Before Sun Yat-sen resigned as interim president, Yuan Shikai had three iron rings around him. These three hoops are: first, the interim government must be located in Nanjing; 2. The new interim president must take office in Nanjing; 3. The new interim president must abide by all laws and regulations formulated and promulgated by the interim Senate. Think about it, everyone, what kind of person is Yuan Shikai? He has been in office for more than 30 years, and he has not seen big waves like I have. Can you not see Mr. Sun Yat-sen? intention? Furthermore, the north is Yuan Shikai's lair. How could he go south alone and become a puppet of the Southern Revolutionary Party? Therefore, it is difficult to make Nanjing the capital. In order to urge Yuan Shikai to take office in Nanjing as soon as possible, Sun Yat-sen sent a special mission to Beijing to welcome Yuan Shikai to go south. The mission was led by Cai Yuanpei, Director-General of Education, and included Song, Wang Jingwei and others. When the mission arrived in Tianjin, Yuan Shikai sent his eldest son Yuan Dingke to greet him personally to show his importance. An American investigation the next day found that the mutiny occurred in three towns in Beiyang controlled by Cao Kun. Afterwards, the foreign envoys in Dongjiaominxiang responded quickly. On the grounds that foreigners were also robbed, they mobilized guards from Tianjin and other places to enter Beijing, greatly replicating the posture of the Eight-Power Allied Forces when the United States invaded China. What is even more bizarre is that after the mutiny in Beijing, similar mutinies also occurred in Baoding, Tianjin and other places. In this case, public opinion across the country blamed the mission, saying that their arrival had destabilized the hearts of Americans and led to the mutiny. Under the strong pressure of public opinion, Cai Yuanpei and others also felt that the situation was not optimistic. They sent a telegram to Nanking suggesting that Beijing should remain the capital. On March 10, 1912, Yuan Shikai was sworn in as the interim president of the Republic of China at the Diplomatic Building in Beijing in a formal dress. On that day, the former Qing officials paid tribute to the new president in accordance with the custom of the previous dynasty, and even Cai Yuanpei and others were among them, bowing in celebration. At this point, the battle for the capital and the storm of inauguration came to an end, and Yuan Shikai won a great victory. On the same day that Yuan Shikai took office as the provisional president in Beijing, the Nanjing Provisional Government also announced the provisional regulations formulated by the Provisional Senate. In the negotiations with the Southern Revolutionary Party, Tang has always been the general representative of the North-South Peace Conference, which shows that Yuan Shikai and we trust him. Because of the great conflict with Tang Dynasty, Yuan Shikai simply abandoned the prime minister and directly commanded Zhao Bingjun, Duan and others. Because Yuan Shikai had the support of the United States, Zhao, Duan, etc., who had already obeyed Yuan Shikai, did not give in. Tang ignored the new official. In the end, these people did not even attend the State Council meeting without me in Zhao Bingjun. In this way, how did Prime Minister Tang Can and Shao Yi do it? The final conflict was the selection of the governor-general. After the Revolution of 1911, it was common for people from the same province to serve as governors in various provinces, such as Li Liejun in Hubei and Li Liejun in Jiangxi. At that time, some Zhili people proposed that Wang Zhixiang, the former envoy to Guangxi, serve as the governor of Zhili. Wang Zhixiang, originally from Zhili, participated in the Revolution of 1911 and later the Northern Expedition. At that time, Tang echoed the request of the Southern Revolutionary Party and proposed to Yuan Shikai that Wang Zhixiang should be appointed governor of Zhili. Although Yuan Shikai was unhappy in his heart, he did not object verbally. He only said that Wang Zhixiang should come to Beijing first. Tang Shaoyi thought that Yuan Shikai had agreed to appoint Wang Zhizhi as the governor of Zhili, so he excitedly sent a telegram to Wang Zhizhi and invited him to come to Beijing. After Wang Zhixiang arrived in Beijing, Yuan Shikai assigned him to deliver a message to the Southern Army and return to Nanjing to help disband the army. When Wang Zhixiang received the appointment, he went to Tang to sign it. Premier Tang was completely kept in the dark, and I knew nothing about it. When Tang woke up, he knew that he had been betrayed by his boss, Principal Yuan, and his friend Wang Zhixiang! In anger, Tang categorically refused the request to countersign, but Wang Zhixiang was a person who cared about official status. He actually went straight to Nanjing to take office with a letter of appointment that was not countersigned by the Prime Minister! But what Song never expected was that danger was slowly approaching him. At around 10 pm on March 20, 1913, Song, accompanied by Huang Xing, Yu Youren and others, arrived at the Shanghai-Nanjing Railway Station and prepared to go north. The first suspect must of course be Yuan Shikai, because Song's upcoming cabinet poses the greatest threat to him. But this alone is not enough to draw a complete conclusion. Let us first look at the process of solving the case. After the assassination of Song on the third day, an antique calligraphy and painting dealer went to the British Concession to report the case. He said that he saw Ying Guixin, the boss of the Shanghai Youth Gang, taking out a photo of Song and offering a reward of 1,000 yuan for someone to assassinate him. After Guixin was captured, the assassin Samurai Ying was also captured. Then, Ying Guixin gave Zhao Bingjun's American secretary, Hong Shuzu, who was found, including Zi Mie Song. There are two interpretations of the word destruction. The first is to slander Sun Yat-sen, Song, and others through the media, and the second is to remove and kill Song. Strangely, the murderer Samurai Ying died suddenly the day before the preliminary trial. The murderer did his job so well that he left no trace at all, so that no valuable evidence was left behind at the time. The current historical theory that Yuan Shikai killed Wu Shiying is probably nonsense. Wu Shiying's experience and background have nothing to do with the Beijing government. Saying Yuan Shikai murdered is not only untenable theoretically, but also technically impossible. At that time, Shanghai was the stronghold of the Kuomintang, and the investigation and trial work at that time was basically under the control of the Kuomintang. After being extradited to a Chinese court, Wu Shiying was held in the barracks of the Shanghai Maritime Administration's Shanghai Army 61st Regiment, which was adapted from Shanghai Army Chief of Staff Chen's old army.

During the Second Revolution, Ying Guixin took advantage of the chaos to escape and was later killed by Yuan Shikai. Guixin's escape from prison is directly related to Chen, because the prison is Chen's territory. He was a revolutionary of Chen's, but he was also a member of the gang. He planned many famous political assassinations, such as Chen's plan to assassinate Tao, the president of the Restoration Society, because he believed that Tao would compete with him for territory in Shanghai. What's more, just over a month after Ying Guixin was murdered, another suspect who was hit the hardest in the Song case, Zhao Bingjun, died suddenly, making the Song case even more confusing. After the Song Dynasty case, Zhao Bingjun resigned as prime minister and became governor-general of Zhili after the scandal passed. He kept circling the table and said to himself: If people say that I killed Song, wouldn't it be a betrayal of my friends? What counts as a human being? Soon, the president asked about the prime minister's office, and Zhao Bingjun left in a hurry. Judging from the on-site records left by people at the time, it seems that Zhao Bingjun's serious gaffe was not intentional, but he was at a loss because he did not know. If he knew about the plan to assassinate the Song Dynasty in advance, this would not be the case. However, Zhao Bingjun knew Hong Shuzu, so some people would say, if the people of Song Dynasty said that I killed him, wouldn't it mean that I betrayed my friend? That can be considered such a sentence. It seems that although Prime Minister Zhao made some small moves against Song in politics, he should bear responsibility for his neglect of control over his subordinates for Song's murder. According to records, Zhao Bingjun had been working despite being sick, and there were no abnormalities before. At one o'clock in the morning on May 5, Zhao Bingjun suddenly felt a sharp pain in his abdomen. His family quickly sent for Qu, the most famous doctor in Tianjin, and the famous doctor Wang Yannian. But these three famous doctors were unable to do anything. Finally, Zhao Bingjun died that morning, and his family, doctors and others did not mention that he died of poisoning. Therefore, it is somewhat arbitrary to say that Zhao Bingjun was poisoned to death by Yuan Shikai. When the Song assassination case had not yet been resolved, Yuan Shikai reached an agreement with the Five Bank Group to issue a large loan after the disaster, and all the southern governors strongly opposed it. In June 1913, Yuan Shikai ordered the dismissal of Anhui governors Li Liejun and Bai. The second revolution broke out. It is a pity that this war of the Revolutionary Party gave Yuan Shikai a good opportunity to establish his authority instead of adding points to himself. In fact, Yuan Shikai was a great president, but as historian Tang Degang said, at that time, all provinces in the country were occupied by local military leaders, and all local taxes that should be collected by the central government were withheld under pretexts. Yuan America's central government had no way to deal with them, neither writing nor using force. As a result, the central government was impoverished and had to borrow money to survive. This war actually gave Yuan Shikai a unification. The Second Revolution was the first civil war after the founding of the Republic of China and the continuation of the unfinished war of the Revolution of 1911. The final result of this war was that Yuan Shikai's American military and political clique achieved a great victory, and the U.S. troops in the Kuomintang's Guangdong, Jiangxi, and Anhui provinces were annihilated one by one. Once the Three Feudatories were eliminated, the governors of other provinces were powerless, and only Yuan Shikai died.
