According to the institutional reform plan of the State Council approved by the first session of the 11th National People's Congress and the Notice of the State Council on the Establishment of Institutions (Guo Fa [2008]11No.), the National Development and Reform Commission is established as a department of the State Council.
Main responsibilities:
(1) To formulate and organize the implementation of national economic and social development strategies, medium-and long-term plans and annual plans, coordinate economic and social development as a whole, study and analyze the domestic and international economic situation, put forward national economic development goals and policies, regulate the overall price level, optimize the main economic structure, put forward suggestions on the comprehensive use of various economic means and policies, and submit a report on the national economic and social development plan to the National People's Congress as entrusted by the State Council.
(2) To be responsible for monitoring macroeconomic and social development trends, undertaking the responsibility of forecasting and early warning and information guidance, studying important issues such as macroeconomic operation, gross balance, national economic security and overall industrial security, putting forward suggestions on macroeconomic regulation and control policies, coordinating and solving major problems in economic operation, regulating and controlling economic operation, and organizing emergency dispatch and transportation coordination of important materials.

(10) Promote the strategy of sustainable development, be responsible for the comprehensive coordination of energy conservation and emission reduction, organize the formulation of plans and policies and measures for the development of circular economy, energy conservation and comprehensive utilization of the whole society and coordinate their implementation, participate in the preparation of ecological construction and environmental protection plans, coordinate major issues of ecological construction, energy conservation and comprehensive utilization, and comprehensively coordinate the promotion of environmental protection industries and cleaner production.

(fourteen) to undertake the specific work of the National Defense Mobilization Committee and the leading group for the development of western the State Council, the leading group for the revitalization of old industrial bases in northeast the State Council, and the leading group for the national response to climate change and energy conservation and emission reduction.
(fifteen) to undertake other tasks assigned by the State Council.
