This reminds me of a story in a book: the author once visited Canada, and there were many free tax returns on the newspaper stand next to the lobby of his hotel. Later, they went to the Canadian tax department. The tax officials not only prepared excellent coffee and snacks for them, but also took pains to explain the tax laws and regulations and tax collection and management to them. The author thought that this was arranged in advance, but the Canadian tax officials said that any taxpayer who came would receive such a reception. Because they regard taxpayers as customers, and even set up a customer service department to answer every taxpayer's inquiry. Therefore, serving taxpayers is the concrete embodiment of practicing Theory of Three Represents, the inevitable requirement of fully implementing the Tax Administration Law and its detailed rules, the realistic need of promoting tax administration according to law, creating a soft environment for our local economic development, and an important way to realize the "second venture" of provincial and local taxes. How to achieve "second venture"?
I think that every tax cadre should change the concept of serving taxpayers now, starting from me, and truly establish that "the tax authorities are the service organs first, then the management organs, and the tax personnel are the service personnel first, then the management personnel", "regard taxpayers as customers" and "everything is for taxpayers, everything is convenient for taxpayers, and everything serves taxpayers". Of course, the slogan is easy to shout, but is it really easy to do? Maybe you will say, it's not easy, I will smile at every taxpayer. It is true that what we are advocating now is not smiling service. But can you imagine? If you don't have a passion for taxation, a search for professional skills, and a certain degree of "real skills" and "hard work", you don't know all the questions when facing taxpayers' consultation, and you are inefficient and make mistakes when handling tax-related matters for taxpayers, which will make taxpayers burn their eyebrows and burn their heads. Even if you smile like a peach blossom and put honey on your mouth, Pu 'er tea will be served and the best clouds will be handed over. As the saying goes, "Do what you do, love what you do". Now that we have engaged in this cause, we should constantly enrich ourselves, improve ourselves and surpass ourselves for the cause, make unremitting efforts for the cause, constantly improve our business skills and continuously improve the quality of service for taxpayers. Secondly, we should have a concept of "empathy" for taxpayers. Suppose, if we are taxpayers, can I accept the service of indifference, reluctant smile, cold language and mechanical behavior? Therefore, our love for taxpayers is genuine care from the bottom of our hearts. This is easier said than done. In the long-term process of tax collection, tax cadres play the role of managers and law enforcers, which embodies certain advantages in thought and behavior. Since the promulgation of the new Tax Administration Law and the Detailed Rules for Implementation, as our tax department, we have the legal obligation and responsibility to optimize the service quality and improve the service level, from "I should" just out of morality to "I must" as stipulated by law now!
Under the condition of socialist market economy, taxpayers are the main body of market economy, the source of national tax revenue and the direct creator of social wealth. Therefore, we will gain a lot by giving taxpayers the most sincere care ... Therefore, I firmly believe that as long as we start from myself, every tax cadre will have a love for the tax cause and a heartfelt care for taxpayers, and have the concept of innovative service.
