New value-added tax regulations stipulate:
Article 2 Value-added tax rate:
(1) The taxpayer sells or imports goods, except as specified in (2) of this article Except for the provisions of Items and Item (3), the tax rate is 17%.
(2) When taxpayers sell or import the following goods, the tax rate is 13%:
1. Grain, edible vegetable oil;
2. Tap water, heating, air conditioning, hot water, coal gas, liquefied petroleum gas, natural gas, biogas, and coal products for residential use;
3. Books, newspapers, magazines;
4. Feed, chemical fertilizers, pesticides, agricultural machinery, agricultural film;
5. Other goods specified by the State Council.
(3) Taxpayers export goods, the tax rate is zero; however, unless otherwise stipulated by the State Council.
So, you can only pay 17% output tax.
