Opinions on education and college students' self-employment work

The education departments of all provinces, autonomous regions and municipalities directly under the Central Government (Education Committees) are subordinate to universities and national university science parks:

The 17th National Congress of the Communist Party of China put forward "improving the ability of independent innovation and building an innovative country".

And the development strategy of "promoting entrepreneurship to promote employment". College students are one of the most innovative and entrepreneurial groups. Carrying out innovation and entrepreneurship education in colleges and universities and actively encouraging college students to start their own businesses are important strategic measures for the education system to study and practice Scientific Outlook on Development in depth and serve the construction of an innovative country; It is an important way to deepen the teaching reform of higher education and cultivate students' innovative spirit and practical ability. It is an important measure to implement entrepreneurship to promote employment and promote the full employment of college graduates. In order to co-ordinate the innovation and entrepreneurship education in colleges and universities, the construction of entrepreneurship bases and the promotion of college students' self-employment, we hereby put forward the following opinions:

First, vigorously promote innovation and entrepreneurship education in colleges and universities.

1.Innovation and entrepreneurship education is a teaching concept and model that meets the needs of economic society and national development strategy. Vigorously promoting innovation and entrepreneurship education in colleges and universities is of great practical and long-term strategic significance for promoting the scientific development of higher education, deepening the reform of education and teaching, and improving the quality of personnel training. Innovation and entrepreneurship education should be oriented to all students and integrated into the whole process of talent training. On the basis of professional education, we should take changing educational ideas and renewing educational concepts as the guide, take improving students' sense of social responsibility, innovative spirit, entrepreneurial awareness and entrepreneurial ability as the core, and focus on reforming talent training mode and curriculum system, vigorously promote innovation and entrepreneurship education in colleges and universities, and continuously improve the quality of talent training.

2. Strengthen the construction of innovation and entrepreneurship education curriculum system. Effectively incorporate innovation and entrepreneurship education into the teaching plan and credit system of professional education and cultural quality education, and establish a multi-level and three-dimensional innovation and entrepreneurship education curriculum system. Highlight the professional characteristics, the curriculum of innovation and entrepreneurship should be organically integrated with the professional curriculum system, and the practical activities of innovation and entrepreneurship should be effectively linked with the professional practice teaching, and actively promote the reform of talent training mode, teaching content and curriculum system. Strengthen the construction of teaching materials for innovation and entrepreneurship education, draw lessons from foreign successful experience, and compile suitable and distinctive high-quality teaching materials.

3. Strengthen the construction of innovative and entrepreneurial teachers. Guide professional teachers and employment guidance teachers to actively carry out theoretical and case studies on innovation and entrepreneurship education, and constantly improve their awareness and ability to carry out innovation and entrepreneurship education in professional education and employment guidance courses. Support teachers to work in enterprises, and encourage teachers to participate in the innovation and entrepreneurship practice of social industries. Actively hire entrepreneurs, successful entrepreneurs, experts and scholars from all walks of life as part-time teachers, and establish a team of high-quality innovative and entrepreneurial education teachers with full-time and part-time combination. Colleges and universities should give inclined support from the aspects of teaching assessment, professional title evaluation, training and training, and financial support. Organize regular teacher training, practical training and exchanges, and constantly improve the level of teachers' teaching research and guiding students' innovation and entrepreneurship practice. Encourage qualified universities to establish innovation and entrepreneurship education teaching and research departments or corresponding research institutions.

4. Extensively carry out innovative and entrepreneurial practice activities. Colleges and universities should take innovation and entrepreneurship practice as an important extension of innovation and entrepreneurship education, and enrich students' knowledge and experience of innovation and entrepreneurship by holding innovation and entrepreneurship competitions, lectures, forums and simulation practices, so as to enhance students' innovative spirit and entrepreneurial ability. Provincial education administrative departments and colleges and universities should organically combine innovation and entrepreneurship education with the achievements of practical activities, actively create conditions to incubate outstanding entrepreneurial projects emerging in innovation and entrepreneurship activities, and effectively support a group of college students to achieve independent entrepreneurship.

5. Establish a quality inspection tracking system. Provincial education administrative departments and colleges and universities should establish a monitoring system for the teaching quality of innovation and entrepreneurship education. It is necessary to establish a tracking system for students' entrepreneurship information in and out of school, collect feedback information, establish a database, take the future success rate and quality of entrepreneurship as important indicators to evaluate innovation and entrepreneurship education, feedback and guide innovation and entrepreneurship education and teaching in colleges and universities, and establish an education system conducive to innovative and entrepreneurial talents to stand out.

6. Strengthen theoretical research and experience exchange. The Ministry of Education has set up a steering committee for entrepreneurship education in colleges and universities to carry out research, consultation, guidance and services for innovation and entrepreneurship education in colleges and universities. Provincial education administrative departments and colleges and universities should strengthen theoretical research on innovation and entrepreneurship education at home and abroad, and organize the compilation of advanced experience materials of innovation and entrepreneurship education in colleges and universities and the collection of successful cases of college students' entrepreneurship. Provincial education administrative departments should regularly organize exchange meetings, symposiums and research activities on innovation and entrepreneurship education, sum up and exchange experiences in innovation and entrepreneurship education, and promote outstanding achievements in innovation and entrepreneurship education. Gradually explore the establishment of a theoretical system of innovation and entrepreneurship education with China characteristics, form a practical and feasible development idea of innovation and entrepreneurship education, and guide the reform and development of innovation and entrepreneurship education teaching.

Two, strengthen the construction of entrepreneurial base, to create an all-round entrepreneurial support platform.

7. Build an entrepreneurial base in an all-round way. The Ministry of Education, together with the Ministry of Science and Technology, will focus on the construction of a number of "practice bases for college students' scientific and technological entrepreneurship" with the National University Science Park as the main support, and formulate relevant identification methods. Provincial education administrative departments should establish provincial college students' entrepreneurial practice and incubation bases through various forms in combination with local conditions; At the same time, we should actively strive for the support of relevant departments, promote the establishment of college students' entrepreneurial practice or incubation bases in relevant cities, universities and university science parks in the region, and give strong support according to their categories, scales and incubation effects, and give full play to the radiation demonstration role of the bases.

8. Clarify the functional orientation of the entrepreneurial base. College students' entrepreneurship practice or incubation base is an important practice platform for colleges and universities to carry out innovation and entrepreneurship education and promote students' independent entrepreneurship. Its main tasks are to integrate the superior resources of all parties, carry out entrepreneurship guidance and training, accept college students' internship and training, provide software and hardware support for entrepreneurship incubation, provide support and services for college students' entrepreneurship, and promote their entrepreneurship and employment.

9. Standardize the management of entrepreneurial bases. University Science Park, as the main body of the "practice base for college students' scientific and technological entrepreneurship", should take the base construction as an important part of the park construction, and determine a special management department to be responsible for the base construction and management; Strengthen and rely on the linkage between schools and relevant departments, and carry out college students' internship training and entrepreneurial practice. Relevant colleges and universities should attach great importance to the role of university science parks in cultivating innovative and entrepreneurial talents, and introduce policies, measures and incentive mechanisms that are conducive to the development of students' entrepreneurship in university science parks.

10. Provide various forms of entrepreneurial support. College students' entrepreneurial practice or incubation base should provide venues, funds, training and other support for college students' entrepreneurship in combination with reality. It is necessary to open up a relatively concentrated special venue for college students' entrepreneurship, equipped with necessary public equipment and facilities, and provide rent relief for college students' entrepreneurship for at least 12 months. To provide legal, industrial and commercial, taxation, finance, personnel agency, management consulting, project recommendation, project financing and other aspects of entrepreneurial consulting and services, as well as various forms of financial support; To carry out entrepreneurship training and practical training for college students; Establish a public information service platform, and release relevant policies, entrepreneurial projects and entrepreneurial training information.

Three, further implement and improve the policy of supporting college students' self-employment, and strengthen the guidance and service of entrepreneurship.

11.Effectively implement entrepreneurship support policies. The provincial education administrative department shall, in accordance with the requirements of the Notice of Ministry of Human Resources and Social Security and the Ministry of Education on Implementing the "20 10 Action to Promote the Employment of College Graduates" (No.25 issued by the Ministry of Human Resources and Social Security [2010]), closely cooperate with relevant departments, organize and implement the "Entrepreneurship Leading Plan" and earnestly implement the following policies: for colleges and universities, College graduates are allowed to use family residences, rented houses and temporary commercial houses as business premises in accordance with the conditions, procedures and contracts stipulated by laws and regulations. For college graduates who are engaged in self-employment within two years after graduation, within three years from the date of their first registration in the industrial and commercial departments, they will be exempted from relevant administrative fees such as registration and licenses; College graduates who register for job hunting are engaged in self-employment and lack of self-financing can apply for small secured loans in accordance with regulations, and those who engage in low-profit projects can enjoy discount support in accordance with regulations; For partnerships and organized employment, the loan scale may be appropriately expanded. Improve the integration of preferential employment tax policies and encourage college graduates to start their own businesses.

12. Actively strive for capital investment. Provincial education administrative departments should coordinate with relevant departments, actively seek the support of local government and society, and set up "college graduates' venture capital" and "angel fund" and other funded projects through financial and social channels to focus on supporting college students' entrepreneurship. It is necessary to establish and improve the venture capital mechanism and encourage attracting foreign capital and domestic social capital to invest in college students' entrepreneurial enterprises.

13. Actively carry out entrepreneurship training. Provincial education administrative departments should actively cooperate with relevant departments to carry out entrepreneurship training for college students with entrepreneurial aspirations and certain entrepreneurial conditions. We should actively integrate various resources, introduce mature entrepreneurship training programs into colleges and universities, and explore and develop training programs suitable for college students' entrepreneurship in China. At the same time, colleges and universities should strengthen the education of students' awareness of entrepreneurial risk, help students understand the difficulties and problems that may be encountered in the process of entrepreneurship, and constantly improve their awareness and ability to prevent and avoid risks.

14. Comprehensively strengthen entrepreneurial information services. Provincial education administrative departments and institutions of higher learning should intensify their services, expand the service connotation, make full use of the existing employment guidance service platform, especially the employment information service platform, extensively collect entrepreneurial projects and information, carry out entrepreneurial evaluation, entrepreneurial simulation and consulting assistance, set up entrepreneurial consulting rooms as soon as possible, and carry out "one-on-one" entrepreneurial guidance and consultation to enhance the pertinence and effectiveness of entrepreneurial services.

15. Colleges and universities should introduce policies and measures to promote students' self-employment. Colleges and universities can raise funds through various channels and generally set up funds to support college students' entrepreneurship; Relying on university science parks, entrepreneurial bases, various scientific research platforms and other science parks to provide students with entrepreneurial venues. At the same time, qualified colleges and universities should actively promote the transformation of scientific research achievements, scientific and technological inventions and patents of teachers and students into entrepreneurial projects in combination with the characteristics of disciplines and scientific research projects.

Fourth, strengthen leadership and form a joint effort to promote entrepreneurship education in colleges and universities and college students' independent entrepreneurship.

16. The provincial education administrative departments should put the promotion of innovation and entrepreneurship education in colleges and universities and the self-employment of college students in a prominent and important position. We should actively seek the support of relevant departments, creatively carry out our work, introduce and effectively implement policies and measures to encourage college students to start businesses according to local conditions. It is necessary to increase investment in innovation and entrepreneurship education and the construction of entrepreneurship bases in colleges and universities, and give preference to funds, projects and funds. Conditional areas can set up entrepreneurial practice projects for college students to provide small financial support for college students' entrepreneurial practice activities. According to the needs of work, innovation and entrepreneurship education demonstration schools and entrepreneurship demonstration bases can be selected.

17. Colleges and universities should put innovation and entrepreneurship education and college students' self-employment into the important agenda of the school. It is necessary to straighten out the leadership system, establish and improve the coordination mechanism of innovation and entrepreneurship education and self-employment in teaching, employment, scientific research, youth league committees, university science parks and other departments. Coordinate innovation and entrepreneurship education, entrepreneurship base construction, entrepreneurship policy support and entrepreneurship guidance services, clarify the division of labor, effectively increase investment in personnel, venues and funds, and form a long-term mechanism.

18. Create a good public opinion atmosphere to encourage innovation and entrepreneurship. Provincial education administrative departments and institutions of higher learning should widely carry out the publicity of innovation and entrepreneurship education and college students' self-employment, actively publicize national and local policies and measures to promote entrepreneurship through newspapers, radio, television, internet and other media, publicize the new initiatives and achievements of local and colleges to promote innovation and entrepreneurship education and promote college students' self-employment, and publicize the advanced models of graduates' self-employment. By organizing various activities such as the report group of college students' entrepreneurial deeds, we can stimulate students' entrepreneurial enthusiasm and guide them to establish a scientific concept of entrepreneurship, employment and success.
