The fourth is to strengthen the protection and development of basic cows, implement the protection of local excellent breeds, and rationally delineate grazing lands in mountainous and semi-mountainous areas.
The fifth is to determine a system in which the cost of vaccines for key livestock and poultry diseases will be borne by the finance. Provinces, cities and counties will allocate special funds to build animal identification and disease traceability systems.
Sixth, the problem of land use for animal husbandry production should be solved. Land for the construction of large-scale breeding farms and breeding communities should be included in the overall land use planning of townships and towns and guaranteed as land for facility agriculture.
The seventh is to increase financial support for the animal husbandry industry and include the credit of large livestock and poultry breeding households and livestock product processing enterprises into the province's credit guarantee system. Provincial and municipal finances have set up special interest subsidy funds for animal husbandry industrialization. Rural credit cooperatives, village banks, etc. fully consider the production characteristics of animal husbandry, innovate credit models, and increase credit support.
The eighth is to make animal husbandry insurance the focus of agricultural insurance pilots, study and establish policy insurance systems for different livestock and poultry species as soon as possible, and enhance the ability of the animal husbandry industry to withstand market risks, epidemic risks and natural disasters.
Ninth, we will increase support for major pig-producing counties and give priority to the construction of breeding bases, the construction of "two farms and one station", the construction of epidemic prevention systems, and credit services.
