Article 2 Engage in road cargo transportation operations and road cargo transportation station (field) operations within the Shangcheng District, Xiacheng District, Jianggan District, Gongshu District, Xihu District, and Binjiang District of Hangzhou City (hereinafter collectively referred to as the urban area) [hereinafter referred to as Freight station (yard) operation] shall comply with these regulations. Article 3 Road freight transportation enterprises are encouraged to implement intensive, large-scale, and information-based operations. Article 4 The Hangzhou Municipal Transportation Department is responsible for organizing and leading the road transportation management work within its administrative region.
The municipal road transportation management agency is responsible for the specific implementation of road cargo transportation and freight station (field) management within its administrative region.
Relevant administrative departments such as public security, industry and commerce, price, taxation, and quality supervision should do a good job in road cargo transportation and freight station (field) management in accordance with their respective responsibilities. Article 5 The term "logistics distribution and transportation" as mentioned in these regulations refers to the use by operators of small freight motor vehicles of less than 2 tons (including 2 tons) (hereinafter referred to as small logistics distribution vehicles) to engage in road general cargo transportation activities. Article 6 The Municipal People's Government shall regulate the total number of small logistics distribution vehicles within the urban area based on the road freight transportation development plan, urban road traffic conditions and road freight transportation market demand.
Operators who apply to engage in logistics distribution and transportation must obtain a freight operation license in accordance with the law. The municipal road transportation management agency implements service quality bidding and other methods for freight operation licenses for logistics distribution and transportation within the urban area. The principles of openness, fairness and impartiality should be followed when implementing service quality bidding, and specific measures will be formulated by the municipal transportation department. Article 7 Logistics, distribution and transportation operators that obtain freight operation licenses through service quality bidding shall provide services according to the promised service quality within a determined period of time. After the expiration of the period, logistics, distribution and transportation operators should re-apply to obtain a freight operation license before they can continue to operate.
For small logistics distribution vehicles with a fixed freight operation license period that were launched before the implementation of these regulations, after the freight operation license period expires, the logistics distribution and transportation operators should re-apply to obtain a freight operation license before they can continue to operate. After a small logistics distribution vehicle with an undetermined freight operation license period is scrapped, the logistics distribution and transportation operator should re-apply to obtain a freight operation license before continuing to operate. Article 8 Freight taxi operators are encouraged to integrate existing vehicle resources and gradually use small logistics distribution vehicles for logistics distribution and transportation.
Freight taxis launched before the implementation of these regulations shall comply with the provisions of the "Hangzhou Freight Taxi Management Measures". After the freight taxi operating license period expires or the vehicle is scrapped, the freight taxi operator must reapply to obtain a freight operating license in accordance with regulations before continuing to operate. Article 9 The freight operation license for logistics, distribution and transportation may be transferred within the validity period in accordance with the conditions and procedures prescribed by laws and regulations. Article 10 The technical conditions and appearance markings of small logistics distribution vehicles approved for launch in accordance with the law shall comply with the unified requirements of the municipal road transportation management agency. Their appearance markings shall be kept intact and clean and shall not be changed at will. Except for freight taxis that have been launched, small logistics distribution vehicles are not allowed to be equipped with overhead lights and fare meters.
Other transport vehicles shall not be equipped with or spray-painted with appearance signs that are the same as or similar to those of small logistics distribution vehicles. Article 11 If a small logistics distribution vehicle is no longer engaged in logistics distribution and transportation, the owner of the small logistics distribution vehicle shall remove the appearance signs, the road transportation management agency shall cancel the vehicle operation certificate, and the traffic management department of the public security organ shall cancel the special purpose for small logistics distribution vehicles. Number plate. Article 12 It is prohibited to use small logistics distribution vehicles to engage in road passenger transportation operations.
If a logistics distribution and transportation operator accepts a single piece of goods, its volume shall not be less than 0.25 cubic meters, or its area shall not be less than 1.2 square meters, or its length shall not be less than 1.8 meters, or its weight shall not be less than 40 kilograms , but shall not exceed the volume and weight specified in the load limit. Article 13 The traffic management department of the municipal public security organ shall issue special number plates to approved small logistics distribution vehicles. When implementing road traffic management, their reasonable passage issues shall be considered to facilitate their passage, parking and loading and unloading of goods.
Commercial buildings, supermarkets, professional markets, business buildings, etc. with frequent freight demand should set up necessary dedicated cargo loading and unloading berths in the business area. If there are no conditions to set up dedicated cargo loading and unloading berths in the business area, with the legal permission of the relevant administrative departments, temporary parking and loading and unloading of cargo can be done on nearby side roads or sidewalks during non-peak traffic hours. Article 14 Enterprises, institutions and individual transport operators shall apply for a road transport business license and vehicle operation certificate for freight vehicles that serve the production and operation of the unit, but shall not engage in transportation business activities other than serving the production and operation of the unit. Its drivers should obtain a professional qualification certificate. Article 15 Road dangerous goods transport operators should install and use driving recording equipment on their special vehicles for dangerous goods, establish a driving recording equipment sub-platform, and assign specialized personnel to monitor.
Special vehicles for dangerous goods should be equipped with a safety card suitable for the dangerous goods transported. The safety card should state the name, danger, storage and transportation requirements, protective measures, and leakage treatment of the dangerous goods transported. Methods and fire extinguishing methods, as well as the contact numbers of safety supervision, fire protection, chemical first aid, medical first aid, environmental protection, traffic police and other departments and operators.
