Article 72: Consciously safeguard the leadership of the Provincial Party Committee and promptly report important matters to the Provincial Party Committee for instructions. The following major matters must be reported to the Provincial Party Committee for instructions:

(1) The province’s medium and long-term economic and social development plan and the provincial government’s phased work situation.

(2) Submit major requests for instructions to the State Council in the name of the provincial government.

(3) Major reform measures involving the overall situation.

(4) Major construction projects.

(5) Major matters that require organization and coordination by the provincial party committee.

(6) Major issues involving the vital interests of the masses.

(7) Other important matters that must be reported to the provincial party committee.

Article 73 Provincial government leaders and heads of provincial government departments must set an example for learning, pay close attention to new trends in international and domestic economic, social, scientific and technological developments, and constantly enrich new knowledge and enrich new experiences. The provincial government regularly organizes the study of economics, science and technology, law and modern management knowledge by holding lectures and other methods.

Article 74: Provincial government leaders and heads of provincial government departments must go deep into the grassroots, investigate and study, understand the situation, guide work, and solve practical problems. During inspections, inspections, and investigations within the province, it is necessary to minimize the number of escorts and accompanying personnel; all localities must simplify reception etiquette, avoid layer-by-layer escorts and counterpart escorts, and do not engage in border pick-ups and police cars clearing the way.

Article 75 Except for important activities organized and arranged by the provincial party committee and the provincial government, provincial government leaders shall not participate in receptions, group photos, ribbon-cuttings, ceremonies, premieres and other social activities; they shall not attend municipal meetings. Various commendation meetings, memorial meetings, and symposiums held by government and provincial government departments; do not write inscriptions, inscriptions, or send congratulatory letters or telegrams for departmental or local activities. Except for national key engineering projects, high-tech projects, major foreign cooperation projects and activities of important social significance, provincial government leaders will not attend various celebrations organized by departments (units). Congratulatory letters, telegrams and inscriptions are sent due to special needs and are generally not published publicly.

Article 76: When guests from national ministries and commissions and from other provinces and cities come to Shandong for inspections and visits, the corresponding departments will be responsible for accompanying and receiving them. In principle, provincial government leaders will not accompany them throughout the entire process.

Foreign guests that can be received by provincial government departments will be received by the department. Among them, visiting foreign guests at the vice ministerial level or above or international celebrities, scholars, and entrepreneurs really need provincial government leaders to come forward to meet, hold talks or entertain If necessary, the Foreign Affairs Office of the Provincial Government or the Department of Foreign Trade and Economic Cooperation of the Provincial Government will propose arrangements and submit them to the General Office of the Provincial Government for review and approval according to procedures 7 days in advance.

Article 77: Internal and external affairs activities to which provincial government leaders are invited shall be uniformly arranged by the Provincial Government General Office. Municipal and provincial government departments are not allowed to send invitations directly to provincial government leaders. For important activities that provincial government leaders are invited to participate in, the "Provincial Government Leadership Activities Report Form" should be filled in and reported to the Provincial Government General Office 7 days in advance. The General Office of the Provincial Government shall, in accordance with the procedures, submit the decision to the Secretary-General of the Provincial Government for review and approval, and then report it to the leaders of the Provincial Government for approval.

Provincial government leaders meet with visiting official personnel of the Hong Kong and Macao Special Administrative Regions, important celebrities, Taiwan compatriots, and important celebrities among overseas Chinese, after being reviewed by the Provincial Government Foreign Affairs Office, Taiwan Affairs Office, and Overseas Chinese Affairs Office respectively. Article 78: Publicity and reporting on the activities of provincial government leaders must be strictly controlled. In principle, general meetings, activities, and interviews will not be reported.

Article 79: Members of the provincial government must strictly abide by the regulations of the Central Committee and the Provincial Party Committee on building a clean government, and strictly require relatives and staff around them not to use their special status to build relationships or seek personal gain.

Article 80 The members of the provincial government must resolutely implement the decisions of the provincial government. If they have different opinions, they can be raised within the provincial government. Before making a new decision, they must not make any decision that is contrary to the decision of the provincial government. Discussions and behaviors; speeches or articles on behalf of the provincial government, as well as personal speeches and articles involving major issues and matters that have not been studied and decided by the provincial government, must be approved by the provincial government in advance.

Article 81: When the vice-governor and secretary-general go on business trips (visits) or take vacations, they should consult the provincial governor in advance, and the provincial governor will specify the leader who will perform their duties. After returning from a business trip (visit) or vacation, you should report to the provincial governor.

If the mayor of each city goes on a business trip or visits outside the province or takes a vacation of 3 days or more, he should report to the provincial governor in advance; if the main person in charge of the provincial government department (unit) goes on a business trip (visit) or takes a vacation of 3 days or more, Should report to the deputy governor in charge in advance.

Article 82: The provincial government and various departments must implement open government affairs, standardize administrative behaviors, enhance service concepts, conscientiously perform their duties, and establish a new trend of standardized services, integrity, and strict governance. Administrative decision-making matters, policies and regulations, rules and regulations, approval procedures, service standards, etc. that belong to the social management functions of the provincial government and are closely related to the people must be disclosed to the public in a timely manner. Matters within the scope of authority must be proactively handled in accordance with procedures and time limits, and matters that do not comply with the regulations must be handled in principle; public funds must not be used to send gifts or banquets to each other, and gifts and banquets from subordinate departments and local governments must not be accepted; Bureaucratic practices such as shirk and delay that cause impact and losses must be held accountable; violations of regulations, disciplines, and illegal behaviors such as exceeding authority and abusing power for personal gain must be seriously investigated and punished.
