense, and accelerate the promotion of small housing reform with open locks as hidden locks. To implement the responsibility system for comprehensive management of social security and maintain the order of community life, the satisfaction rate of residents to community security has been continuously improved. Establish an emergency mechanism for disasters and accidents, strengthen awareness education on disaster prevention and mitigation, and improve the ability to resist disasters and accidents. Improve community fire control organizations, improve the coordination mechanism of community fire control work, and strengthen community fire control hardware construction and fire control publicity and safety education. Under the guidance and coordination of the mediation center of the sub-district office, the investigation and mediation of community contradictions and disputes will be carried out, and contradictions within the community will be handled in time to reduce the occurrence of contradictions from the source. Strengthen the improvement of public security in communities, schools and surrounding areas, and constantly optimize the environment for the growth of young people. Carry out publicity and legal education in depth, guide residents to express their interests in a rational and legal form, resolve conflicts of interest, consciously safeguard stability and unity, and ensure community stability.
VI. Effectively improve the living environment of communities and promote the harmonious development between man and nature and between man and communities.
Strengthen the comprehensive improvement of residential environment, increase capital investment, and do a good job in greening, beautifying and purifying residential areas. According to the greening idea of combining trees, shrubs, flowers and grass, rationally allocating plants and improving the living environment of communities, we will carry out in-depth activities to create green communities in urban areas and build five green communities in each district every year. By the end of 2007, the green coverage rate of new residential areas will reach more than 35%, and that of old residential areas will reach more than 25%. Strive to basically realize the general greening of the community, without loess exposure, and the community environment is comfortable and clean. Do a good job in community health and cleaning, establish and improve the community garbage cleaning and removal system, and the community has a cleaning team. The signing rate of "three guarantees in front of the door" 100%. Do a good job in garbage sorting, realize garbage bagging as soon as possible, and create a clean, tidy and hygienic living environment for residents. Improve the community environmental management system, establish emergency mechanisms for infectious diseases, public health and food safety, and constantly improve the ability to cope with crises. Vigorously popularize the knowledge of environmental protection and emergency response, constantly enhance residents' awareness of environmental protection and improve their ability of self-help and mutual rescue. Guide residents to change their lifestyles and habits that do not meet the requirements of sustainable development, advocate green consumption, and jointly build a beautiful home.
Seven, strengthen the leadership of community construction, establish and improve the guarantee mechanism to promote the construction of livable communities.
Building a livable community is a systematic project to consolidate the foundation of urban management services, with rich content, wide coverage, strong policy, comprehensiveness and systematicness. Only by strengthening organizational leadership, improving the security mechanism and forming a joint force to promote the work can we ensure that the tasks of building a livable community are implemented.
First, we must earnestly strengthen the leadership over the construction of livable communities. All departments at all levels should fully understand the importance and urgency of building a livable community, enhance their sense of responsibility and mission, and earnestly grasp this work and achieve results. It is necessary to establish and improve the management mechanism of community construction. The city established a community construction work leading group headed by the leaders of the municipal party committee and the municipal government and attended by relevant functional departments. The leading group is the deliberation and coordination body of the Party Committee and the government responsible for community construction, and adopts the regular meeting system to discuss and solve major issues related to community construction. All members of the community construction leading group should perform their duties, cooperate with each other and do a good job together according to their respective functions. Each district should also set up a leading group for community construction, with an office under the leading group. It is necessary to effectively strengthen the self-construction of community work offices at the city and district levels, fully equip with strong staff, implement work funds, and create necessary conditions for their work.
The second is to establish and implement the access system for community work. In order to solve the obvious problem of administrative tendency of community work, the access system is implemented for the work extended to the community by various departments. The administrative functions and their own work undertaken by government departments and units shall not be transferred to community neighborhood committees in principle, nor shall they directly assign tasks and issue indicators to community neighborhood committees by administrative orders, nor shall they set up specialized agencies in communities. Do not belong to the task of the community, but the community has advantages in administrative work, the relevant departments should report to the community work office at the same level, and can enter the community after approval. When handling the work access, the relevant departments should "pursue the responsibility with the right, and the fee will be transferred with the matter", give the community neighborhood Committee the corresponding power, and allocate the necessary work funds or corresponding compensation to the community through "purchasing services". Other temporary work that needs community assistance shall be decided by the higher party committee and government and solved by "one thing, one discussion". For those who enter the community work due to the downward shift of functions of various departments, the dual management of community neighborhood committees and superior business departments shall be implemented, with community neighborhood committees as the main management.
Third, we should strengthen the construction of community neighborhood committees. Pay close attention to study and formulate opinions on strengthening the work of street offices and community neighborhood committees, further clarify responsibilities, tasks and work objectives, establish and improve the work assessment mechanism, and promote the development of street and community work. In the future, community neighborhood committees will no longer engage in economic income generation. The main task is to strengthen community management and do a good job in community service. Party committees and governments at all levels should take strengthening community construction, improving community office conditions, improving the welfare treatment of neighborhood Committee cadres and improving community infrastructure as hard tasks, establish and improve the capital investment and guarantee mechanism, and continuously increase investment. Since 2007, the subsidy standard for office expenses of community neighborhood committees has been raised to not less than 12000 yuan per year. The funds shall be borne by the municipal and district finance, and shall be used for special purposes, and shall not be deducted or withheld. The installation and use costs of water, electricity and heating in the office and service rooms of community neighborhood committees are the same as those in residents' living rooms. Strengthen the construction of community hardware facilities. In principle, the offices and activity rooms of community neighborhood committees shall be managed by the local government in a unified way and used by community neighborhood committees, and shall not be used for other purposes. The office buildings, residents' public welfare service rooms and outdoor activities places of the community neighborhood committees in newly-built residential quarters shall be configured as necessary supporting facilities for residential quarters according to the standard of 100 square meters, which shall be provided by the development and construction unit, and the right to use and daily maintenance shall be owned by the community neighborhood committees. The old city should be combined with the development planning and the setting of community neighborhood committees, and realize centralized support through real estate adjustment and fund compensation. Planning departments should strictly control the approval of new residential areas, and those without community service facilities will not be approved. Community public * * * service housing should be accepted together with the new district construction or residential development projects, and all districts and sub-district offices should participate in the acceptance.
Fourth, we should improve the treatment of cadres in community neighborhood committees. According to Shi Zi [1997] No.43 "Opinions on Strengthening the Construction of Neighborhood Committees in an All-round Way" and Shi Ban Zi [1997] No.36 "Implementation Opinions on Selecting Full-time Neighborhood Committee Cadres", the treatment of full-time neighborhood Committee cadres who are still on the job is still implemented according to the original provisions. In the future, if it is necessary to recruit full-time cadres of neighborhood committees, it will be organized and implemented by the Organization Department of the Municipal Party Committee, the Municipal Personnel Bureau, the Municipal Editorial Office, the Municipal Community Office, the Civil Affairs Bureau and other departments, and the districts will no longer recruit by themselves. From 2007 onwards, the treatment of serving neighborhood Committee cadres shall not be lower than the monthly minimum wage for employment in our city (580 yuan); The monthly living allowance for the secretary, director and deputy director of the pure residents who have retired from the post of neighborhood committee and engaged in neighborhood committee work 10 years or more shall not be lower than the minimum living standard of our city (220 yuan). In the future, the minimum standard for the treatment of on-the-job cadres in neighborhood committees and the living allowance for secretaries, directors and deputy directors who are pure retirees of neighborhood committees and have worked in neighborhood committees for 10 years or more will fluctuate with the minimum wage standard and minimum living guarantee standard of our city respectively. From 2007, the above funds will be borne by the municipal and district governments in half and included in the fiscal budget.
Fifth, it is necessary to establish an investment mechanism for community construction funds. From 2007 onwards, the municipal and district financial departments shall, according to the annual work needs of the community, properly arrange the special business funds for community construction, which shall be used by the municipal and district community work offices as a whole. The funds are mainly used for typical support of livable community construction, investment in demonstration community construction, cadre education and training, and recognition and reward.
