Qiu, a Hakka, graduated from the Department of Economics of Peking University in Grade 77. 1982 to 1992. In 2003, he served as Director of the General Office of the Central Committee, Director of the Office of Premier the State Council and Deputy Director of the Research Office of the State Council. In March 2008, he served as Deputy Secretary General of the State Council and Director of the Office of the Prime Minister. On October 2011June15th, the State Council appointed and removed state staff, removed Qiu from the post of Deputy Secretary-General of the State Council, and became Deputy Director of State Taxation Administration of The People's Republic of China, People's Republic of China (PRC).
