(9) The project development procedures documents must be complete, complete, authentic and valid, and the land use right certificate, construction land planning permit, construction project planning permit, and construction (construction) permit should be obtained , pay the land transfer fee and start construction as required, and the land use right shall not terminate earlier than the end of the loan period.
(10) The actual functions of the development project are consistent with the planned use, can effectively meet the needs of the local residential market, and have good market rental and sales prospects.
(11) The project budget and construction plan of the development project comply with national and local government regulations, and the total project budget investment can meet the need for additional budget due to inflation and unforeseen factors before the completion of the project.
(12) The self-owned funds of the development project should reach 35% of the total project budget investment, and must be invested in project construction before bank loans are in place.
2. Customers applying for land reserve loans must meet the following conditions:
(1) Have obtained the legal person qualification of an enterprise (institution), applied for a business license from the relevant department and completed the annual inspection procedures .
(2) The local government has established a land reserve management system, which can realize the monopoly and management of the primary land market through unified acquisition, unified expropriation and unified transactions. The local land acquisition, reserve, transfer, Market behavior in real estate appraisal and other industries is relatively standardized.
(3) The business activities such as land acquisition, reserve, and transfer are in compliance with national and local laws, regulations, and policies, and there are relatively complete work rules and financial management systems.

(5) The overall utilization plan and annual utilization plan of the land to be acquired, requisitioned and reserved for the loan application have been basically clear.

(7) The loan applied for must correspond to the specific land parcel. Land reserve loans should implement mortgage guarantees and other necessary guarantee methods.
