Some commercial banks, stock exchanges, futures exchanges, securities companies, futures brokerage companies, insurance companies or other financial institutions set up business outlets and branches without reporting to the competent authorities, or set up branches to engage in business activities without the approval of the competent authorities. These acts are illegal, but the act of setting up branches by commercial banks or other financial institutions without authorization is different in nature from the act of setting up commercial banks or other financial institutions without reporting to the competent authorities. Therefore, the establishment of branches of commercial banks, stock exchanges, futures exchanges, securities companies, futures brokerage companies, insurance companies or other financial institutions without approval cannot be treated as a crime.
