Changchun National High-tech Industrial Development Zone is one of the first batch of national high-tech zones approved by 199 1 the State Council. In recent years, the evaluation of comprehensive economic indicators has always been at the forefront of 56 national high-tech zones in China. Changchun Hi-tech Zone has been rated as "Advanced Zone of National Hi-tech Industrial Development Zone" in previous evaluations by the Ministry of Science and Technology. In the evaluation index system of national high-tech industrial development zones newly published by the Ministry of Science and Technology in 2004, Changchun High-tech Zone won the fourth place in economic development evaluation and technological innovation evaluation. The output value of high-tech products, total industrial output value and total fiscal revenue of Changchun High-tech Zone have accounted for 1/2, 1/3 and 1/4 of Changchun City respectively. The leap-forward development of Changchun High-tech Zone has played an important role in adjusting and optimizing the local industrial structure, improving the city's core competitiveness, and accelerating the local economic development, and has become the vanguard and pioneer area for Jilin Province and Changchun City to take the road of new industrialization. Over the years, Changchun High-tech Zone has been committed to building an efficient, fast and optimized resource allocation platform based on its unique location, technology, talent advantages and good culture and innovation atmosphere. Strive to become the innovation source of scientific and technological achievements and the radiation source of high-tech industries; Actively implement three strategies: leading industry expansion, large-scale project support and park-driven; Strive to become a national advanced high-tech enterprise incubation base, high-tech industrialization base, high-tech product export base and high-tech entrepreneur cultivation base. It has gradually formed five leading industries, namely biomedicine, photoelectric technology, advanced manufacturing technology, information technology and new materials, and an industrial development pattern of one area and multiple parks. In 2002, Changchun High-tech Zone ranked among the first batch of "National Demonstration Parks for Implementing Intellectual Property System" in China, and took the lead in passing the international and domestic double certification of ISO 1400 1 environmental management system in three northeastern provinces, laying a solid foundation for enhancing international competitiveness and ensuring regional sustainable development. The number of enterprises entering the zone reached 2,275 and the number of high-tech enterprises reached 792. The superior investment environment and generous return on investment have attracted foreign investors from 29 countries and regions, including the United States, France, Germany, Japan, South Korea, Hongkong and Taiwan Province Province.

In order to speed up the historical process of "developing high-tech and realizing industrialization" and realize the great leap-forward development of the region, Changchun High-tech Zone has formulated a new round of development strategic planning. By 2020, the total planned area of development planning will be 265,438+00 square kilometers, including 55 square kilometers in the southern area and 65,438+055 square kilometers in the northern area (including 60 square kilometers in the planned control area), which will be divided into three stages: foundation reconstruction, rapid development and optimization.
