I. Characteristics and Highlights of Performance of Duty

(A) team building, cohesion and development efforts.

Around the construction of rural two-level teams, the system of "regular meeting on Monday and study on Friday" was strictly implemented. Take the lead in formulating the system of "grouping and contracting villages". Every year, according to the current needs of each village, the backbone will be deployed to form a team of contracting villages. Party committee members will lead the team into the village at least three times a week, forming a pattern of "targeted contracting villages, classified management and overall implementation". Focusing on the economic transformation and development, we vigorously attracted green environmental protection projects, and implemented the principle of "contracting in person and keeping an eye on the whole process" for key projects, especially the coal logistics park, Beijing Wanjia Denghuo Home Market and the comprehensive development of Huailai Yanyun Guyi Tourism Development Company XX. I personally went to the front line to keep an eye on the progress and running matters, coordinated the orderly promotion, early completion and operation of the three projects, and promoted the development of the township economy in the direction of green environmental protection and diversification.

The idea of collective economic development is not wide, and the way of income generation is single. Basically, it relies on income channels such as depreciation of wells and compensation for land acquisition, and no mature and sustainable way of collective income generation has been formed. Collective foundation Except for some new houses in XX village, the collective income of other villages is generally low, so we can only win the support of higher authorities to do things for the masses.

(B) The concept, functions and methods of serving the masses in rural areas need to be further transformed and optimized.

Although rural two-level convenience service stations have been built to provide centralized services for civil affairs, family planning, party building and other services, the service effect is not obvious enough compared with the original one, and it is necessary to further sink the service focus.

(C) the overall force of grassroots party building work is uneven, which leads to the imbalance of party building work in villages.

There are not enough typical party building work, mainly concentrated in XX village. In recent years, the main energy has been spent on XX village, as well as the key work-intensive villages such as Pener Kiln and West Huang Zhuang, but not enough attention has been paid to the villages such as Reed Gully and Yaoer South, and they are satisfied with completing the task without an accident.

Third, the next work ideas and main measures

(1) Run through the responsibility system for party building and fully implement the requirements of strictly administering the party.

Establish a mechanism of "grasping the secretary and grasping the secretary" to promote the secretary of the village party organization to conscientiously perform the duties of "the first responsible person" in managing the party. Resolutely prevent "one hand being hard and one hand being soft", adhere to the plan, deployment and assessment of party building work and central work together, establish and improve the assessment method of strictly administering the party's responsibility, increase the weight of party building work in performance appraisal, and establish a good orientation of strictly administering the party. We will implement a strict accountability system and establish the "Detailed Rules for the Assessment of Party Building", and seriously hold accountable the party secretary who fails to perform the responsibility of managing the party and managing the party.

(D) Focus on improving the system and enhance the vanguard and exemplary role of the party member team.

We should improve and promote the mechanisms of "three promises, three decisions" and "double posts and two responsibilities", extend the main players to join the Party activists and flow into and out of party member, and explore the establishment of party member's points system for playing their roles, which will serve as an important basis for party member to evaluate and select the best and attract party activists to join the party organization.
