The national student loan is an important measure taken by the CPC Central Committee and the State Council to improve the financial aid policy system of ordinary colleges and universities in China and increase the financial aid for poor students in ordinary colleges and universities under the conditions of socialist market economy.
Legal responsibility: Borrowing students apply for loans from the bank through the school to make up for the lack of tuition, accommodation and living expenses during their studies at school, and repay them in installments after graduation. From 65438 to 0999, the national student loan pilot project was officially launched in eight cities including Beijing, Shanghai, Tianjin, Chongqing, Han, Shenyang, Xi and Nanjing.
In February and August, 2000, the state made two adjustments to this policy, expanding the loan scope to colleges and universities nationwide, expanding the undertaking banks to four wholly state-owned commercial banks of industry, agriculture, China and China Construction, expanding the loan targets to graduate students and full-time students studying for double degrees, and changing the guaranteed loans into credit loans.
In the second half of 2003, the national student loan declined, which was in danger of stopping.
The Ministry of Education, the Ministry of Finance, the People's Bank of China and the China Banking Regulatory Commission have carried out major reforms on the national student loan policy and mechanism, and established new policies and mechanisms with the risk compensation mechanism as the core.
On June 28, 2004, after the promulgation and implementation of the new mechanism, the loan interest of students who implemented the loan was extended from the financial subsidy and repayment period to six years after graduation.
The national student loan compensation mechanism, which was initially launched in September 2006, laid a good foundation for improving the financial aid system for students from poor families in colleges and universities with national student loans as the main body.
On July 2 1 2020, the Ministry of Education and other four departments adjusted and improved the national student loan policy, and the grace period for repayment of student loans was extended from 3 years to 5 years.
