Implementation Plan of Minimum Purchase Price for Mid-late Rice in 2009
Article 1 In order to conscientiously implement the policy of minimum purchase price of mid-late rice and effectively protect the interests of grain farmers, this plan is formulated according to the relevant spirit of Several Opinions of the Central Committee of the State Council on Promoting the Stable Development of Agriculture and Increasing Farmers' Income in 2009 (Zhong Fa [2009]1No.) and the Regulations on the Administration of Grain Circulation.
Article 2 The main producing areas of mid-late rice (including mid-late indica rice and japonica rice) to which this plan applies are Liaoning, Jilin, Heilongjiang, Jiangsu, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi, Sichuan, etc. 1 1 province (region).
Whether to implement the minimum purchase price policy in other middle and late rice producing areas is decided by the provincial people's government.
Article 3 The minimum purchase price of mid-late indica rice is 0.92 yuan per catty, and that of japonica rice is 0.95 yuan per catty. According to the national standard of third-class mid-late rice produced in 2009, the specific quality standard is implemented according to the new national standard of rice (GB 1350-2009), that is, the impurity of mid-late rice is within 1%, and the moisture 13.5. Impurity of polished rice is within 65438 0%, moisture is within 65438 04.5%, roughness is between 77% and 79% (including 77% but excluding 79%), and head rice rate is between 55% and 58% (including 55% and excluding 58%). The middle and late rice with the lowest purchase price is the first-class product produced in 2009. The grade difference between adjacent grades is 0.02 yuan per catty. The minimum purchase price refers to the purchase price of the storage point that bears the direct purchase of farmers.
The specific purchase price level of non-standard mid-late rice is determined by the entrusted purchasing enterprise according to the grade, moisture and impurities. 1. In accordance with the Notice of the State Planning Commission, the State Grain Bureau and the General Administration of Quality Supervision, Inspection and Quarantine (Guo [2006 5438+0] No.65 438+046). If the head milled rice rate can't meet the requirements of the lower limit of the corresponding quality grade standard, 0.75% will be deducted for every percentage lower than/kloc-0; If it is lower than 1 percentage point, no penalty will be deducted; There is no price increase above the standard upper limit. Mid-late indica rice with head rice rate below 38% and japonica rice with head rice rate below 49% are not included in the minimum purchase price range.
Article 4 The enterprises that implement the minimum purchase price in Liaoning, Jilin, Heilongjiang, Jiangsu, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi and Sichuan are: (1) China National Grain Storage Corporation and its related branches; (2) The above-mentioned local grain reserve management companies (or units) are located in 1 1 province (autonomous region); (3) Provincial-level local grain reserve management companies (or units) in seven main selling areas, including Beijing, Tianjin, Shanghai, Zhejiang, Fujian, Guangdong and Hainan.
Article 5 The relevant branches of China Grain Storage shall, in accordance with the principle of "being conducive to the protection of farmers' interests, the safe storage, supervision and sales of grain", reasonably determine the storage points (including the warehouses directly under China Grain Storage, the same below) for implementing the minimum purchase price of middle and late rice. The entrusted storage warehouse should have the loan qualification of Agricultural Development Bank, have a certain scale and storage capacity, and the warehouse conditions meet the requirements of the Technical Specification for Grain and Oil Storage, with high management level and good reputation. In order to make full use of the existing storage resources, the idle grain depots in the main producing areas of large central grain enterprises that meet the above conditions should be listed as entrusted warehouses. The entrusted storage warehouse can set up an extension purchase according to the need, and be responsible for the mid-late rice set purchased by the extension purchase point and stored in the entrusted storage warehouse or the designated warehouse without increasing the state subsidy.
The entrusted storage warehouse is proposed by the relevant branch of China Grain Storage Corporation. After formal consultation with the provincial administrative department of grain and the provincial branch of Agricultural Development Bank, it is reported to China Grain Storage Corporation for examination and determination, and reported to the relevant state departments and provincial people's governments for the record. For the entrusted storage points that have no direct storage of grain reserves and can't be stationed with resident supervisors, according to the requirements of the grain governor's responsibility system, the provincial grain administrative department is responsible for supervising the implementation of the national grain quality and price policy and the quantity, quality and capital safety of the purchased grain, and assumes the supervisory responsibility. At the same time, the provincial people's government shall organize and coordinate the relevant branches of China Grain Storage to sign a supervision agreement with the provincial grain administrative department to clarify the responsibilities.
Local grain reserve management companies (or units) should also set up a certain number of entrusted storage points according to actual needs, actively enter the market to purchase and enrich local reserves. The entrusted warehouse set up by the local grain reserve management company (or unit) shall be connected with the entrusted warehouse drawn up by China Grain Storage Branch.
After the entrusted storage warehouse is determined, China Grain Reserve Branch and local grain reserve management companies (or units) respectively sign an entrusted purchase contract with the entrusted storage warehouse, clarifying relevant policies and rights and obligations of both parties. The entrusted warehouse should be purchased in strict accordance with the relevant provisions of the state, and China National Grain Storage Corporation and related branches should strengthen supervision over the quality of purchased grain.
Article 6 The minimum purchase price stipulated in Article 3 shall be implemented in Jiangsu, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi, Sichuan, Liaoning, Jilin and Heilongjiang from September 6, 2009 to February 36, 2009. During this period, when the market price of mid-late rice is lower than the minimum purchase price, China Grain Storage Branch and local grain reserve management companies (or units) in relevant provinces will list and purchase the mid-late rice sold by farmers in the main middle-late rice producing areas according to the minimum purchase price stipulated in Article 3 of this plan. The specific operation time and implementation area shall be determined by China Grain Storage Branch in consultation with the provincial grain administrative department and the provincial branch of Agricultural Development Bank according to the market situation, and shall be reported to the State Grain Bureau by China Grain Storage Corporation for the record.
Article 7 After the mid-late rice is listed, local governments at all levels and grain administrative departments should guide and encourage all kinds of grain trading and processing enterprises to earnestly fulfill their purchasing obligations and actively enter the market to purchase new grain. State-owned and state-controlled grain enterprises should effectively play the role of the main channel in accordance with the relevant provisions of the Regulations on the Administration of Grain Circulation. Agricultural Development Bank should actively provide credit support for all kinds of purchasers to enter the market and ensure the capital supply of state-owned and state-controlled grain enterprises with loan conditions.
Eighth during the implementation of the plan, the central and local reserve rotation of middle and late rice should not be lower than the minimum purchase price level stipulated by the state. The local government in the main selling area should urge the local grain reserve management companies (or units) to actively purchase the middle and late rice in the main producing areas at a minimum purchase price not lower than that stipulated by the state.
Ninth during the implementation of this plan, the central and local grain storage enterprises should actively enter the market to buy new grain for rotation.
In order to mobilize the enthusiasm of enterprises to participate in the acquisition and management of mid-late rice, during the implementation of this plan, the centralized auction of mid-late rice in central and local reserve stocks will be stopped in principle. The central and local reserve medium and late rice with long-term supply contracts shall be reported to the National Development and Reform Commission, the Ministry of Finance and the State Grain Administration at the provincial level for the record and then sold to rice processing enterprises.
During the implementation of the plan, grain trading enterprises shall not intentionally sell at low prices and impact the market.
Article 10 China Grain Storage Company entrusts the storage warehouse to purchase the loans (including purchase fees) required for the middle and late rice at the lowest purchase price, and the enterprises directly under China Grain Storage Company uniformly undertake the loans to the Agricultural Development Bank, and prepay them to the entrusted storage warehouse in time according to the purchase situation of the middle and late rice to ensure the acquisition needs. For the city (prefecture) level administrative region where there is no enterprise directly under China Grain Storage, in order to ensure the acquisition needs, China Grain Storage Branch can temporarily designate a purchasing and storage enterprise with the loan qualification of Agricultural Development Bank and better qualification to undertake loans; After the completion of the acquisition and acceptance, the loan shall be fully transferred to the enterprises directly under the China Grain Storage Company for unified management. The Agricultural Development Bank shall, in accordance with the minimum purchase price and reasonable purchase cost stipulated by the state, supply the purchase funds in full and on time. The purchase fee of 2.5 cents per catty (including county levy fee) shall be used by China National Grain Storage Corporation in accordance with relevant state regulations.
Article 11 Mid-late rice purchased by local grain reserve management companies (or units) at the minimum purchase price is mainly used to enrich local reserves, and the required purchase loans are paid in full and on time by the Agricultural Development Bank at the minimum purchase price stipulated by the state. The storage expenses and interest shall be implemented in accordance with the relevant provisions on the management of local grain reserves.
Article 12 During the implementation of the plan, China National Grain Storage Corporation and the relevant provincial grain bureaus will report the varieties and quantities of mid-late rice purchased by China National Grain Storage Branch and local grain reserve management companies (or units) at the lowest purchase price to the State Grain Bureau every five days. The data collected by China Grain Storage Corporation shall be copied to China Agricultural Development Bank. The specific submission time is the fifth day of each month, noon on the second day after the tenth day/before KLOC-0/2.
The provincial agricultural development bank will send a copy of the payment of the minimum purchase price last month to the local China Grain Storage Branch within the first five working days of each month. At the same time, the relevant branches of China Grain Reserve will copy the monthly purchase progress of the middle and late rice with the minimum purchase price to the local agricultural development bank branch and the provincial grain administrative department. The purchasing and storage warehouse will send a copy of the acquisition progress to the local county-level grain administrative department every 5 days.
Thirteenth the implementation of the minimum purchase price of mid-late rice should be reported to the National Development and Reform Commission, the Ministry of Finance, the Ministry of Agriculture, the State Grain Bureau and the Agricultural Development Bank of China within one month after the implementation of this plan.
Article 14 The mid-late rice purchased by China National Grain Storage Corporation and its related branches according to the minimum purchase price policy shall be owned by the State Council, and shall not be used without the approval of the state. After the implementation of this plan, China National Grain Storage Corporation and its related branches shall, in accordance with the relevant provisions, timely review and accept the varieties, quantities and grades of mid-late rice purchased by the entrusted storage warehouse. For the mid-late rice that has passed the acceptance, China National Grain Storage Corporation and its related branches are responsible for temporary storage on the spot, and sign a storage contract with the entrusted storage point to clarify the variety, quantity, grade, price and storage responsibility. The middle and late rice that fails to pass the acceptance inspection shall be studied and dealt with in time by the local China Grain Storage Branch, branches of the Agricultural Development Bank, loan-bearing enterprises and entrusted warehouses. The State Grain Bureau will conduct spot checks on the entrusted storage points in combination with the annual clearance inspection, and severely deal with the acts of inconsistent quality and price, inconsistent accounts and failure to leave the warehouse in time according to the provisions, with reference to the relevant provisions of the Regulations on the Administration of Grain Circulation and the Regulations on the Administration of Central Grain Reserves.
Article 15 The minimum purchase price, storage fee subsidies and loan interest subsidies for temporary storage of mid-late rice managed by China National Grain Storage Corporation shall be borne by the central finance, and shall be allocated first and then liquidated. The storage fee subsidy standard for entrusted warehouse is 3.5 points per catty/year; The loan interest is calculated according to the warehousing settlement price and the bank loan interest rate in the same period; China National Grain Storage Corporation implements the daily expense standards such as quality inspection and supervision of the minimum purchase price policy for mid-late rice, in accordance with the Notice of the Ministry of Finance on Adjusting and Perfecting the Quality Inspection and Supervision of the Minimum Purchase Price Grain, Cross-county Consolidation in the Province and Inter-provincial Allocation Contract Policy (Cai Jian [2007] No.405). According to the application report of the minimum purchase price interest expense subsidy submitted by China National Grain Storage Corporation, the central government will allocate daily expenses such as storage expenses, loan interest and quality inspection supervision to China National Grain Storage Corporation on a quarterly basis. China National Grain Storage Corporation shall timely and fully allocate the storage fee to the storage point. After that, the central finance will liquidate China National Grain Storage Corporation according to the actual warehousing quantity and the approved inventory cost.
Article 16 The mid-late rice managed by China National Grain Storage Corporation shall be sold by public bidding in the grain wholesale market or online according to the principle of appropriate price sales, and the sales profits shall be turned over to the central finance, and the losses shall be borne by the central finance. China National Grain Storage Corporation conducts separate accounting for sales profits and losses, and the central government handles the final accounts of profits and losses for China National Grain Storage Corporation in a timely manner.
Article 17. The entrusted purchasing warehouse with the lowest purchase price shall be settled on time, and the price of mid-late rice sold by farmers shall not be IOUs to farmers, and the prices shall not be kept down and various fees shall not be withheld, and the loans of the Agricultural Development Bank shall not be used for other purposes. Mid-late rice purchased at the lowest purchase price will be returned to the Agricultural Development Bank in time after being sold. In violation of the provisions, the local grain, price, industry and commerce, agricultural development bank and other departments shall investigate and deal with them in accordance with the relevant provisions of the Price Law and the Regulations on the Administration of Grain Circulation.
Article 18 The National Development and Reform Commission is responsible for coordinating the implementation of the minimum purchase price policy for mid-late rice, monitoring the changes in the purchase price of mid-late rice, and solving the contradictions and problems in the implementation of the minimum purchase price policy in conjunction with relevant departments. The Ministry of Finance is responsible for timely disbursement of the expenses and interest subsidies required by China National Grain Storage Corporation to purchase mid-late rice at the lowest purchase price. The Ministry of Agriculture is responsible for understanding the implementation of the local minimum purchase price policy, monitoring the market price of mid-late rice, and reflecting farmers' opinions and demands. The State Grain Bureau is responsible for supervising China National Grain Storage Corporation and local grain reserve management companies (or units) to implement the minimum purchase price policy of entrusted purchasing and storage, and urging state-owned and state-owned enterprises.
Holding grain enterprises actively enter the market to buy and play the role of the main channel. China Agricultural Development Bank is responsible for providing timely acquisition funds and handling fee loans to loan enterprises that perform the task of minimum purchase price. As the main body entrusted by the state to implement the minimum purchase price policy, China National Grain Storage Corporation and its related branches are fully responsible for the quantity, quality and inventory management of mid-late rice purchased according to the minimum purchase price policy. The provincial people's government is responsible for the supervision and inspection of the implementation of the minimum purchase price policy, earnestly implement the warehouse maintenance work, ensure that it is put into use before the purchase of new grain, supervise and coordinate local departments, support and cooperate with the work of China National Grain Storage Corporation, and * * * complete the task of market purchase.
Article 19 The National Development and Reform Commission, the Ministry of Finance and the State Grain Administration shall be responsible for the interpretation of this plan.
