Third, about the problem of decentralized joint housing in Shuangshi Town (whether it is illegal or not is open to question) (slightly off topic, but closely related to land-expropriated farmers). After the houses of landless farmers in Zigong Jinlong Cement Plant Project were demolished, many people had no turnover houses. The housing price in Rongxian County is 2000 yuan per square meter, and their housing compensation is not enough to buy a suite. In order to make a living, they can only buy scattered houses specially built for farmers with meager housing compensation. At first, the price of the house was less than one square meter in 700 yuan.
This year, the number of joint housing units rose to 900 yuan per square meter. If farmers buy a set of 100 square meters (it is very small for them, because they used to live in 200 square meters, can their living standards not decline), they can get nearly 654.38+10,000 yuan. I thought it would be practical, but when they wanted to decorate the house, the problem appeared again! The government will charge them nearly 9000 yuan for water and electricity! 9000 yuan? The house payment equivalent to 10 square meter is undoubtedly a plunder for farmers who have just lost their homes! This is the local government's preferential policy for landless farmers! Moreover, these charges are illegal and belong to arbitrary charges! Because they collect some receipts from farmers, not official invoices from administrative institutions! Let's get even again. There are 200 sets of scattered houses in the first phase, 60 sets of gables and 260 sets of one * * *. Calculated at 9000 yuan per household, the total household fee is 2.34 million! And the total investment in building these houses is only100000! Whose account and vault is this 2.34 million?
Seeing that the local government is so administrative, I really want to swear! Let's not talk about the illegal land acquisition in Shuangshi Town, Rong County for the time being (the government did not give compensation for land acquisition, villagers were not allowed to enter the site for construction, and the superior government did not come forward to correct the illegal behavior of the Rong County government, so the incident has not progressed for the time being). However, another serious problem began to surface clearly: there are many questions about decentralized joint housing (collective housing built to reduce scattered farmers, as a pilot project of coordinating urban and rural development in Sichuan Province):
First, the construction unit of scattered houses is an individual.
According to media reports, the building unit is Zigong Hongtu Construction Engineering Co., Ltd., but when the farmers actually signed the entrusted building agreement (format contract), there were three parties in the agreement, one was the buyer, the other was the construction party (individual), and the third party was the town government (office of coordinating urban and rural economic development), in which the building unit became an individual. As a piecemeal joint construction project with an investment of nearly 20 million yuan in only one phase (not ordinary small buildings built by farmers, but small high-rise buildings and residential areas), the construction project was entrusted to individuals for development without bidding (even without investment negotiation procedures), which made people question the quality of housing? I consulted the relevant policy documents of Rong county government and Shuangshi town government and got the joint construction contract. I made a detailed analysis of the policy documents and the contents of the contract, and commented on the existing doubts one by one. Dujia Town, you know, belongs to Rong County. The Price Bureau itself admits that the charges are illegal (I also have the telephone number, call time, call duration and call record of the staff of Rongxian Price Bureau). "Rongxian hydropower account 1 more than 1,000"? Still "common sense", take a good look at the policy, this charge has long been cancelled! As a regulatory agency, the town government does not collect money or care about accounts. Who collects the account fee and who manages the account? Did I invent the receipt with the government seal on my hand?
Fourth, about the price increase of shared housing. According to the policy, joint housing can only be sold to farmers. Can't the price be raised at will after the price is set at the price confirmation meeting? But as far as I know, the price of shared housing has increased recently. Just like commercial housing, it will go up if you want to. Is that so? By the way, one more thing, about house prices, you said there were two reasons for the price increase. Let me help you analyze whether the reason for the price increase is reasonable:
First, improve the design standards. I wonder what it means to improve the design standards. Farmers need to pay for supporting communities and water and electricity. Why should the improvement of design standards be included in the house price? If the level of earthquake resistance has improved, I would like to ask, how many earthquakes can your houses withstand? Can a house that can't stop the rain not make people doubt its quality? Simply saying that the design standards have improved, but the quality standards have not improved, it is justified to build houses for farmers. Without the peasant brothers, would you be today? Don't forget your roots!
Second, the price of building materials "skyrocketed" caused by the 5. 12 earthquake. The completion date of the first phase of Shuangshi Town's diaspora joint construction is June 2008.
That is, it should be completed about one month after the earthquake. Before the earthquake, the main body should be basically completed and building materials should be purchased. The impact of the earthquake is not immediately apparent, at least until the rescue work is basically over, and the government will slowly show it after deployment and reconstruction. Before that, I didn't know how the price of building materials rose.
If the completion date is postponed and the losses caused by it are imposed on farmers, it can only show that the government and the construction party are a nest of snakes and mice. If it is a qualified company, it should have the ability to bear market risks. If it's a person, he can't take risks, and he can only blame your government for dereliction of duty.
Third, the national housing price situation at that time. When or before the housing cost verification meeting of Shuangshi Town's decentralized joint construction project was held, China's housing prices generally fell, but the decentralized joint construction houses rose against the trend, which was even more suspicious.
July 2009 18, the barbaric behavior of the town government.
On July 8, 2009, around 14, Rongxian county government and Shuangshi town government finally laid hands on the villagers of Caijiayan 16 group in Shuangshi town in an organized way! Government workers, public security personnel, construction workers, and construction vehicles entered the construction site quietly and mightily, trying to forcibly enter the construction site. However, because the local government only settled the compensation for house demolition, did not show any land acquisition procedures, and did not perform any land acquisition compensation, farmers who left the land would return to their hometown from time to time. Because the local government has always ignored the opposition of local farmers, after the start of the project 18 in June 2009, many attempts to enter the site for construction were stopped by the villagers.
Rongxian county and Shuangshi town government have a headache. On the one hand, the progress of the project is delayed again and again; On the other hand, they can't come up with formal land acquisition procedures and policies, and the land acquisition compensation scheme can't convince the land-expropriated farmers. To this end, there are only two solutions: first, the government shows sincerity, treats the landless farmers sincerely, improves and publicizes the land acquisition procedures, properly formulates and publicizes the compensation and resettlement plan, and makes farmers sincerely trust the government; Another method is to rape public opinion regardless of farmers' attitude and forcibly enter the site for construction. Obviously, judging from the recent performance of the local government, they have no sincerity and integrity since they started work for a month. They didn't disclose the land acquisition procedures to farmers, and didn't actively draw up a reasonable compensation and resettlement plan for land acquisition. Instead, I am bent on carrying out illegal land acquisition to the end and trampling on farmers' rights and interests!
They entered the site for construction many times; He also took the criminal police to "persuade" farmers to compromise; Party member, a farmer, was also persuaded to lead by example. The procedures, policies and compensation and resettlement schemes of land expropriation that farmers care about are avoided. The day before yesterday, they took the criminal police to work as farmers. Obviously, they are prepared, and they are mentally prepared for their greater actions. They are telling farmers that it is good to be obedient, and there will be no good fruit to eat if they fight again.
Unsurprisingly, in July of 18, that is, a whole month after the start of construction, the local government finally couldn't help it, and they carefully organized and planned this barbaric act. Then they were disappointed because the villagers who had dealt with the government many times also saw it. The villagers collectively discussed that in order to prevent the government from sneaking into the construction site, someone must go back to the village to stand guard, and the helpless farmers forced by the government can only use this trick. Just when the "army" of Rong county and Shuangshi town government entered the village in a mighty and furtive way, the farmers who were in charge of standing guard immediately informed all the villagers. The villagers who learned the news quickly gathered at the scene and stood in front of the construction workers and construction vehicles on the site. Men are standing in front of construction vehicles, and women are sitting in buckets. This time, the government was in a hurry, and quickly ordered the public security personnel to clear the scene and dragged the villagers who blocked the construction away from the scene. Although the villagers were angry, they kept the necessary restraint from beginning to end. Even if the public security personnel have physical contact with the villagers, they only passively "cooperate" and there is no conflict with the public security personnel. Government officials looked at the large number of villagers at the scene, and the situation was not good. Finally, they quit. Before leaving, he also threatened to bring more public security personnel and police from other towns and villages next time.
The government's performance was wonderful, and the villagers' reaction was helpless.
Why did the government choose Caijiayan Village 16 for this raid? There is a reason for this. Judging from the reaction of villagers in the last month, the villagers in Yanzi Village and another village, especially lesbians, are more active. They went to the town government many times to find the town leaders to solve the problem, and the lesbians were very courageous. It seems that they are not afraid of the town leaders and dare to break ground. The town government is very helpless and passive about this. Caijiayan Village 16 Group is a village group where migrant workers are concentrated. Most of the left-behind people are old people and children, and their hearts are uneven, which is the weakest link in land acquisition and demolition. Therefore, the government chose Caijiayan Village 16 group, but their purpose was improper, their behavior was illegal, and they had no confidence, which eventually led to failure!
Finally, I want to say one more thing. Someone has replied before that many villagers near local projects are vying for the government to occupy their land and tear down their houses. This is my understanding of this. Because the environmental impact assessment of the cement plant project is very clear, although the project has taken certain measures in environmental protection, there will still be pollution. Moreover, many enterprises are not very active in environmental protection measures in order to save money, which will cause environmental pollution around the project. To this end, farmers around the project want to move away. So they want to requisition land and demolish, and they want all the land to be expropriated. Farmers within the scope of land acquisition and demolition also encounter such problems. Their house has been demolished, and their land may not be completely expropriated after buying a house in another place. However, because the new house is far away from the original land, and the future pollution problem will inevitably affect land planting. To this end, farmers in and around the scope of land acquisition hope to be demolished by land acquisition. But they hope that the government can requisition land and demolish houses according to law!
