Now, on behalf of the Municipal People's Government, I will make a work report to the conference. Please review it and invite members of the CPPCC and comrades attending the meeting to put forward their opinions.

1. Review of work in 2009

2009 was the most difficult year for our city’s economic development since the new century. Over the past year, under the strong leadership of the Municipal Party Committee and with the supervision and support of the Municipal People's Congress and the Municipal People's Political Consultative Conference, the municipal government has united and led the people of the city to actively focus on the main line of "maintaining growth, protecting people's livelihood, maintaining stability, and promoting scientific development". Respond to the severe challenges of the international financial crisis, enhance the sense of urgency to turn crises into opportunities, strengthen the confidence and determination to overcome corners, establish the service concept of building an entrepreneurial society, effectively promote various tasks, and better complete the annual goals and tasks. Solid steps have been taken in the process of catch-up and leap-forward development.

Preliminary estimates are that the GDP for the whole year will be 11.5 billion yuan, an increase of 18%. Completed fiscal revenue of 1.52 billion yuan, an increase of 21.4%. Completed social fixed asset investment of 15 billion yuan, an increase of 48.3%. The total retail sales of consumer goods was 3.2 billion yuan, an increase of 23.5%. The total import and export volume is US$120 million, of which exports are US$96 million. The average salary of on-the-job workers is 37,000 yuan, and the per capita net income of farmers is 7,700 yuan, an increase of 20% and 15% respectively. Energy consumption per unit of GDP dropped by 4.5%, and emissions of major pollutants dropped by more than 4%. Over the past year, we have mainly focused on the following five aspects of work:

First, we have done everything possible to maintain growth and achieve stable and rapid economic development.

At the beginning of the year, we closely combined with reality, promptly and decisively introduced a package of policies and measures to maintain growth, and tried every means to raise more than 100 million yuan to tide over the difficulties with enterprises. We will solidly carry out the "Enter Enterprises and Solve Problems" activities, select 53 key projects and 100 enterprises in difficulty, and implement assistance measures one by one, household by household. Three government-bank-enterprise matching meetings were held, and a total of 1.71 billion yuan of loan funds were provided to 330 small and medium-sized enterprises, striving to solve the financing problems of small and medium-sized enterprises. Conscientiously implement the single-month review and bi-monthly dispatching system for economic work, insist on going out to promote investment and hold centralized project opening ceremonies every month. Entering the second half of the year, in response to the difficulties encountered in the development of some industries and enterprises, the municipal government acted quickly to formulate specific measures and implement classified guidance in encouraging enterprises to go public, accelerating the development of the service industry, and standardizing and improving the development of the wear-resistant casting industry. The “Double Hundred Campaign” for development zone construction and investment promotion was organized and implemented and achieved remarkable results. Overall, we assessed the situation, took proactive measures, withstood multiple tests, and maintained a good momentum of stable and rapid economic development. In terms of industry, there were a net increase of 22 large-scale enterprises and 4 billion-yuan enterprises throughout the year, bringing the total number of large-scale enterprises to 254 and 30 billion-yuan enterprises. The completed scale industrial added value was 5.08 billion yuan, an increase of 33.3%. 21 technological transformation projects and 18 key industrial projects were completed and put into operation. Two new provincial-level enterprise technology centers and three provincial-level engineering technology centers were added. There are 4 new high-tech enterprises, 8 provincial-level private technology enterprises, and 26 high-tech products. The total number of high-tech enterprises reached 29, with a total output value of 7.5 billion yuan, accounting for 39% of the total scale industry. Throughout the year, 450 patents of various types were applied for, an increase of 2.8 times; 160 patents were authorized, an increase of 2 times. The "Dinghu" trademark was recognized as a well-known trademark in China, with 4 new provincial-level famous brand products and 7 famous trademarks added. It successfully passed the re-evaluation and acceptance of China's wear-resistant casting capital, and the provincial wear-resistant materials quality supervision and inspection center officially approved the construction. In terms of agriculture, we further promoted the "583" improvement action of agricultural industrialization and achieved an agricultural added value of 1.3 billion yuan, an increase of 6%. Five new provincial-level farmers' professional cooperatives were added. 15 new standardized breeding communities have been built, with the poultry hatching and raising capacity reaching 120 million birds. 450 hectares of new economic forests were added, and 10 provincial-level leading forestry enterprises were established. The service industry is developing well, with the added value of the tertiary industry reaching 3.8 billion yuan, an increase of 11%. The number of tourists received throughout the year reached 2.01 million, an increase of 25%, and the total tourism revenue was 950 million yuan, an increase of 47%. Ningguo International Hotel was rated as a four-star tourist hotel. The real estate market has rebounded healthily, and modern service industries such as finance and logistics have accelerated their development.

Second, we must do our best to protect people’s livelihood and promote comprehensive progress in various undertakings.

42 livelihood projects have been carefully organized and implemented, with a total investment of 280 million yuan.

The social security system was further improved, the new rural cooperative medical system and urban residents' medical insurance were integrated into the operation, and 7.32 million yuan of pension insurance was paid to farmers whose land was expropriated. 7,865 new urban jobs were created. We completed skills training for 3,920 migrant workers, 3,907 new farmers, and transferred more than 7,390 rural laborers. 12,000 square meters of new low-rent housing was built, and a low-rent housing subsidy of 2 million yuan was issued, solving the housing security problem of 1,366 needy families. The urban and rural subsistence allowance standards have been improved, 6 rural nursing homes have been renovated and expanded, and various forms of social assistance systems including subsistence allowances, five guarantees, disabled people, poor students, and major diseases have been initially established. Cashed in late-stage immigration support funds of 11.69 million yuan. A total of 41,500 square meters of school space were built, renovated and expanded, and Ningyang School was put into use as scheduled. A performance-based salary system for teachers in compulsory education has been implemented, and the salaries of primary and secondary school teachers have been further improved. 3.78 million yuan of various family planning incentive funds were cashed in, and the natural population growth rate was controlled at 2.2‰. The construction of the public health system was strengthened and 2 township health centers and 3 village clinics were renovated. The construction of cable TV networks in Nanshan Park and the urban-suburban fringe area was completed, and the radio and television "every village access" project in 110 natural villages was implemented. Six township comprehensive cultural stations and 19 farmhouses have been built. It successfully passed the re-evaluation and acceptance of the National Advanced Cultural City. Efforts were made to improve the level of urban construction and management. Construction projects related to people's livelihood, such as sewage treatment plants and garbage disposal sites, were put into trial operation. Ci'an Road and Wufang Road were basically completed, 12 back streets and alleys were renovated, and Laohushan Forest Park was completed. Phase I greening project. The third round of urban sanitation system reform was implemented, and environmental sanitation improvements along provincial highways were paid close attention to. More than 30,000 square meters of urban demolition was completed, and more than 4,000 square meters were demolished illegally. One new provincial-level new rural construction demonstration town and 10 demonstration villages were added. 75 kilometers of village cement roads have been built, and Qiaomei Road, Zhuangfeng Road, and Huiyang Road have been completed and opened to traffic. The policy-based agricultural insurance amounted to RMB 2.87 million. 56 rural household biogas service outlets have been built. Completed renovation of 3,018 rural toilets. Implemented risk relief and reinforcement projects for 7 small reservoirs. The problem of safe drinking water for 23,000 people has been solved. The "New Network" project was implemented. The tasks of grain clearance and warehouse inspection and local grain reserve rotation were completed, and the bad debts of the grain system were digested. The "Master Plan for Land Use" was revised and the second land survey and special action to investigate and deal with illegal land use were launched.

Third, go all out to ensure stability and maintain social harmony and tranquility.

We carried out in-depth activities such as opening doors for leading cadres to receive visits and bringing cases to visit, intensified efforts to resolve the backlog of petitions, and solved hot and difficult issues reported by a number of people. We have conscientiously implemented various measures for the "Year of Safety Production" and deepened special management of high-risk industries such as coal mines and fireworks and firecrackers. The safety production situation is generally stable. Paying close attention to road traffic safety work, it was named "Safe and Smooth City" by the Ministry of Public Security. We conscientiously implemented the "Food Safety Law", launched special rectification of the soy products industry, and vigorously rectified and standardized the food and drug market. Efforts were made to improve the level of emergency management and scientific deployment of prevention and control work such as influenza A (H1N1) and hand, foot and mouth disease, and no major epidemics occurred. 901 geological disaster points were investigated, and 16 key geological disasters including Xiaxi were rectified. Effectively responded to the "8.10" Typhoon Morakot attack and achieved a comprehensive victory in flood fighting and disaster relief work. The people's armed forces, national defense mobilization, "double support", preferential treatment and resettlement, and civil air defense construction work were carried out in a solid manner, and the winter recruitment task was successfully completed. Carry out in-depth activities for national unity and progress. Vigorously promote the construction of a peaceful country, effectively implement the comprehensive management of social security, severely crack down on various criminal activities, effectively maintain social stability during major events such as the 60th anniversary of the National Day, and was rated as an advanced city in the country for comprehensive management of social security.

Fourth, plan far and near to lay a solid foundation and enhance new impetus for scientific development.

The seventh plenary session of the 12th Municipal Party Committee made the "Decision on Striving to Be the Pioneer in Scientific Development of the Province" and planned a grand blueprint for Ningguo's future development. In advancing various tasks, the municipal government follows the overall requirements of the "three-step", focusing on the long-term while also basing itself on the present, conscientiously implementing the three-year action plan, and leading scientific development to a higher level. Focusing on enhancing development carrying capacity, we actively raised 570 million yuan in funds to promote the construction of supporting facilities in Nanshan Park and Helixi Park. A number of road projects such as Bali Road and Binkou Road were implemented to further expand the framework of the park. The development zone has been rated as a provincial-level electronic information industry professional park. Start the construction of a medical device industrial park and actively explore a new development model of "enclave economy".

The high starting point and high standard planning of the port eco-industrial park expands space for future development. Throughout the year, 56 new enterprises were started in provincial development zones and 45 were put into production. Focus on enhancing development vitality and vigorously promote the construction of financing platforms. A finance and listing work office was established, Zhongding Co., Ltd. successfully issued a private placement, Jiangnan Chemical achieved restructuring and share expansion, Sun Poultry Industry accelerated the pace of overseas listing, and focused on cultivating 10 reserve companies for listing. The Ningguo City branch of Huishang Bank is being established, and the rural cooperative bank transformed from a credit union has been approved for establishment. Three small loan companies were established. New loans of 1.3 billion yuan were added throughout the year. Vigorously promote the "secondary entrepreneurship" of enterprises and entrepreneurship for all, Fengxing Group and Anhui Ruitai Company have joined forces, Xinma Wear-resistant and Hefei Cement Research Institute have successfully married, and Huapu Building Materials and China National Building Materials Group have accelerated their cooperation. There were 418 new private enterprises and 2,804 individual industrial and commercial households. Focusing on enhancing development potential, we have made every effort to plan and promote the construction of a number of major projects. The Ningxuanhang Expressway section from Xuancheng to Ningguo and the Yangji Expressway section from Ningguo to Jixi have started construction. The Ningxuanhang Expressway section from Ningguo to Qianqiuguan is currently under construction. Work was further accelerated. The Qianqiuguan Tunnel was completed and opened to traffic. The preliminary work of projects such as the Anhui-Jiangxi Railway Passenger Dedicated Line, the electrification transformation of existing lines, and pipeline natural gas has been effectively advanced. 12 new "861" projects were added, bringing the total to 42. Strive for new central investment of 73.4 million yuan and drive social investment of 390 million yuan. The domestic investment introduced throughout the year was 9.28 billion yuan, an increase of 77.4%, and the actual utilization of foreign investment was US$50.57 million, an increase of 26%. Focus on establishing a new mechanism for scientific development, highlight planning first, and steadily promote the construction of the "five districts". We have carried out the preparation of the conceptual master plan for the main urban area, started the revision of the tourism development master plan and the preparation of the detailed control plan for the Qinglong Bay original ecological tourist resort. The pilot zone construction plan for the industrial transfer demonstration zone in the Wanjiang urban belt passed expert review. It has been identified as a provincial-level informatization and industrialization integration pilot zone and an independent innovation comprehensive pilot zone. It successfully passed the inspection and acceptance of "National Ecological Demonstration Zone" and "China's Excellent Tourism City". The construction of the “Ning Jijing ‘Green Triangle’ Economic Cooperation Zone” was launched. It was rated as one of the "Top 100 Small and Medium-sized Cities in China for Scientific Development" and "The Top 100 Small and Medium-sized Cities in China with the Most Regional Power" in 2009.

Fifth, improve efficiency and improve the environment, and continuously strengthen the government’s own construction.

We have carried out solid activities to learn and practice the scientific outlook on development, pay close attention to the rectification of outstanding problems, and strive to promote scientific development with innovative ideas, efficient work, pragmatic style, and an honest image. Carry out in-depth activities to create "Law-based Ningguo". We consciously accepted the legal supervision, work supervision of the National People's Congress and the democratic supervision of the CPPCC, and completed 202 proposals and proposals from the National People's Congress deputies and 114 proposals from the CPPCC members as scheduled. We have strengthened ties with democratic parties and federations of industry and commerce, and supported people’s organizations such as trade unions, women’s federations, and the Communist Youth League in their work. A new round of government institutional reform was launched. The first community re-election work was successfully completed. We vigorously promoted the reform of the administrative approval system with "two concentrations and three in place" as the core, and carried out democratic evaluation of hundreds of section chiefs, grassroots station directors and public service units in municipal units, and the efficiency of the agency was further improved. We further strengthened supervision and audit supervision, carried out special management of "small treasury", standardized government bidding and procurement behavior, and achieved a fund saving rate of 14%. Establishing a strict target management responsibility system, key work supervision system, and leading cadre accountability system have enhanced the government's execution capabilities. Carry out in-depth spiritual civilization creation activities, vigorously promote the advanced deeds of Cao Jun, Lu Shuai and other "8.17" heroic groups who sacrificed themselves to save others, demonstrating the lofty qualities of the people of Ningguo in the new era! In addition, departments such as statistics, prices, government legal system, ethnic and religious affairs, foreign affairs and overseas Chinese affairs, archives and chronicles, Disabled Persons' Federation, Tobacco, Postal Service, Communications, Meteorology and other departments have performed their duties diligently and faced difficulties, and have done a lot of fruitful work to contribute to our city's economy. made positive contributions to social development.

Dear representatives! The past year has been more difficult than expected and the results have been better than expected. This is the result of the correct leadership and scientific decision-making of the Municipal Party Committee, the result of the supervision and support of the Municipal People's Congress and the Municipal CPPCC, and the result of the concerted efforts and united efforts of the people of the city and the vast number of foreign investors. While fully affirming the achievements, we are also clearly aware that there are still some contradictions and problems in development.

Mainly: the internal driving force for economic recovery is still insufficient, especially the weak growth of foreign trade exports and the slow progress of major project construction. There is great pressure to increase fiscal revenue, and the contradiction between revenue and expenditure is very prominent. The industrial cluster aggregation capacity of the four main functional zones is not strong yet, and there is a long way to go to adjust the industrial structure and economic transformation and development. The task of coordinating urban and rural development remains arduous, and the rural economy is relatively weak. Government administrative efficiency and public service levels need to be further improved. We must attach great importance to these difficulties and problems, take practical measures to solve them, and never let down the expectations and trust of the people of the city!
