After the Spring Festival in 2003, the leaders of the college chose a site around Jinan, and visited Ganggou, Chua's and Dazheng successively, but they could not make it because of the lack of conditions. In late July, 2003, inspired by the investment policy of Zhangqiu Municipal People's Government, the college went to Zhangqiu University City Park to choose a site.
