Step one: scale decomposition. According to the "Reference Method for Decomposing the Size of the Poverty Population", the poverty population size is decomposed into villager groups step by step. The district poverty alleviation department, together with the statistics department, decomposes the poverty population size into towns and streets, and towns and streets into villager groups.

Step 2: Initial selection of candidates. Under the guidance of the district poverty alleviation office and townships and sub-districts, based on the scale of the poor population divided into villages and on the basis of applications from farmers, each village convenes a villagers' representative meeting to produce a preliminary list, which will be verified by the village committee and the village work team. Make a public announcement and submit it to the township or street for review after there is no objection.

Step 3: Public announcement. Townships and sub-districts review the primary selection lists reported by each village, determine the list of target households in the township (town), and publish it in each administrative village. After the publicity shows no objection, it will be reported to the district poverty alleviation office for review. After the review is completed, it will be returned to the administrative village for announcement. At the same time, announcements will be made through the district people's government portal website and other channels, and reported to the Municipal Poverty Alleviation Office for filing.

Step 4: Help in pairs. The district government coordinates and arranges relevant assistance resources, and studies and proposes a pair assistance plan for poor households in accordance with the principle of "highlighting key points, difficult problems first, and easy tasks later". The Poverty Alleviation Office, townships (subdistricts), village committees, and village work teams are responsible for this. Implement, clarify the paired assistance relationship and the person responsible for assistance.

Step 5: Make a plan. Under the guidance of townships and sub-districts, the village committee, the village work team and the person in charge of assistance will formulate a household assistance plan based on the assistance needs and actual conditions of poor households.

Step 6: Fill out the manual. Under the guidance of the District Poverty Alleviation Office, township and sub-district organizations, village committees, village work teams and college student volunteers filled out the "Household List" and "Poverty Alleviation Manual" for the identified target households one by one.

Step 7: Data entry. Under the guidance of the district Poverty Alleviation Office, townships and sub-districts organized village committees and village work teams to enter the "Household List" and "Poverty Alleviation Manual" into the National Poverty Alleviation Information Network system and conduct data review. The "Household List" and "Poverty Alleviation Manual" are supervised by the State Council Poverty Alleviation Office, printed by the Municipal Poverty Alleviation Office, and distributed by the district Poverty Alleviation Office. Village committees and poor households each hold one copy.

Step 8: Data update. The information of poor households must be updated in a timely manner through the national poverty alleviation information network system to achieve dynamic adjustment of poor households. This work is guided by the district poverty alleviation office, and is completed by the village committees and village work teams organized by townships and subdistricts.
