Chapter II Organization and Management
Article 4 The Provincial Student Financial Assistance Management Center, as the provincial management platform of the province's student source credit student loans, is mainly responsible for assisting the handling banks to organize, coordinate and manage the province's student source credit student loans, and formulating relevant management assessment systems. Fifth financial departments at all levels and colleges and universities are responsible for fully arranging and timely allocating interest subsidies and risk compensation in the annual budget.
Article 6 The loan discount and risk compensation of financial burden at all levels below the provincial level shall be allocated to colleges and universities according to the affiliation. Colleges and universities will collect the financial funds and the funds that the school should bear into the provincial student financial assistance management center, which will transfer them to the handling bank in time before 65438+February 2 1 every year.
Seventh people's governments at the county level shall strengthen the construction of institutions and personnel. Article 8 The county-level student financial assistance management center, as the handling institution of student-origin credit student loans, is specifically responsible for the pre-loan organization and post-loan management of student-origin credit student loans: it is responsible for handling local student-origin loans and collecting, sorting out and summarizing information such as students' family economic status and student-origin loan demand; Responsible for the investigation and identification of students' family financial difficulties; Responsible for the establishment of student credit and loan qualification evaluation team, determine the list of students who meet the loan conditions, calculate the loan demand, and prepare the loan plan; Handle the application and preliminary examination of student-origin credit student loan; Responsible for establishing a contact system with the families of loan students and tracking the economic situation of the students' families; Responsible for regularly submitting relevant information about loan students to the provincial student financial assistance management center, handling banks and universities; Strengthen communication with colleges and universities to avoid repeated loans.
Article 9 All relevant ordinary senior high schools should actively cooperate with the county-level student financial assistance management center and the handling bank to provide the enrollment situation of the college entrance examination in that year and the demand for credit student loans from students' places of origin, and assist in the application, approval and issuance of loans.
Article 10 The banking supervision and management department shall, jointly with the finance and education departments, guide the banking financial institutions to carry out student-origin credit student loans, conduct regular inspections and evaluations, and urge the handling banks and settlement banks to improve their financial services and improve their work efficiency. At the same time, establish a notification system for student loan default, and regularly enjoy information within the scope of banking financial institutions.

Chapter III Loan Objects and Conditions
Thirteenth students from Jiangxi who take the national unified entrance examination for ordinary colleges and universities and are admitted by students from poor families can apply for student-origin credit loan at their domicile.
Fourteenth students applying for student loans must meet the following conditions:
1. has the nationality of the people of China;

Chapter IV Loan Amount, Term and Interest Rate
Article 15 The maximum loan amount for full-time college students is 8,000 yuan per academic year, and the maximum loan amount for full-time graduate students is12,000 yuan per academic year, which is mainly used for students' tuition and accommodation during their school days. Loans are applied and issued every year.
Article 16 The loan term shall be determined in principle according to the full-time undergraduate academic system plus 13 years, and the longest term shall not exceed 20 years. Borrowing students should confirm the repayment plan with the handling bank when they graduate or terminate their studies, and the repayment period shall be implemented according to the contract signed by both parties.
Article 17 The loan interest rate shall be based on the benchmark interest rate of the same period and grade published by the People's Bank of China, and shall not go up. The loan interest rate is adjusted once a year, from 65438+February to 2 1, and the adjusted interest rate is the benchmark interest rate of loans of the same grade in the same period announced by the People's Bank of China on the adjustment date.
Article 18 The loan interest shall be calculated on an annual basis, with the value date being the loan issuance date of the handling bank and the interest settlement date being 65438+ February 20th each year. Every year, 65438+February 2 1 is a fixed repayment date, including interest and the principal to be repaid in installments (the last principal and interest will be repaid on the expiration date of the contract). Students should repay the interest annually from September 1 day of the year of graduation, and three years after graduation is the grace period for repaying the principal. Students who borrow money during the grace period only need to pay interest, not principal. The grace period for repayment of the principal starts from the confirmation of the repayment plan and ends at the 36th month after the borrower graduates. Borrowing students who continue to pursue their degrees during the repayment period can still enjoy a grace period of 36 months after graduation.
Chapter V Interest Subsidies and Risk Compensation
Nineteenth students' interest during school is fully subsidized by the financial department. Among them, the students admitted to the central colleges and universities, the loan discount is borne by the central finance; Students admitted to local colleges and universities who study across provinces are subsidized by the central government; For students studying in this province, the discount on student loans in provincial universities shall be borne by the provincial finance, and the discount on student loans in municipal universities shall be borne by the municipal finance.
Twentieth students who continue to study for their degrees during the repayment period after graduation shall provide written proof to the county-level student financial assistance management center in time. After being audited by the county-level student financial assistance management center, it will be reported to the handling bank for confirmation, and the loan interest incurred during the period of continuing to study for a degree will continue to be fully subsidized by the original discount finance department. Borrowing students who drop out of school due to illness and other reasons should submit a written certificate to the county-level student financial assistance management center, and the county-level student financial assistance management center should apply to the handling bank, and the loan interest during the suspension period will be fully discounted by the finance.
Twenty-first to establish a special fund for risk compensation of student-origin credit student loans, and the risk compensation ratio shall be determined according to 05% of the loan amount of the year. For students admitted to central universities, the risk compensation shall be borne by the central finance. For students admitted to local universities and studying in other provinces, the risk compensation shall be borne by the central government; For students studying in this province, the risk compensation is shared by the central and local governments, and 50% by local finance and universities at the same level according to the affiliation of universities.
Article 22 Establish an incentive and restraint mechanism for risk compensation. If the risk compensation exceeds the loan loss, the excess will be awarded to the county-level student financial assistance management center by the handling bank to make up for the daily work expenses of the county-level student financial assistance management center; Less than the loan loss, the insufficient part is shared by the handling bank and the county-level financial department. Chapter VI Supplementary Provisions
