Nanning's new policy of "deed tax subsidy for house purchase"
On April 13, WeChat official account, the official WeChat of Guangxi Nanning government website, released a message saying that the notice of Nanning's "Strengthening Teachers and Benefiting Teachers" Housing Security Activity Plan (hereinafter referred to as the notice) was recently issued, and the preferential policies for purchasing houses were tailored for the three categories of housing buyers in Nanning: faculty, talents and the general public.

According to the Notice, there are three main groups of people who can enjoy the deed tax subsidy for house purchase. The first category is faculty. Nanning public, private kindergartens, primary schools, junior high schools, senior high schools, secondary vocational and technical schools, faculty and staff of Nanning College and nanning college for vocational technology (including retired faculty and staff, whose identity is subject to the certificate issued by the school). The second category is reserved talents. Talents who have obtained full-time bachelor degree or above, intermediate and above titles or senior workers' and above vocational qualification certificates (vocational skill level certificates) in Zhongzhi, District Zhi or Nanning organs, enterprises and institutions. It should be noted that the above talents need to pay the basic old-age insurance for enterprise employees or the basic old-age insurance for institutions and institutions in the autonomous region or Nanning for 6 months before the month of purchase. The third category is the general public. Nanning residents or non-Nanning residents can do it.

It is worth noting that the application time for deed tax subsidy is limited.

According to the "Notice", the signing time of new commercial housing contracts, the filing time of online signing and the time of deed tax payment vouchers must be from March 25 to June 30, 2022 (including that day). Second-hand housing transfer registration time and deed tax payment voucher time must be from March 25th to June 30th, 2022 (including that day). The scope of purchase is mainly commercial housing in Nanning (excluding Wuming District).

The first group of people buy the first suite or the second suite, and the deed tax is fully subsidized. The second group of people buy the first suite, and the deed tax is fully subsidized. The third group of people buy the first suite, and the deed tax subsidy is 50%.

It should be noted that the first suite in this subsidy refers to the first family housing. Among them, the family identification criteria are unmarried adults or married couples and minor children. The criteria for the identification of the first suite are that there is no real estate registration information in the urban area (excluding Wuming District) under the name of family members (the registration of houses on collective land is not included in the number of sets) and there is no online signing and filing information of commercial housing contracts in the urban area (excluding Wuming District) under the name of family members. Deed tax subsidies are paid first and then paid.

Nanning will not subsidize policy housing such as price-limited housing this time.

According to the Notice, the purchase of newly-built policy-oriented housing such as ordinary commodity housing, affordable housing, fund-raising housing, market operation housing, resettlement housing and housing reform housing will not be subsidized. If the above-mentioned housing individuals have registered the real estate of newly-built houses and have met the conditions for listing and trading (such as paying the land transfer fee and paying the pool area, etc.), the buyers can enjoy the deed tax subsidy policy.

If the contract for new commercial housing has been filed before March 25th, 2022, and the purchaser cancels the contract filing from March 25th to June 30th, 2022 (including that day), and then files the contract for this suite in the name of the same purchaser, the deed tax subsidy policy will not be enjoyed.

After receiving the deed tax subsidy, if the contract is cancelled for record, the deed tax subsidy shall be returned first, and then the contract shall be cancelled for record.

If you purchase more than two houses (including two houses) from March 25th to June 30th, 2022 (including that day), you should apply for the deed tax subsidy for the first house or the second house (depending on what kind of property it belongs to) in the order of purchase time. The transfer registration of shares between people in the same house will not be subsidized. The application time for deed tax subsidy is as of August 3, 20221day.
