In order to conscientiously implement the spirit of the Third Plenary Session of the 18th CPC Central Committee and comprehensively deepen rural reform and development, according to the Implementation Opinions of Zhoukou Municipal People's Government on Comprehensively Deepening Rural Reform and Accelerating Agricultural Modernization (Fa Zhou [20 14] 1 1), accelerate the circulation of rural land contractual management rights in the whole city (hereinafter referred to as rural land circulation).
I. Significance
Since the Third Plenary Session of the 18th CPC Central Committee, the Central Committee and the Provincial Party Committee have successively issued specific policies and regulations, requiring all localities to give farmers the rights of possession, use, income, transfer and mortgage of the contracted management right on the premise of stabilizing the contract relationship of rural land for a long time, adhere to and improve the strictest farmland protection system, and allow farmers to take shares in the contracted management right to develop agricultural industrialization. Encourage farmers to transfer the contracted management right to large professional households, family farms, farmers' cooperatives and agricultural enterprises in the open market, and develop various forms of scale operation. Judging from the actual situation in our city, the decentralized land contract management can no longer meet the requirements of specialization, scale, intensification and industrialization, which seriously restricts the adjustment of rural economic structure, the development of modern agriculture and the promotion of urban-rural integration. Therefore, accelerating and standardizing rural land circulation is an inevitable choice for our city to promote rural economic development and build modern agriculture. It is of great practical and far-reaching historical significance to cultivate new agricultural management subjects, accelerate the optimal combination of rural production factors, promote the fundamental transformation of rural production methods, build a long-term mechanism for increasing farmers' income, improve the overall efficiency of rural economy, and promote the transformation from traditional agriculture to modern agriculture.
All relevant departments at all levels should proceed from the overall situation of deepening rural reform and stimulating the vitality of agricultural and rural development, fully understand the importance and urgency of accelerating rural land circulation, earnestly enhance their sense of responsibility and mission, and intensify rural land circulation in accordance with the unified arrangements and requirements of the Central Committee, the provincial party Committee and the municipal party Committee, so as to inject new vitality into the economic and social development of agriculture and rural areas in the city.
Two. Guiding ideology, objectives, tasks and working principles

Establish and improve a standardized and orderly circulation market, constantly improve the circulation mechanism, promote the moderate scale and intensive management of rural land, optimize the allocation of rural land resources, adjust the rural economic structure, accelerate the transfer of rural labor force, and promote the transformation from traditional agriculture to modern agriculture.
(ii) Objectives and tasks

(3) Working principle
1. The principle of legality, voluntariness and compensation. Adhere to administration according to law, strictly protect cultivated land, do not change the agricultural use of rural land, fully respect the wishes of farmers, and adhere to equal and paid circulation.
2. Principles of stability, decentralization and liberalization. On the premise of stabilizing the household contract responsibility system, we should separate land ownership, contract right and use right, let go of land use right and innovate the circulation mechanism.
3. The principle of concentration, scale and benefit. Based on promoting the relative concentration of land, promoting moderate scale operation, improving land utilization rate and output rate, improving agricultural benefits and increasing farmers' income.
4. The principle of management, standardization and order. Strengthen management and guidance, strictly regulate the circulation behavior, earnestly safeguard the interests of all parties, and ensure the orderly land circulation and scale operation.
Third, the focus of work
(1) Cultivate all kinds of new agricultural business entities. We will increase support for the large-scale operation of new agricultural business entities such as large professional households, family farms, farmers' cooperatives and agricultural enterprises, encourage them to establish agricultural production bases through land transfer, and vigorously carry out various forms of moderate scale operation. Encourage farmers to form farmers' cooperatives by means of land contractual management rights, carry out scale operation, develop characteristic agriculture and implement specialized production. Encourage farmers who go out to work and intend to transfer land, and transfer land to new agricultural business entities such as large professional households, family farms, farmers' cooperatives and agricultural enterprises in various forms according to law. Explore ways for farmers' cooperatives to centralize the land contracted by their members, invite public tenders, conduct centralized management, and distribute income according to the articles of association of the cooperative. Guide the administrative villages to open tender for the development and scale operation of rural barren hills, barren hills, wasteland and other resources; Guide farmers in the same village and group to concentrate their land in the hands of planting experts in the form of exchange and circulation, improve the situation of land dispersion, develop ecological and efficient agriculture, and set up various family farms. Encourage agricultural enterprises, scientific research institutions and farmers to set up agricultural planting companies with capital, technology, land contractual management rights, physical objects, labor and other production factors in accordance with the principle of voluntariness and mutual benefit, and implement enterprise management. Encourage agricultural enterprises, farmers' cooperatives and other new agricultural business entities, take service as the carrier and family business as the basis, establish a stable cooperative relationship between production and marketing with farmers, and unify varieties, technologies, product quality standards, agricultural materials supply and product sales through the establishment of bases, contract farming and investment development, so as to realize scale operation.

Strengthen the construction of arbitration institutions, establish and improve the rural land contract management dispute mediation system for township (town, office) and village (neighborhood Committee) mediation and county (city, district) arbitration. Strictly regulate the arbitration procedure of rural land contract management disputes, and seriously accept and arbitrate cases in accordance with the principle of "openness, fairness, justice, convenience and efficiency". Agriculture, justice, land resources and other departments should strengthen the guidance of mediation and arbitration of rural land contract management disputes, actively cooperate and support each other, and perform their duties according to law.
(5) Improve the quality of new professional farmers. Integrate educational resources, strengthen farmers' vocational education, improve farmers' scientific, technological and cultural quality, accelerate farmers' professionalization process, improve non-agricultural employment ability, let more farmers leave the land, and provide resources gathering space for scale operation. Increase the training of employees of new agricultural business entities such as large professional households, family farms, farmers' cooperatives and agricultural enterprises, improve the level of large-scale production and management, enhance the capacity of large-scale land management, and promote local economic development.
Fourth, safeguard measures.
(1) Strengthen organizational leadership. Supervision departments should seriously investigate and deal with illegal and disciplinary acts such as forced transfer, interception and misappropriation of transfer fees and infringement of the interests of the masses by administrative organs and state staff in the process of land transfer. Land and resources departments should strengthen the management of land requisition and occupation, supervise the rational use of rural land, and prevent the agricultural use of rural land from being changed without authorization in the name of land transfer. Broaden financing channels, innovate loan guarantee methods, expand the scope of effective collateral in rural areas, and encourage mortgage loans for rural land contractual management rights. Actively explore the development of agricultural insurance, and gradually expand the pilot to provide risk protection for scale operation.
(4) Vigorously publicize and guide. Counties (cities, districts) should effectively increase publicity, conscientiously publicize and implement the Land Management Law of the People's Republic of China, the Rural Land Contract Law of People's Republic of China (PRC) and the spirit of the Third Plenary Session of the 18th CPC Central Committee, publicize the policies of the Party Committee and government to promote rural land transfer to thousands of households, fully mobilize the enthusiasm and initiative of farmers, and create a good public opinion atmosphere for rural land transfer. We must persist in cultivating and supporting a number of large professional households, family farms, farmers' cooperatives and demonstration models of agricultural enterprises every year, vigorously publicize their good experiences and practices through various forms, guide more farmers and social capital to actively participate, and accelerate the orderly circulation of rural land contractual management rights in the city according to law.
