(Note: 202 1 year1February 26th to1February 3rd1day is the year-end shutdown settlement time for tax and medical insurance).

Second, the payment standard

320 yuan/person

(1) Basic medical insurance for urban and rural residents

The Ministry of Finance's Report on the Implementation of the Central and Local Budgets in 2020 and the Draft of the Central and Local Budgets in 20021put forward in the Fourth Session of the 13th National People's Congress that "the per capita financial subsidy standard for residents' medical insurance should be increased by 30 yuan, reaching 580 yuan per person per year, and the individual payment standard of 40 yuan should be raised simultaneously, reaching 320 yuan per person per year". Therefore, according to this standard, the low-grade urban and rural residents will be added to 40 yuan on the basis of last year's fund-raising standard (280 yuan), and the adjustment will just meet the standard required by the Ministry of Finance document (320 yuan).

In order to prevent adverse selection of insurance, realize first-class financing gradually and smoothly, and better embody the principle of equality of rights and obligations, the standard of high-grade financing will remain as 460 yuan without adjustment.

In order to encourage continuous insurance, preferential financing for students and children, and consistent with the low-grade financing standard, the funding standard for students and children is determined as 320 yuan (including supplementary insurance for serious illness medical assistance and insurance for serious and serious diseases).

(2) Supplementary medical insurance for serious illness.

1, adult insured payment rate

In 2022, the payment rate of supplementary insurance for serious illness medical mutual assistance was 0.6%. Adult insured persons of basic medical insurance for urban and rural residents, and insured persons who participate in basic medical insurance for urban workers by hospitalization as a whole can participate in supplementary medical insurance for serious illness on an annual basis, with the payment base of 80% of the average wage of employed persons in urban units in the province in 2020 and the annual payment standard of 357 yuan. The unified account in the basic medical insurance for urban workers is combined with the insured, and they are insured on a monthly basis. The payment base is consistent with the basic medical insurance payment base.

2. Proportion of students and children (including college students)

Students and children (including college students) who have participated in the basic medical insurance for urban and rural residents in Chengdu are included in the supplementary medical insurance for serious illness from the basic medical insurance for urban and rural residents paid by students and children (including college students) at a rate of 20%, and the amount included is 64 yuan.

(3) Validity period of treatment

1, insured during the centralized financing period

The treatment is valid from 2022 1 month 1 day to 2022 1 February 3 1 day (the treatment for freshmen is valid from 20021September/year to 2022/day).

2, centralized financing period outside the insured

Those who meet the conditions for participating in the basic medical insurance for urban and rural residents can participate in the insurance outside the centralized financing period and pay in full according to the individual financing standard. Those who are insured outside the centralized financing period will enjoy the basic medical insurance benefits for urban and rural residents 90 days after the date of payment (excluding the 90th day). If the newborn baby participates in the basic medical insurance for urban and rural residents in the year of birth within 180 days from the date of birth, the medical insurance benefits will be enjoyed from the date of birth to the year of birth1February 3 1 day; If the newborn baby participates in the basic medical insurance for urban and rural residents in the year after birth within 180 days, the medical insurance benefits will be enjoyed from 1 month 1 day to1February 3 1 day after birth; Newborn babies who participate in the current annual basic medical insurance for urban and rural residents after 180 days from the date of birth will enjoy the medical insurance benefits for urban and rural residents after 90 days (excluding the 90th day) from the date of insurance payment.
