The start and end date of the employee social insurance payment year (including the employee medical insurance year) is adjusted to July 1 day of that year to June 30 of the following year, which is postponed for 3 months.
3. Fully implement the subsidy policy for training fees. For all kinds of enterprises in this area affected by the epidemic, if employees (including labor dispatchers working in enterprises) are organized to participate in all kinds of online vocational training during the shutdown period, they will be included in the training scope of enterprise employees subsidized by special funds for local education in Huangpu District, and enjoy 95% subsidies according to the actual training expenses. Platform enterprises (e-commerce enterprises) and new commercial enterprises shall refer to the implementation.
4. Implement tax reduction and deferred payment policies. Due to the epidemic situation, enterprises suffered heavy losses and their normal production and business activities were greatly affected. If it is really difficult to pay property tax and urban land use tax, you can apply for a reduction or exemption of property tax and urban land use tax. For small and medium-sized enterprises that are difficult to apply for tax returns due to the epidemic situation, enterprises should apply for extension of tax returns according to law. For enterprises that do have special difficulties in paying taxes on time, the enterprise shall apply for an extension of tax payment according to law, and the longest period shall not exceed three months. Implement the pre-tax deduction policy for corporate income tax and personal income tax related to charitable donations.
5. Rent reduction and exemption for small and medium-sized enterprises whose business premises and production and operation are seriously affected by the epidemic but still maintain stable employment in the leasing area, and encourage state-owned enterprises in the leasing area to reduce or exempt rent 1 month. District Science and Technology Enterprise Incubation Base will reduce 1 monthly rent for small and medium-sized science and technology enterprises and teams. For small and medium-sized enterprises leasing business and office in Wenchuang Park in this area, the qualified park managers are encouraged to reduce or exempt the rent of not less than 1 month for the tenants of small and medium-sized enterprises, and give the park managers a subsidy of 50% according to the actual amount of reduction or exemption. Encourage the owners of commercial buildings in the region to appropriately reduce or exempt the rents of settled enterprises.
6. Accelerate the realization of special support funds. Accelerate the realization of all kinds of support subsidies and incentive funds that meet the requirements, and ease the cash flow difficulties of enterprises. Accelerate the implementation of enterprise support funds for science and technology enterprise incubation bases in the settled areas. For small and medium-sized enterprises that have been identified as the headquarters of municipal private enterprises, according to the "Implementation Opinions on Encouraging the Establishment of Private Enterprise Headquarters in Huangpu District", we will speed up the implementation of policy incentives. Accelerate the declaration and evaluation of the headquarters of local private enterprises and support the development of more private small and medium-sized enterprises. Implement special subsidies for epidemic prevention. 10. Carry out the service mode of "appointment processing+approval without meeting", set up a special window for handling epidemic response matters in the administrative service center, actively open an online acceptance platform, give full play to the role of "one network office", and encourage social security, taxation, entrepreneurship, foreigners' work permits and construction project applications to be handled through the "one network office" platform. Expand the service scope of "online, handheld and mail" for enterprise registration and licensing matters. Vigorously promote non-contact tax payment and open a special green channel for online tax payment.
The above policy measures will focus on small and medium-sized enterprises that have made positive contributions to coping with the epidemic, ensuring supply and price stability.
During the epidemic period, if the policies of benefiting enterprises promulgated by the central and municipal governments overlap with this policy, they shall be implemented in accordance with the principle of "preferential non-repetition". If the relevant policies issued by the central and municipal governments require district-level supporting, they shall be supported according to the regulations, and enterprises shall be supported to the maximum extent to cope with the epidemic and achieve stable and healthy development.
The validity period of this opinion is tentatively set at three months from the date of promulgation. These Provisions shall be interpreted by the Huangpu District Development and Reform Commission in conjunction with relevant departments.
Qingpu district
First, increase financial support.
1. Provide enterprise credit support. All banking institutions should continue to strengthen credit support for small and medium-sized enterprises in the region, without reducing the credit balance and reducing the original loan interest rate by more than 10%. The minimum credit interest rate of agricultural business entities recommended by urban agriculture and rural committees should be reduced to LPR interest rate minus 45 basis points in the same period. 2. Strengthen credit support for listed companies. For the enterprises listed in the list of epidemic prevention and control materials of the Ministry of Industry and Information Technology, all banking institutions should strictly implement the requirements of the People's Bank of China on issuing low-cost special refinancing funds, manage according to the list system, actively contact relevant enterprises in the docking area, reduce the loan interest rate by increasing credit loans and medium-and long-term loans, and the upper limit of the interest rate should not exceed the one-year LPR announced at the time of loan issuance minus 65,438+000 basis points, and fully support key enterprises in epidemic prevention and control to carry out production and business activities.
3. Encourage financial institutions to provide good services. For enterprises with urgent needs, we will open a green channel for enterprises in accordance with the principle of special affairs and urgent affairs, simplify business processes, provide fast services and do a good job in service guarantee under the premise of controlling risks.

4. Implement the unemployment insurance return policy. In order to effectively reduce the impact of the epidemic on the production and operation of enterprises, in 2020, the district will strictly implement the relevant policies of the Municipal Bureau of Human Resources and Social Security, and continue to return 50% of the total unemployment insurance premiums actually paid by units and their employees in the previous year to qualified employers who do not lay off employees or reduce staff.
5. Extend the payment period of social security registration. Insured units or individuals due to the impact of the epidemic and failed to timely apply for social security insurance registration, pay social security fees and other social security services, allowing the completion of the epidemic. The payment procedures of the insured units can be completed within 3 months after the outbreak is lifted.
6. Postpone the adjustment of social security payment base. Adjust the start and end date of the annual social insurance payment for employees in this area to July 1 day of the current year to June 30th of the following year, and postpone it for 3 months (the annual social insurance payment for employees in 20 19 years will be postponed to July 1 day of 2020).

9. Reduce the taxes and fees of enterprises affected by the epidemic. For catering, hotels and other industries that are greatly affected by the epidemic and enterprises that fail to return to work in time, we will actively guide the implementation of inclusive tax reduction policies for small and micro enterprises, and reduce property tax and urban land use tax in accordance with relevant measures of Shanghai.
10. Delaying the epidemic will affect corporate tax payment. If the tax declaration cannot be handled on time due to epidemic prevention and control, the application for deferred tax declaration shall be accepted according to law; Those who meet the conditions for deferred tax payment shall go through the formalities for deferred tax payment according to law. Due to epidemic prevention and control factors, it is impossible to pay taxes through TIPS and online banking, and it is impossible to pay taxes at home. After verification, it is exempted from paying late fees according to law. For households with regular quotas that cannot operate normally due to the epidemic, the procedures for suspension of business shall be simplified in combination with the actual situation, and the quota shall be adjusted reasonably.

Public rental housing (talent apartment) is appropriately reduced for specific objects; Small and medium-sized enterprises that lease collective assets for operation shall be specifically studied and formulated by towns and streets with reference to the state-owned assets reduction and exemption policy; For small and medium-sized enterprises that lease the business premises of various market entities, encourage and advocate the owners (landlords) to reduce or exempt rents for tenants (specifically, both parties shall negotiate).
12. Increase investment subsidies for technological transformation. Enterprises' investment in technical transformation for production expansion and production self-help of epidemic prevention emergency materials such as masks, gloves and disinfectants will be subsidized according to 80% of the total project investment during February 65438+ 10-15, and during February 2916-. Fully subsidize the equipment rental expenses incurred during the above period. Enterprises that actively carry out scientific and technological research and development and invest in the production of products related to epidemic prevention and control during the epidemic period will be given project funding, and the products formed will be preferentially purchased or promoted. All budget departments should establish a green channel for capital review, optimize the process, have clear policy standards, pay close attention to organizing enterprises to declare, and speed up the progress of capital review and disbursement.
13. Strengthen support for foreign trade enterprises. Create a good trade environment. For the goods sold domestically in Qingpu Comprehensive Bonded Zone, bonded logistics sites and processing trade, which are really medical and security materials needed for epidemic prevention and control, the convenience measures of classified centralized reporting and centralized domestic sales can be directly applied, and no guarantee fee is charged. Establish a credit insurance support platform for small and micro enterprises, purchase credit insurance services for small and micro enterprises in the region, and reduce the export risks of enterprises. Encourage enterprises to actively expand the international market. For the exhibitions included in the annual district-level financial budget, due to the epidemic situation, enterprises can not participate in professional exhibitions at home and abroad after paying the exhibition fee, and will be fully subsidized according to the booth fee. For exhibitions that are not listed in the subsidy catalogue, the recognized exhibition organization shall provide proof and give a subsidy of 50% of the booth fee.

15. Speed up the tax refund business. Do a good job in cross-border trade facilitation, implement the full coverage of the "single window" export tax rebate business of international trade, and further accelerate the progress of export tax rebate. Do a good job in the policy tax refund of all kinds of enterprises, that is, tax refund after collection, promote online application for tax refund, and improve the speed of tax refund approval.
16. Support the development of key enterprises and parks. Towns and regional companies should strengthen contact and communication with key enterprises and key parks to solve the difficulties of enterprises. Open up green channels for key enterprises and key parks in policy application, resumption of work, capital turnover and other aspects to help enterprises develop healthily.
17. Implement the enterprise "responsive" system. The implementation period of this policy is three months from the date of policy release. The central government, Shanghai and other higher authorities have issued relevant support policies and followed them.
