1. What are the latest restricted areas of Changsha's purchase restriction policy?
Article 1 of the Notice on Further Promoting the Stable and Healthy Development of the Real Estate Market issued by the General Office of Changsha Municipal Government includes Furong District, Tianxin District, Yuelu District, Kaifu District, Yuhua District, Wangcheng District and Changsha County. In order to control the rising housing prices, local governments are also actively introducing policies to restrict the purchase of houses. In fact, the main purpose is to reduce housing prices so that more people can afford real estate. And buying a house under the purchase restriction order also has a certain process.
(1) Where a purchaser purchases a house through a real estate development enterprise or brokerage institution, he shall provide the following materials to the real estate development enterprise or brokerage institution:
1. Original declaration form for family members, original household registration book, original marriage certificate (or other marriage certificates such as unmarried certificate).
2. If the buyer is a domestic resident who is not registered in this city, he/she shall also provide the tax payment certificate issued by the tax department for more than 1 year in this city or the social insurance payment certificate issued by the social security department.
(II) Real estate development enterprises and real estate brokerage institutions shall check the above-mentioned materials provided by the buyers, affix official seals on the photocopies after verification, and apply to the real estate archives management department for the issuance of the Urban Housing Inquiry Record according to the relevant information after verification.
If the purchaser fails to purchase the second-hand housing through the brokerage agency, the purchaser shall directly apply to the real estate archives management department to issue an inquiry record of the urban housing situation, and submit the identity certificate of family members, marriage certificate, household registration certificate and the declaration form of the name and housing situation of the purchaser's family members signed and confirmed by the purchaser. Families who are not registered in this city should also provide proof that they have paid personal income tax or social insurance 1 year or more in this city within the first 2 years from the date of purchase.
For those who meet the purchase conditions and submit complete materials, the real estate archives management department will issue the "Urban Housing Query Record" within 3 working days, otherwise it will not be issued.
(III) Real estate development enterprises and real estate brokerage institutions sign commercial housing sales contracts or second-hand housing transfer contracts with buyers on the basis of their identity certificates, marriage certificates, household registration certificates, housing declaration forms under the names of family members and buyers, urban housing inquiry records, and personal income tax or social insurance payment certificates (which are required by non-local household registration buyers).
If the purchaser fails to purchase a second-hand house through a brokerage agency, the buyer and the seller shall sign a second-hand house transfer contract with the real estate registration department by presenting their identity certificate, marriage certificate, household registration certificate, declaration form of the purchaser's family members and houses under his name, inquiry record of urban housing situation, personal income tax or social insurance payment certificate (which must be provided by non-local household registration purchasers).
(4) When applying for real estate registration with the real estate registration agency, the purchaser shall provide the family member's identity certificate, marriage certificate, household registration certificate, family member's housing declaration form, the purchaser's name and the urban housing inquiry record. Families who are not registered in this city should also provide proof that they have paid personal income tax or social insurance 1 year or more in this city within the first 2 years from the date of purchase.
Because of different economic levels in different places, in order to control the rise in housing prices, some purchase restrictions may be issued. Because of the purchase restriction policy, some buyers may have to provide more proof materials, so the procedures will increase, and everyone needs to be prepared.
