In order to help graduates from poor families to alleviate the employment pressure and support the employment service for college graduates, recently, the Hebei Provincial Department of Finance, the Provincial Department of Education, the Shijiazhuang Central Branch of the People's Bank of China, and the Hebei Supervision Bureau of the China Banking Regulatory Commission jointly issued the Notice on Doing a Good Job in the Interest-free Repayment of National Student Loans in 2022. Students who graduate in 2022 or before and should repay the principal or interest in 2022 can enjoy this interest-free and deferred repayment policy. Graduates who have settled the national student loan before the issuance of the Notice are not within the scope of this policy.

The "Notice" clarifies that the national student loan interest due in 2022 will be exempted, and the loan students do not need to apply, and the undertaking bank will handle it directly. For loan students who just graduated in 2022, after graduation, they will be exempted from the interest payable by individuals in 2022. For loan students who graduated in previous years, the interest on national student loans due in 2022 and the penalty interest arising from overdue loans before 2022 are exempted.

If the loan students who graduated last year have repaid the interest in 2022 before the issuance of the Notice and want to be exempted this time, it will be handled in two cases. First, if the undertaking bank does not deduct money, the corresponding funds will not be deducted, and the students will be loaned for their own use; Second, if the undertaking bank has completed the deduction operation, the undertaking bank will return the deduction interest to the personal account.

Interest-free funds shall be paid in priority from the stock funds of national student loan risk compensation that have been allocated to the undertaking bank. The insufficient part refers to the national student loan discount policy, which shall be arranged separately by governments at all levels. The undertaking bank shall use and manage the risk compensation of student-origin credit loan in strict accordance with the relevant provisions.

Students who are in the loan repayment period can postpone the repayment of the loan principal in 2022 by 1 year upon their own application, excluding penalty interest and compound interest, and the policy of the longest loan term remains unchanged. If I fail to submit the application, I will repay the loan principal according to the original contract by default. Before the issuance of the Notice, the loan students have partially repaid or fully repaid the principal, and can no longer apply for deferred repayment.

From the outbreak of the epidemic in COVID-19 to the end of 2022, if the loan students fail to repay in time due to the impact of the epidemic, such as hospitalization or isolation, epidemic isolation or observation, participation in epidemic prevention and control, no income due to the epidemic, etc., they can apply to the undertaking bank and submit personal commitment and other relevant supporting materials according to the regulations of the undertaking bank; After the undertaking bank has fulfilled the corresponding audit procedures, it will no longer record the overdue loans. If the submitted overdue records conform to the provisions of the Notice, they shall be adjusted according to relevant procedures after being audited by the undertaking bank.
