Two, according to the "motor vehicle registration regulations" article eighteenth of the registered motor vehicle ownership transfer, the owner of the motor vehicle shall apply for transfer registration to the vehicle management office within thirty days from the date of delivery of the motor vehicle.

Before applying for transfer registration, the owner of a motor vehicle shall deal with the illegal acts of road traffic safety and traffic accidents involving the vehicle.

If the current motor vehicle owner lives in the jurisdiction of the vehicle management office, the vehicle management office shall, within one day from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the submitted documents and vouchers, recover the license plate and driving license, determine the new motor vehicle license plate number, endorse the transfer matters on the motor vehicle registration certificate, and reissue the license plate, driving license and inspection mark.

If the domicile of the motor vehicle owner is not within the jurisdiction of the vehicle management office, it shall be handled by the vehicle management office in accordance with the provisions of Article 13 of these Provisions.
