Purchase restrictions on commercial housing in Hainan Province will be implemented across the entire province.

In areas where purchase restrictions have been implemented in Haikou, Sanya, and Qionghai, families who are not residents of the province must provide proof of personal income tax or social insurance payment for at least one family member who has paid personal income tax or social insurance in Hainan Province for 60 months or more.
2. If a family that is not a registered resident of this province purchases a house, it must provide proof of personal income tax or social insurance payment by at least one family member who has paid personal income tax or social insurance in Hainan Province for 24 months or more. Families whose household registration has moved to this province since the issuance of this notice can only purchase one house, and must provide proof of personal income tax or social insurance payment for at least one family member who has been in Hainan Province for 24 months or more.
Cities and counties should strengthen the review of home purchase qualifications and standardize housing transactions. Families not registered in the province are not allowed to purchase housing by paying personal income tax or social insurance.
