(3) Intensify the elimination of backward production capacity and continuously optimize the industrial structure.

4. Strengthen the construction and supervision of key pollution projects. 5. Centralized rectification of the operation problems of pollution control facilities. (1) Problems in energy saving and consumption reduction.

1. The industrial structure of our city has not fundamentally changed, and the proportion of industries with high energy consumption and high pollution is still relatively large, while large energy consumption households only increase. In 2005, there were 99 enterprises with annual energy consumption of over 5,000 tons of standard coal in the city, which increased to 108 in 2008, accounting for 68% of the industrial enterprises above designated size 159, including 43 enterprises with annual energy consumption of over 50,000 tons and 2 enterprises with annual energy consumption of over 65,438+10,000 tons, mainly concentrated in coal.

2. The product structure is unreasonable, and the unit consumption of main industrial products is high. For example, the limit value of calcium carbide is 3350 kWh/ton, and most enterprises are 3400-3500 kWh/ton; The upper limit of ferrosilicon is 8400 kWh/ton; Most enterprises are in 8500-8600 kWh/ton; The energy consumption limit of coke process is170kg standard coal/ton, and most enterprises are180-200kg standard coal/ton; The upper limit of power generation is 345g/kWh, and most enterprises are in the range of 360g-380g/kWh. Although there are 38 enterprises in our city that use coal gangue and fly ash to varying degrees, most of them are small in scale, low in utilization rate and few in products, and only widely and simply used. There are about 56 coal gangue piles, 22 of which spontaneously ignite and emit 23,000 tons of sulfur dioxide every year. Coke oven gas, coal slime and carbide slag have not been fully utilized.

(2) Problems existing in emission reduction of major pollutants.

1. Sulfur dioxide pollution in enterprise-owned power plants is serious. At present, there are five enterprise-owned power plants in our city, only two of which have been desulfurized (Qianfeng Power Plant and Xishui Power Plant), and the other three have no desulfurization facilities, so sulfur dioxide pollution is very serious.

2. The coking industry has serious structural pollution. There are 17 coal-fired coke ovens with 200,000 tons that have not been eliminated, which poses a threat to the city's air quality and groundwater.

3. The construction of sewage treatment plants and pipe networks is relatively backward. Construction of sewage treatment plant is the main way to reduce chemical oxygen demand. At present, the domestic sewage treatment plant in Haibowan has not reached the design treatment capacity of 40,000 tons/day, and the reclaimed water has not been fully reused, so there is a phenomenon of external discharge; The sewage treatment plant in Economic Development Zone has not yet started construction. The pipe network construction of Uda domestic sewage treatment plant lags behind, and the treatment capacity has not reached 20,000 tons; The sewage treatment plant in the Economic Development Zone has not yet been completed. The main project of sewage treatment plant in XX Economic Development Zone has been completed, the pipe network is under construction, and the urban sewage treatment plant has not yet been built. Due to the slow construction of sewage treatment plants, the treatment capacity of the running treatment plants can not meet the standard, and the reclaimed water can not be fully utilized, which will directly affect the completion of the task of reducing chemical oxygen demand in our city.

4. The accounting of new sulfur dioxide emissions is unreasonable. At present, the statistical department can't distinguish between the transportation of raw coal and clean coal and the conversion of local processing when counting the annual coal consumption, which leads to repeated statistics of coal consumption, and there is a big gap between the calculation of sulfur dioxide increase and the calculation of product capacity.

5. The application technology of sulfur dioxide emission reduction lags behind. At present, our city still lacks certain technical support in the desulfurization transformation of some industries such as pellet smelting, sintering and lime, and it is difficult to determine whether the desulfurization technological transformation of these industries is scientific, economical and effective.

(3) Frequently asked questions about energy conservation and emission reduction.

1. Due to the great pressure and enthusiasm of the government, some enterprises have insufficient understanding of the importance and urgency of energy conservation and emission reduction, and problems such as insufficient investment, backward technology, aging equipment and ineffective measures have not been fundamentally solved.

2. Financial institutions have insufficient support for energy conservation and emission reduction. Due to the stricter environmental protection policy, the state and autonomous regions mainly support high-tech equipment manufacturing, processing industry and other products with less energy consumption, less pollution and high added value; However, the products of enterprises focusing on high energy consumption and high pollution are restricted (in 2007, financial institutions did not issue loans for energy saving and emission reduction to enterprises), which aggravated the financing difficulty of high energy consumption enterprises and led some enterprises to be affected by the shortage of internal and external funds in the process of expanding scale and technological transformation.

3. The energy conservation and emission reduction targets issued by the autonomous region are on the high side, and the pressure to achieve the targets is great. In the first three years, the energy saving index was 50%, and the sulfur dioxide index was only 36.99%. In the next two years, the task of energy conservation and emission reduction is very heavy.

4. The promotion system of energy saving and emission reduction technologies is not perfect. For example, green lighting, energy saving in heating boiler system, solar energy utilization, residual heat and pressure utilization and other energy-saving and emission reduction technologies have not been widely promoted and applied, the compensation mechanism for waste utilization has not been established, and the knowledge training and publicity activities on energy-saving and emission reduction are not extensive enough. These problems also restrict the promotion of energy conservation and emission reduction in our city.

5. The task of energy saving and emission reduction in specific industries needs to be clarified. The municipal government has stipulated the total amount of energy conservation and emission reduction for key industries and enterprises. However, in the specific implementation process, due to the unclear tasks of energy conservation and emission reduction in specific industries, some enterprises have no corresponding index constraints and unified assessment standards, which are outside the supervision.

6. Generally speaking, there is insufficient understanding, policy measures and coordination in the whole city, and further efforts are needed to solve them.
