4. If a resident family owns 1 apartment in this city and the loan has not been paid off, the down payment ratio for purchasing ordinary commodity housing shall not be less than 70%.

5. Residents' families own houses 1 set in this city, and the down payment ratio for purchasing non-ordinary commodity houses is not less than 70%.
