Some policy measures
In order to conscientiously implement the spirit of the Seventh Plenary Session of the First Session of the Municipal Party Committee, stabilize and stimulate housing consumption, and support the accelerated development of the real estate industry, combined with the actual situation of our city, we hereby put forward the following policy measures.
First, effectively increase support for housing consumption.
(a) the implementation of housing consumption subsidies and tax incentives.
1. The first-time home purchase reward will be implemented. Individuals who purchase the first set of ordinary commodity housing will be given a one-time reward by the county government where the house is purchased 1 000 yuan.
2. Implement deed tax financial subsidies. Individuals who purchase ordinary commercial housing will be given a one-time subsidy of 30% of the deed tax paid by the county government where the house is purchased.
3. The first-time house purchase incentive and deed tax financial subsidy shall be settled from the real estate tax revenue by the county (district) Finance Bureau according to the incentive subsidy certificate issued by the housing construction (real estate) department, and shall be implemented from September 10 for a tentative period of two years.
4. Implement preferential tax policies for second-hand housing transactions. Individuals who sell ordinary houses that have been purchased for more than 2 years (including 2 years, subject to the filing time of commercial housing sales contracts) are exempt from business tax. Personal transfer or purchase of housing is temporarily exempt from stamp duty and land value-added tax.
(2) Relax the restrictions on provident fund loans.
5 employees who have paid the housing provident fund in full for more than 6 months (including 6 months) can apply for housing provident fund loans; Employees who have paid housing provident fund in different places and have been paid in our city for less than 6 months continuously can be calculated according to the payment certificate issued by the housing provident fund management center of the original deposit place.
6. If the paid employee family purchases the first set of self-occupied housing by using the housing provident fund personal housing loan, the minimum down payment ratio is 20%. For households with 1 house that have settled the corresponding housing loan, if they apply for housing provident fund entrusted loans to buy houses again to improve their living conditions, the minimum down payment ratio will be reduced from 30% to 20%.
7. The housing provident fund management center may entrust a commercial bank to issue individual housing loans to employees who meet the housing provident fund loan conditions, and the housing provident fund management center will give interest spread subsidies, and interest compensation funds will be included in the housing provident fund business expenses.
8. The provident fund management center and the commercial bank shall specify their respective responsibilities in the entrustment agreement, improve the efficiency of loan examination and approval and the speed of lending, and ensure that all loans should be repaid.
9. The banking supervision department should include the loan families whose down payment ratio reaches 20% and meet the conditions of housing provident fund loans into the scope of subsidized housing provident fund loans of entrusted banks, so that more employees can enjoy preferential housing provident fund loans.
(C) increase financial support for housing consumption
10. For families who own/kloc-0 apartments and have settled the corresponding housing loans, if they apply for loans to buy ordinary commercial housing again to improve their living conditions, banking financial institutions will implement the first home loan policy.

For families who own 1 apartment and the corresponding housing loans are not settled, if they apply for commercial personal housing loans to buy ordinary self-occupied housing again to improve their living conditions, the minimum down payment ratio is 40%. Banking financial institutions should reasonably determine the interest rate level of commercial personal housing loans on the basis of the unified national credit policy, so as to reduce the interest burden of buyers.
(4) relax the policy of buying houses and enrolling their children.
12. For residents who are not registered in this Municipality and purchase newly-built commercial housing and second-hand housing within the administrative area of this Municipality, they can go through the household registration formalities of the purchaser, spouse and minor children at the place where the house is located with the commercial housing sales record contract or house ownership certificate. According to my wishes, anyone who buys a house and settles down can apply for a city account.
13. Children can go through the admission procedures in the corresponding school district according to the location of the house on the commercial housing sales record contract or the house ownership certificate.
Second, strive to create a good environment for real estate development.
(A) to strengthen the comprehensive coordination role of the government
14. Establish a joint meeting system for real estate development. Regular joint meetings of development and reform, finance, land, planning, construction (real estate), finance, taxation, statistics, fire protection, meteorology, environmental protection, water supply, power supply and other departments will be held to coordinate and solve the difficulties and problems existing in the real estate development process in a timely manner.
(two) standardize the administrative examination and approval and fees.
15. Comprehensively clean up all kinds of administrative examination and approval items related to the real estate market, formulate winning numbers for administrative examination and approval items, and completely cancel the restrictive examination and approval without approval basis.
16. Relevant departments shall strictly implement the relevant requirements in the Measures for the Administration of Commercial Housing Pre-sale, the Measures for Housing Registration and the Technical Regulations for Housing Registration when handling the pre-sale permit and housing registration business, and shall not arbitrarily increase the threshold, requirements or extend the processing time.
17. If an enterprise applies for the use of supervision funds for the pre-sale of commercial housing, the supervision department for the pre-sale funds shall conduct an audit within 3 days after the enterprise applies. For key real estate projects identified by counties (districts), housing development projects listed in the list of urban complexes in Guizhou Province 100, and honest enterprises with follow-up projects, the supervision ratio of pre-sale funds for commercial housing shall be appropriately reduced.
18. Effectively implement the policy of clearing fees of the state and Guizhou Province, cancel unreasonable fees in housing construction and consumption, strictly implement the charging system and standards promulgated by the state and the province, and effectively reduce the burden on real estate enterprises.
19. Real estate development projects that meet the conditions for reducing or exempting supporting fees for urban infrastructure will be reduced or exempted. Strengthen the whole process tracking service for new projects, simplify working procedures, shorten working hours and return all kinds of funds and deposits in time according to regulations.
(C) building a green channel for financial support for real estate development
20. Under the premise of ensuring the safety of funds, the financial sector is encouraged to further increase the effective delivery of real estate credit, provide commercial loans for operating houses that meet the pre-sale conditions, and actively develop and broaden the mortgage loan business of projects under construction.
2 1. Improve loan efficiency and approval speed. We will conscientiously implement the preferential policies of the People's Bank of China, the Ministry of Housing and Urban-Rural Development and the China Banking Regulatory Commission on supporting reasonable housing loans, ensure the amount of housing loans, shorten the cycle of mortgage approval, give priority to meeting the credit needs of households for the first home and improved ordinary self-occupied housing, and increase credit support for non-local residents who meet the policy conditions.
22. A banking financial institution shall, when signing a loan contract, promise the date of lending and lend money within the agreed time limit.
Third, vigorously promote the transformation of shanty towns.
23. Actively strive for the state's support for the transformation of shanty towns, give priority to the transformation of shanty towns with difficult housing conditions, serious security risks and urgent needs of the masses, and focus on the transformation of contiguous shanty towns with large scale and important location, which have a significant impact on optimizing urban layout and promoting real estate development.
24. In the process of urban housing expropriation and compensation, it is strictly forbidden to resettle land, fully implement monetary resettlement, and encourage counties (districts) with more commercial housing stocks to purchase eligible commercial housing as resettlement houses for shantytown renovation, public rental housing and resettlement houses for immigrants. The standard of purchased commercial housing units can be appropriately relaxed. As a resettlement house in shanty towns, the area of a single set can be appropriately relaxed to 144 square meters; As a public rental house, the area of a single set can be relaxed to 90 square meters.
Fourth, comprehensively strengthen market guidance.
25. Actively formulate and implement industrial support policies, vigorously develop the tertiary industry in cities, vigorously promote the development of emerging industries such as health care, cultural tourism, modern trade and logistics, effectively increase urban jobs, strive to increase the income of urban and rural residents, encourage and guide rural residents to buy houses in cities, and expand the rigid demand for housing consumption.
26. Guide and encourage developers to develop commercial housing with different grades and prices according to the market demand and the consumption characteristics and purchasing power of different consumer groups to meet different levels of consumer demand and fully mobilize consumption potential.
27. Standardize and improve the real estate information disclosure system, proactively and timely release information such as commercial housing construction, transactions and prices, stabilize market expectations, and form a public opinion atmosphere conducive to the stable and healthy development of the real estate market. Guide the media to report the real estate market comprehensively, objectively and fairly, and guide the masses to establish a correct view of housing consumption. News media should increase positive publicity, deeply interpret relevant policies and measures, stimulate reasonable purchase and consumption, and boost consumers' confidence in buying.
28. Encourage the integration of local housing enterprises, enhance the overall strength and risk resistance, and promote the transformation and upgrading of the real estate industry in our city from small to large, from decentralized to centralized, from disorderly development and poor product quality to reasonable product design, complete functions, reliable quality, complete supporting facilities and beautiful environment.
29. Strengthen the inspection of large-scale real estate development projects, improve the market behavior supervision and inspection system of real estate development enterprises and the project manual verification system, and establish and improve the project capital system and the credit file management system of real estate development enterprises.
30. Strengthen market monitoring and analysis and implement dynamic control. Establish a risk early warning mechanism, formulate a risk prevention plan, monitor the business activities of real estate enterprises in real time, effectively resolve market risks and ensure the stable and healthy development of the real estate market.
3 1. Strengthen the management of pre-sale funds for commercial housing, establish standardized, safe, fast and convenient methods for the use of housing maintenance funds, and publish the use information in a timely manner.
Five, do a good job in land management
32. Take measures such as charging idle land fees, developing within a time limit, adjusting the use and recovering according to law to revitalize the stock and idle land; Vigorously improve the balance index of cultivated land occupation and compensation; Increase the intensity of land transfer and strive to raise funds for urban construction; Increase the intensity of land purchasing and storage to ensure the demand for various types of land in cities and towns; Strict construction land standards, strengthen the control of investment intensity, floor area ratio, building density, green space rate and other indicators to achieve intensive land use.
VI. Scientific Planning and Guidance
33. Highlight the concept of landscape garden construction, reflect the urban architectural style with obvious mountains and dew, patchwork and distinct levels, scientifically improve and revise the planning, and rationally arrange infrastructure such as water supply, gas supply, heating, power supply, communication, transportation and parking, and public service facilities such as education, medical care and culture. Coordinate the construction of above-ground and underground pipe network, promote it in a three-dimensional way, and prevent low-level repeated construction.
34. Adhere to the planning publicity system, accept the supervision of the masses, improve the awareness rate of the masses, strengthen the seriousness of planning, develop real estate in strict accordance with the requirements of the overall urban planning, track and supervise the implementation of planning, inspect law enforcement, and investigate responsibility.
35. Strengthen the planning and functional design of real estate projects, focus on improving the overall quality of residential quarters, the living environment of urban housing and the image of the city, and comprehensively build houses of different types and prices to meet the housing needs of residents.
36. Strengthen urban greening to ensure that the per capita green area reaches 14 square meters or more. In a planned and step-by-step manner, the old buildings and temporary facilities that affect the urban function and landscape will be transformed and demolished, and the greening construction and transformation of main roads, main entrances and exits, suburban junctions and small streets and lanes will be coordinated to create a node landscape.
Seven, strictly strengthen environmental management.
37. Intensify efforts to "clean up the mess" and strengthen city management. Take all kinds of creation activities as the carrier, establish a long-term mechanism, and increase the comprehensive improvement of urban environment and comprehensive law enforcement in cities; Establish and improve the professional team of "demolition", establish the daily inspection mechanism of demolition, strengthen publicity and education, and increase the investigation and punishment of illegal construction behavior; Conscientiously implement the responsibility system related to the special action of "cleaning up the mess", and strictly investigate the responsibility of those responsible for the ineffective work of "cleaning up the mess".
38. Strengthen urban environmental sanitation management and carry out in-depth environmental sanitation rectification activities focusing on courtyards, residential quarters, urban-rural fringe areas and construction sites. Straighten out the public transport management system and expand the coverage of public transport. Strengthen traffic law enforcement in urban areas, and rectify illegal driving and disorderly parking.
39. Strengthen property management, promote the transformation from traditional residential management to modern property management, and constantly optimize the living environment.
Eight, strengthen organizational leadership.
40. Establish a leading group to promote urban construction, and effectively strengthen the coordination, dispatch, supervision and guidance of urbanization in the city in accordance with the requirements of "highly centralized, highly responsible and efficient operation".
