Article 1 In order to promote the healthy and orderly development of national student loans and help college students with financial difficulties to successfully complete their studies, these rules are formulated in accordance with the relevant provisions of the Notice of the Ministry of Finance, the Ministry of Education and the Banking Regulatory Commission of the People's Bank of China on Adjusting and Perfecting Relevant Policies and Measures for National Student Loans (Cai Jiao [2065 438+04] 180) and in combination with the actual situation of our school.

Article 2 The national student loan refers to the credit student loan that is approved by the State Council, does not need economic guarantee, and is subsidized by the government and handled by commercial banks. Its purpose is to help college students and graduate students with financial difficulties in colleges and universities pay tuition and accommodation fees during their stay at school, so that they can successfully complete their studies.

Article 3 The borrower in these Detailed Rules refers to the full-time college students in our school who apply for national student loans, and the loan issuing bank is Henan Branch of China Development Bank Corporation (hereinafter referred to as CDB Henan Branch).

Article 4 In order to ensure the smooth development of the national student loan, the school set up a national student loan leading group, with the leaders of relevant schools as the head and deputy head, and the relevant functional departments such as the Student Affairs Office, the Finance Office, the Propaganda Department, the Academic Affairs Office, the Youth League Committee and the heads of various colleges as members. The student affairs office and the finance office are responsible for the daily work of the national student loan in our school. Each college appoints a special person to be responsible for the national student loan work of the college.

Article 5 Under the leadership of the leading group of the national student loan, a school student financial assistance management center is established to be responsible for the organization and implementation of the national student loan in our school. The financial department is responsible for the implementation of office equipment and funds in accordance with the requirements of the Provincial Department of Education. The main responsibilities of the school student financial assistance management center include:

1. Organize and implement the requirements of higher authorities and schools to carry out national student loans;

2. Responsible for the daily business contact with Henan Student Financial Assistance Management Center (hereinafter referred to as "Provincial Financial Assistance Center") and CDB Henan Sub-center;

3. Be responsible for the internal audit, pre-loan investigation and post-loan management of national student loans within the scope authorized by CDB branch and provincial aid center;

4 to guide the national student loan working group of each college to carry out its work as required;

5 responsible for organizing the publicity and education of the national student loan policy.

Article 6 Each college shall set up a national student loan working group headed by the Party branch secretary of the college, and be responsible for the specific work of the national student loan of the college under the guidance of the school funding center. Its main responsibilities include:

1. Responsible for accepting students' loan applications, organizing to fill in and collect various forms and materials related to loan needs, registering online at the same time, reviewing the authenticity and compliance of all materials, and submitting them to the school student financial assistance management center for approval and filing as required;

2. Establish and improve the loan student management account as required, and timely grasp the basic situation of each loan student;

3. Urge the students whose loans are due to repay the principal and interest of the loans to the college in time, urge the students whose loans are not due to pay interest on an annual basis, and strengthen the integrity education for the borrowing students;

4. Earnestly do a good job in the prepayment and graduation confirmation of the fresh loan graduates in our college;

5. Complete other work arranged by the leading group of the school student loan and the school student financial assistance management center in time.

Article 7 The School Student Financial Assistance Management Center and the College National Student Loan Working Group organize publicity and education activities in a targeted and planned way every year, so that students with financial difficulties can timely and accurately understand the principles and policies of the national student loan and be familiar with the application, handling procedures and related requirements.

Article 8 The school vigorously carries out honesty education among all students, meticulously organizes the annual series of activities of "Honesty Campus Tour", and runs honesty education through the whole process of enrollment, freshman enrollment, daily ideological and political education, graduate employment education, student loan acceptance, etc., so as to enhance college students' honesty awareness and strive to create a good campus honesty atmosphere.

Ninth in the loan students to carry out publicity and education of financial common sense, such as default, overdue, credit.

Chapter IV Loan Objects and Conditions

Article 10 All full-time college students with financial difficulties in our school can apply for national student loans.

Eleventh students applying for loans should meet the following conditions:

1. Have People's Republic of China (PRC) nationality and hold People's Republic of China (PRC) identity card;

2. Have full capacity for civil conduct (/kloc-students under the age of 0/8 must obtain the written consent of the legal guardian);

3. Law-abiding, no violations of law and discipline;

4. Study hard, get good grades, be honest and trustworthy;

5. The family has financial difficulties and is unable to pay the tuition and accommodation fees needed to complete their studies;

6. No student loan was obtained in that year;

7. Meet other agreed conditions.

Twelfth school student financial assistance management center in September each year in a timely manner to arrange student loan applications. Each college shall, according to the requirements of the school, examine the qualifications of students applying for loans, determine the list of students to be loaned and the loan amount, and input the loan information of this college into the student loan system of the China Development Bank, which will be summarized by the school student financial assistance management center and submitted to the provincial financial assistance center.
