It is found that most of the fines issued by the banking supervision department to Guangfa Bank are related to the violation of loan funds. For example, Xi 'an Sub-branch was fined 480,000 yuan for converting the loan into a time deposit and transferring it with the loan; Cao Baixiong was directly responsible, while Pan Lei was responsible for management and was given a warning. Yingkou Branch of Guangfa Bank failed to control the payment of loan funds as required. Dandong Branch did not strictly control the payment of loan funds. The loan funds of Taizhou Branch were converted into bank acceptance bills.
