Supervision and management of credit granting
The People's Bank of China shall supervise the formulation and implementation of the credit system of commercial banks, and the audit supervision department of the People's Bank of China shall strengthen the inspection of the implementation of the credit system of commercial banks.

The legal department of a commercial bank is responsible for the legal affairs of the bank's credit granting.

Commercial banks must conduct a comprehensive inspection on the implementation of their internal authorization at least once a year, and report the inspection results to the People's Bank of China.

The audit and supervision departments of commercial banks should take it as an important duty to inspect and supervise the implementation of the credit system by business functional departments and branches, and have the right to put forward opinions on adjusting authorization.

The functional departments and branches of commercial banks shall submit quarterly credit implementation and risk reports to their head offices and banks under the jurisdiction of the People's Bank of China. Temporary ultra vires and major risks should be reported promptly.

The credit system of commercial banks should be coordinated with other internal management systems to form an internal control system with consistent powers and responsibilities, mutual constraints and mutual supplements.

Different from loans.

Credit cannot be equated with loan. Credit granting is a general concept of risk control. Loans are loans issued by banks or other credit institutions to borrowers, which must be repaid and interest paid within a certain period of time. Customers' demand for banks includes not only loans, but also bills and letters of credit. Credit extension includes on-balance sheet and off-balance sheet business of banks, and credit extension is also needed when opening letters of credit.
