1. Work Objectives
By continuing to increase efforts to rectify and regulate the order of the real estate market, we will focus on solving outstanding problems in the housing field that are strongly reflected by the people and attract high social attention, and strive to use 3 In about two years, the order of the province's real estate market has improved significantly, illegal activities have been effectively curbed, the market supervision system has been continuously improved, the supervision information system has been basically established, a work pattern of departmental supervision has gradually formed, and conflicts and disputes in the real estate field have been significantly reduced. , the number of housing-related complaints dropped significantly.
2. Key points of rectification
(1) Real estate development. Real estate development companies have started construction in violation of laws and regulations; they have not developed and constructed in accordance with construction drawings and design documents; they have not delivered on time as stipulated in the house sales contract; quality problems such as leakage, cracking, and hollowing of houses have become prominent; and they have not built supporting facilities in accordance with the construction standards of a complete residential community.
(2) House sales. Publish false and illegal real estate advertisements, publish false housing information; hold back on sales and hoard housing; misappropriate transaction supervision funds; obtain or assist in obtaining "business loans", "consumer loans" and other non-personal housing loans for home purchase; assist Home buyers illegally avoid housing transaction taxes and fees; illegally charge advance payments, "tea fees" and other fees to increase prices in disguise; use unfair format terms to infringe on consumer rights; bundle sales of parking spaces and storage rooms; fabricate and spread false information to disrupt market order.
(3) Housing leasing. Start operating without submitting an opening report; fail to truthfully and completely submit relevant leasing information as required; online information platforms fail to fulfill their responsibilities for verifying the qualifications of information release entities; withhold rent deposits; use violence, threats and other means to forcibly evict tenants; conduct housing rental consumption in violation of regulations Loan business; there are high-risk business behaviors such as "high in, low out" and "long receipt and short payment"; rent supervision is not carried out in accordance with regulations.
(4) Property services. Failure to provide services in accordance with the content and standards stipulated in the property service contract; failure to disclose property service charge item standards, owner's partial operations and income, maintenance fund usage and other relevant information as required; exceeding the contract or public charge item standards Collect fees; use the owner's private equity to carry out business activities without authorization, embezzle and misappropriate part of the owner's private equity operating income; refuse to withdraw from the property service project without justifiable reasons after the property service contract is terminated or terminated in accordance with the law.
3. Carry out effective rectification in accordance with the law
(1) Collect clues to the problem through multiple channels.
All localities should conduct comprehensive investigations into real estate development, house sales, housing rentals, property services and other fields, and promptly publish reporting hotlines and open reporting mailboxes in news media, government hotlines, and portal websites. Any illegal activities reported and complained by the masses in real names or exposed by the media must be promptly investigated and dealt with in accordance with the law. Liaise with the petition department to comprehensively sort out petition complaints in the real estate field in recent years and look for clues to problems. Combined with "double random, one open" spot inspections and special inspections, the list of rectification issues will be supplemented and improved.
(2) Establish a rectification work ledger. All localities should sort out and verify problems one by one, establish rectification work ledgers by category, and form "four lists" (i.e., problem list, cause list, responsibility list, and measure list). It is necessary to establish a transfer and supervision mechanism, regularly supervise and dispatch, implement account cancellation management, achieve "in and out", rectify one account, cancel one account, and dynamically adjust the ledger list.
(3) Investigate and deal with violations of laws and regulations. All localities should strengthen departmental coordination and concentrate their efforts. For real estate development companies, intermediaries, housing rental companies, property service companies, financial institutions, online media and employees that violate laws and regulations in the region, measures such as warning interviews, suspension of business for rectification, revocation of business licenses and qualification certificates shall be taken in accordance with the law, and be publicly exposed; those suspected of committing crimes shall be transferred to the public security and judicial departments for investigation and handling according to law. (4) Establish a long-term supervision mechanism while conducting inspections and corrections. 4. Implementation steps
(1) Mobilization and deployment and self-examination and self-correction stages. (Before the end of September 2021)

2. Key inspections. Verified violations of laws and regulations will be dealt with in a timely manner in accordance with the law.
3. Guidance and supervision. 5. Work Requirements
(1) Strengthen departmental coordination and linkage. The urban management department is responsible for promptly receiving cases transferred by relevant departments, exercising the power to impose penalties in accordance with the law, and strengthening the connection between urban management law enforcement and community property management supervision.
The development and reform department is responsible for incorporating information on violations of laws and regulations in the real estate field into the national credit information sharing platform, and promoting various departments to implement joint punishments for dishonesty on relevant enterprises and employees in accordance with laws and regulations. The public security department is responsible for investigating and handling suspected criminal activities such as contract fraud and illegal fund-raising in the real estate field. The Department of Natural Resources and Planning is responsible for investigating issues such as starting construction without acquiring land in accordance with laws and regulations. The tax department is responsible for investigating and punishing illegal avoidance of taxes on housing transactions. The market supervision department is responsible for investigating and dealing with issues such as false and illegal real estate advertisements, illegal prices, and the use of unfair format terms to infringe on consumer rights. In accordance with the national division of labor, the financial management department is responsible for investigating and handling illegal inflows of credit funds into the real estate market and illegal provision of financial support for bidding deposits and land prices. The petition department is responsible for sorting out outstanding issues in the housing field and cooperating in resolving conflicts and disputes. Leading departments in various regions must take the initiative and work with relevant departments to improve the work consultation mechanism, rationally dispatch law enforcement forces, and implement law enforcement in accordance with the law by strengthening information sharing, joint investigation and punishment, and joint management. Investigate and handle cases in accordance with regulations, report account progress on time, supervise the implementation of rectifications, and promote the detailed implementation of rectification work.
(2) Establish special work classes.
