According to Article 23 of the Regulations on the Administration of Internet Service Sites, business units of Internet Service Sites shall check and register valid certificates such as ID cards of Internet consumers, and record relevant online information.

The registration contents and records shall be backed up and kept for not less than 60 days, and provided when the cultural administrative department and the public security organ inquire according to law. The registered contents and records backup shall not be modified or deleted within the retention period.

"Regulations on the Administration of Internet Service Sites" Article 32 If a business unit of an Internet service site violates the provisions of these regulations and commits any of the following acts, the administrative department for culture and the public security organ shall give it a warning according to their respective functions and powers and may impose a fine of 15000 yuan; If the circumstances are serious, it shall be ordered to suspend business for rectification until the "Network Culture Business License" is revoked by the cultural administrative department:

(a) the computer provided to the Internet consumer is not connected to the Internet through the local area network;

(2) Failing to establish an on-site inspection system, or failing to stop consumers from surfing the Internet illegally and reporting to the cultural administrative department and the public security organ;

(3) Failing to check and register the valid identity documents of online consumers or record the relevant information of the network according to the regulations;

(4) Failing to save the registered contents and records backup within the specified time, or modifying or deleting the registered contents and records backup within the storage period;

(5) Changing its name, domicile, legal representative or principal responsible person, registered capital, network address or terminating its business activities without going through relevant formalities or filing with the cultural administrative department or the public security organ.
