Article 4
House registration shall be handled by the house registration agency where the house is located.
Article 13

if * * * has the registration of house ownership change, it can be applied by the relevant * * *. However, if * * * has the nature or the share of * * * has changed, it should be applied by * * * *.
Article 32
Under any of the following circumstances, the parties concerned shall apply for the registration of the transfer of ownership of the house after the relevant legal documents come into effect or the facts occur:
(1) buying and selling;
(2) exchange;
(3) gift;
(4) inheritance and bequest;
(5) the division or merger of houses leads to the transfer of ownership;
(6) Share-holding with house investment;
(7) the separation or merger of legal persons or other organizations leads to the transfer of house ownership;
(8) other circumstances stipulated by laws and regulations.
Article 33
To apply for registration of house ownership transfer, the following materials shall be submitted:
(1) an application for registration;
(2) the identity certificate of the applicant;
(3) house ownership certificate or real estate title certificate;
(4) materials that prove the transfer of house ownership;
(5) other necessary materials.
the materials mentioned in item (4) of the preceding paragraph may be sales contracts, exchange contracts, gift contracts, bequests, inheritance certificates, division agreements, merger agreements, legal documents that come into effect by the people's courts or arbitration committees, or other materials that prove the transfer of house ownership.
II. According to Article 7 of the Regulations on the Administration of Urban Real Estate Transfer
The transfer of real estate shall be handled according to the following procedures:
(1) The parties to the transfer of real estate shall sign a written transfer contract;
(2) The parties to the real estate transfer shall, within 9 days after the signing of the real estate transfer contract, submit an application to the real estate management department where the real estate is located with the real estate ownership certificate, the legal certificate of the parties, the transfer contract and other relevant documents, and declare the transaction price;
(3) The real estate management department shall review the relevant documents provided, and make a written reply on whether to accept the application within 7 days. If no written reply is made within 7 days, it shall be deemed as acceptance;
(4) The real estate management department verifies the declared transaction price, and conducts on-site survey and evaluation of the transferred real estate as required;
(5) the parties involved in the transfer of real estate shall pay the relevant taxes and fees according to the regulations;
(6) The real estate management department shall go through the registration formalities of house ownership and issue the certificate of real estate ownership.
