Key industrial enterprises with more than 3,500 people or an annual output value of 1 100 million yuan can increase the upper limit of land area for supporting the construction of administrative office and living service facilities for industrial projects from 7% of the total land area of the project to 15% with the approval of the municipal government, and correspondingly increase the upper limit of construction area. The increase is mainly used for the construction of dormitory-type affordable rental housing, and construction is strictly prohibited. The project can be invested and constructed by the industrial park management committee, or jointly invested and constructed with industrial project enterprises. In terms of supporting policies such as taxes and fees, Hefei uses non-residential stock land and non-residential stock houses to build affordable rental housing. Support commercial insurance funds to participate in the construction of affordable rental housing in accordance with the principle of marketization. Loans related to affordable rental housing should be treated differently in the implementation of real estate loan management. The "Implementation Opinions" stipulates that affordable rental housing projects must be confirmed as a whole, and may not be registered, transferred or mortgaged separately, and may not be listed for sale or sold in disguise. It is strictly forbidden to operate illegally or defraud preferential policies in the name of affordable rental housing. Eligible projects involving the overall transfer shall be reported to the municipal government for approval. After the transfer, the nature of the original affordable rental housing remains unchanged, and the land use and land acquisition methods remain unchanged. Among them, the affordable rental housing built within the scope of industrial projects must be transferred together with the productive workshop, and may not be transferred separately; Industrial project enterprises and industrial park management committees jointly invest in the construction of affordable rental housing, which involves the transfer of some of its property rights, and industrial park management committees can give priority to purchase. In case of demolition, the indemnificatory rental housing reconstructed from the non-residential stock housing built by enterprises and institutions with idle land will still be compensated according to the original land use and acquisition method.
