Legal analysis: not affected. Owning bank card money is an economic dispute, as long as you don't commit any illegal or criminal acts. The punishment owed by your father has nothing to do with your taking the civil service exam to join the party!

Thirteenth civil servants should meet the following conditions:

(1) Having China nationality; (two) at least eighteen years of age; (three) support the Constitution of China, the Communist Party of China (CPC) and the socialist system; (4) Having good political quality and moral conduct; (5) Having the physical conditions and psychological quality to perform their duties normally; (6) Having the educational level and working ability that meet the post requirements; (7) Have legal skills.

Twenty-sixth the following persons shall not be employed as civil servants:

(1) Having received criminal punishment for committing a crime; (2) Those who have been expelled from China; (3) Being expelled from public office; (4) Being listed as the object of joint punishment for dishonesty according to law; (five) shall not be employed as a civil servant according to law.
