New policy of deed tax subsidy in Dezhou 2022
According to the spirit of Dezhou Finance Bureau of Dezhou Housing and Urban-Rural Development Bureau, Dezhou Central Sub-branch of People's Bank of Dezhou Taxation Bureau of State Taxation Administration of The People's Republic of China on Several Measures for Promoting the Stable and Healthy Development of Dezhou Real Estate Industry (D.J.F. [2022]15), through research, Dezhou has formulated the detailed implementation rules for the purchase subsidy for new commercial housing.

I. Subsidy conditions and standards

During the period from May 2, 20221day (inclusive) to February 3, 20221day, if new commercial housing is purchased in Decheng District, Economic and Technological Development Zone and Canal Economic Development Zone, and online signing and filing are conducted (both online signing time and filing time are in the above period), the financial department will give the housing transaction price/kloc-

Second, the handling procedures

(1) Application

Eligible buyers shall submit the Application Form for Purchase Subsidy for Newly-built Commercial Housing (Annex 1), the Commercial Housing Sales Contract signed online for filing, identity documents of buyers and other relevant supporting materials to real estate development enterprises. Real estate development enterprises are responsible for the preliminary examination of the materials provided by the buyers, check the original and keep a copy, fill in the Summary Table of Purchase Subsidies for New Commercial Housing (Annex 2) and affix the official seal of the enterprise, and submit it to the Municipal Housing Management Center together with the electronic version and other supporting materials. Real estate development enterprises and property buyers are responsible for the authenticity of their submitted materials.

(2) Submission and review

Real estate development enterprises regularly submit information on housing subsidies to the Municipal Housing Management Center, and the real estate development projects in Decheng District are submitted from 1 day to 15 every month, and the real estate development projects in Economic and Technological Development Zone and Canal Economic Development Zone are submitted from 16 to the end of the month. City Housing Management Center is responsible for reviewing the materials submitted by enterprises, filling in the Summary Table of Purchase Subsidies for New Commercial Housing and Statistical Table of Funds Required for Purchase Subsidies for New Commercial Housing, and affixing the official seal, in quadruplicate, and sending them to the Municipal Finance Bureau, the corresponding District Finance Bureau and the District Construction Bureau (Construction Management Department) respectively.

(3) Distribution

Housing subsidies are paid every two months. Decheng District, Economic and Technological Development Zone, and Canal Economic Development Zone Construction Bureau (Construction Management Department), after receiving the Summary Table of Purchase Subsidies for Newly-built Commercial Housing and the Consolidated Table of Funds Required for Purchase Subsidies for Newly-built Commercial Housing, respectively apply to the financial departments of the corresponding districts for allocation of purchase subsidies according to the procedures stipulated by the state treasury centralized payment. After the funds reach the District Construction Bureau (Construction Management Department), the purchase subsidies will be directly distributed to the buyers within 7 working days.

Third, the financial guarantee

(1) Sources of funds

The funds needed for the house purchase subsidy shall be borne by the municipal and district finance according to the ratio of 3:7. Among them, the municipal funds shall be distributed to Decheng District, Economic and Technological Development Zone and Canal Economic Development Zone respectively by the Municipal Finance Bureau according to the Statistical Table of Funds Required for Purchase Subsidies for New Commercial Housing submitted by the Municipal Housing Management Center; The district finance department is responsible for raising the funds that should be borne at the corresponding level.

(B) Special account management

New commercial housing purchase subsidies to implement special account management, earmarking. The financial departments of Decheng District, Economic and Technological Development Zone and Canal Economic Development Zone shall co-ordinate the funds at the municipal and district levels, and pay the subsidies to the designated bank account of the buyers in a timely and full manner through centralized payment by the state treasury according to the fund allocation plan reported by the Municipal Housing Management Center and the corresponding district construction bureau (Construction Management Department). Interception and misappropriation are strictly prohibited.

IV. Other matters

(a) the transaction price of the house refers to the total price of the online signing and filing contract.

(two) resettlement houses, affordable housing and other housing subsidies are not applicable. Where the real estate projects other than houses and apartments and the projects that have been checked in and re-applied for online signing and filing by the special class of Dezhou City to solve the housing property rights problems of urban residents in the central city are not included in the scope of subsidies.

(three) it is strictly forbidden to take the purchase subsidy by changing or canceling the online signing contract. Those who have gone through online signing before the publication of document De Jianfa [2022]15 are not entitled to housing subsidies. The online signing time mentioned in these Detailed Rules is the acceptance time of the online signing system records of commercial housing sales contracts.

(four) it is strictly forbidden to withdraw the purchase subsidy by canceling the contract for the record. The houses whose contracts were cancelled after the document "De Jian Fa [2022]15" was issued are no longer entitled to purchase subsidies. If the contract is cancelled after enjoying the house purchase subsidy, the house purchase subsidy shall be returned; Refuse to return, not to apply for cancellation of the record.

(5) If a real estate development enterprise cooperates with the buyers to change, cancel the online signing contract or cancel the contract filing to defraud the purchase subsidy, it shall recover the purchase subsidy according to law, suspend the online signing authority of the enterprise, publicly report it, and record it as bad credit information in the enterprise credit file. The relevant responsible person shall be seriously held accountable according to the regulations, and if the case constitutes a crime, criminal responsibility shall be investigated according to law.

(six) the measures shall be implemented as of the date of issuance, and the Municipal Housing and Urban-Rural Development Bureau and the Municipal Finance Bureau shall be responsible for the interpretation in accordance with the responsibilities of the departments, and the matters not covered shall be studied and solved.
