In accordance with the spirit of the relevant instructions of the State Council, the state will continue to implement the temporary corn purchase and storage policy in the three northeastern provinces and the Inner Mongolia Autonomous Region in 2014. The relevant matters are hereby notified as follows:

1. Purchase time and quality and price standards

(1) Time of acquisition. The purchase period for national temporary storage corn in 2014 is from the date of issuance of this notice to April 30, 2015.

(2) Purchase price. The national temporary storage corn listed purchase price (national third-class quality standard) is: 1.13 yuan/jin in Inner Mongolia and Liaoning, 1.12 yuan/jin in Jilin, and 1.11 yuan/jin in Heilongjiang. The price difference between adjacent grades is calculated at 0.02 yuan per catty. The listed purchase price refers to the arrival purchase price directly purchased from farmers at the collection and storage point.

(3) Quality standards. The corn purchased and put into storage must be domestic corn produced in 2014 and comply with domestic quality standards such as national standards. Specific quality standards are implemented in accordance with the national corn standard (GB1353-2009). Non-standard corn whose actual moisture content and impurities are higher than those specified in the standard must be dried and sorted before it can be stored in the warehouse. Corn that does not meet the standards must not be stored in the warehouse. The purchase of non-standard corn is carried out in accordance with the "Regulations on Issues Concerning the Implementation of National Grain and Oil Quality Standards" (Guoliangfa [2010] No. 178). Among them, for corn whose actual moisture content is higher than that specified in the standard, based on the indicators specified in the standard, 0.65 will be deducted for every 0.5 percentage point higher, and 0.15 will be deducted as drying fee; if it is lower or higher than less than 0.5 percentage point, Increased discount volume and increased discount price are not included.

2. Policy implementation entities and collection and storage points

(1) Policy implementation entities. (1) China Grain Reserves Corporation is entrusted by the state as the policy implementation entity to undertake the national temporary collection and storage tasks. It openly purchases farmers' surplus grain through its directly affiliated warehouses and entrusted collection and storage warehouses to prevent farmers from "difficulty selling grain." (2) COFCO and China National Textile Corporation, as supplementary forces of China Grain Reserves Corporation, are entrusted by China Grain Reserves Corporation to undertake the procurement and storage tasks and independently obtain loans from the Agricultural Development Bank of China. China National Grain Reserves Corporation must sign entrusted purchase and storage agreements with these two companies to clarify the responsibilities, rights, and obligations of both parties. The purchase and storage scales of COFCO and Chinatex Group are first controlled according to 5 million tons and 1 million tons respectively. The entrusted purchase and storage agreement must be The Ministry of Finance, the State Grain Administration, and the Agricultural Development Bank of China Head Office review and file.

(2) Qualification conditions for collection and storage points. Collection and storage points should meet the following conditions: (1) Be qualified to purchase grain and be registered with the industrial and commercial department. (2) Open an account with the Agricultural Development Bank of China. (3) Have a certain scale of self-owned storage capacity and drying equipment, the storage facilities conditions comply with the requirements of the "Grain and Oil Storage Management Measures" (National Development and Reform Commission Order No. 5, 2009), and have necessary cleaning equipment, inspection equipment, and measurement scales. Heavy equipment and personnel are required, and movable scales are required for farmers to sell small amounts of grain. (4) Implement the relevant regulations on the registration of grain and oil storage units, fully implement the company's safety production responsibilities, and have all relevant equipment in place. (5) There are no violations of regulations or disciplines in terms of purchase, storage, sales and warehousing within three years. (6) Strictly implement the "National Grain Circulation Statistics System". (7) The fire prevention renovation task of building open-air storage stacks for temporary corn storage before 2013 has been completed, and there are no major fire hazards. Each collection and storage point must retain the purchase settlement form, quality inspection form, and weighing and measurement form (including relevant electronic data) issued during the purchase process for future reference.

(3) Determination of collection and storage points. (1) Determine the procedure. Enterprises directly affiliated with China Grain Reserves and enterprises directly affiliated with COFCO Group and China Textile Group that meet the qualifications can be used as collection and storage points. Other collection and storage points shall be jointly determined by the relevant China Grain Reserve Branch, provincial grain administrative departments, and provincial branches of the Agricultural Development Bank of China.

The list of purchase and storage warehouses of COFCO Group and Chinatex Group shall be reported to China Grain Reserves Corporation by the group headquarters; the list of other purchase and storage warehouses shall be reported to China Grain Reserves Corporation by relevant branches of China Grain Reserves. After being summarized by China National Grain Reserve Corporation, it is reported to the Ministry of Finance, the State Grain Administration, and the Agricultural Development Bank of China. The list of collection and storage warehouses (according to the company's industrial and commercial registration name), address and contact number will be announced to the public through the media before the acquisition is launched by China National Grain Reserves Corporation. (2) Determine the principles. The collection and storage points must be determined in accordance with the principles of "conducive to protecting farmers' interests, conducive to safe storage of grain, conducive to supervision, and conducive to sales." To make full use of existing storage resources, on a county-by-county basis, the total storage capacity of collection and storage points in each county should be connected with the estimated purchase volume of local temporary storage corn. It is necessary to give priority to enterprises that have issued plans for the construction of grain storage facilities (including open-air storage, open-air stacks, and grain storage sheds) issued by relevant national departments as collection and storage points. Enterprises that have passed the qualification review in 2013, carried out temporary grain storage purchase business, and have no violations shall be prioritized. , local temporary grain storage points that have invested in expanding warehouse capacity this year should be given priority. For areas where grain sales are concentrated, transportation conditions are relatively poor, and farmers report many problems, it is necessary to add collection and storage points, expand the scope of distribution points, and coordinate the use of warehouses in combination with the county to meet the needs of farmers for selling grain.

(4) Determination of rental collection and storage points. It is necessary to fully tap the potential and effectively utilize the idle storage capacity and drying capacity of the society. On the premise of ensuring the safety of grain storage, for areas (county-based) where the warehouse capacity still cannot meet the collection and storage needs after all local qualified collection and storage points are activated, the relevant branches of China Grain Storage shall promptly arrange consolidation within the county. Or it can be solved by renting warehouse grain from a collection and storage depot that meets the conditions for leasing social warehouse storage policy grain determined by relevant national departments. The list of rental warehouse locations must be announced before acquisition begins. Specific measures for leasing social warehouses to collect and store policy grains will be formulated and issued separately by relevant national departments.

(5) Construction of open-air grain storage facilities. (1) Open-air grain storage facilities include open-air storage, open-air stacks, and grain storage sheds. When open-air grain storage is really needed, grain storage shed storage is preferred. Under the condition of making full use of the existing storage facilities of central and local grain enterprises, if the warehouse capacity is still insufficient after taking measures such as consolidation and renting warehouses for grain storage in the county, and it is really necessary to build open-air grain storage facilities, the China Grain Storage Branch will work with the provincial grain storage company to The department and the provincial branch of the Agricultural Development Bank of China submit an application for the open-air grain storage plan at the branch warehouse, which will be implemented after being reviewed by China Grain Reserves Corporation and reported to the relevant national departments for approval. The open-air facilities built must comply with relevant national and local documents, standards and fire prevention regulations. (2) China Grain Reserves Corporation must strictly control the number of buildings and issue open-air grain storage plans batch by batch based on the acquisition situation. Relevant information must be reported to the relevant national departments for record in a timely manner, and a copy must be sent to the relevant provincial grain departments.

3. Acquisition funds and accounting processing

(1) Acquisition loans. In accordance with relevant policies and regulations, the Agricultural Development Bank of China has promptly and fully arranged national temporary grain storage loans (including acquisition costs and open-air grain storage facility construction costs). COFCO and Chinatex make independent loans from the local Agricultural Development Bank through their subsidiaries or directly affiliated enterprises. Loans required for other collection and storage points will be borne by the enterprises directly under China Grain Reserve from the local Agricultural Development Bank.

(2) Interest and fees. (1) Fee standards. The state's interest expense subsidies for temporary storage of corn include loan interest, storage fees, etc., and are subsidized by the central government. The purchase fee is 2.5 cents/jin, and the subsidy fee for building open-air grain storage facilities is 3.5 cents/jin, which is fully charged by the collection and storage point and included in the inventory cost. The 4 billion kilogram grain storage shed project that has already enjoyed the central investment and construction subsidy in 2013 will not be included in the scope of this construction subsidy. The storage fee subsidy standard is implemented in accordance with the "Notice of the Ministry of Finance on Approving the Subsidy Allocation Plan for Central Policy Grain Inventory Storage Fees such as the Minimum Purchase Price" (Cai Jian [2011] No. 996). According to regulations, the quality inspection, supervision and other expenses accrued by China Grain Reserves Corporation within the total storage fee subsidy contracted by the central government shall be specially used for the acceptance and supervision of the national temporary corn storage to ensure the acceptance and supervision needs. (2) Payment method. The subsidy funds are pre-appropriated by the central government to China Grain Reserves Corporation, and will be settled by the central government and China Grain Reserves Corporation afterwards.

China Grain Reserves Corporation pays storage interest subsidy in accordance with the entrusted purchase and storage agreement signed with COFCO and Chinatex Group. Other subsidy funds are pre-allocated by the China Grain Reserves Corporation to the China Grain Reserves Branch. The China Grain Reserves Branch will allocate the full amount to the entrusted collection and storage point on a quarterly basis starting from the month when the grain is stored in the warehouse, and shall not be withheld or misappropriated. Provincial grain administrative departments and China Grain Reserves Branch should uniformly standardize the subsidy standards for collection and storage sites, including leasing collection and storage sites. Financial subsidy funds will be paid to the loan company's account with the Agricultural Development Bank of China.

(3) Accounting treatment. When the collection and storage point purchases national temporary storage of corn and settles with farmers, the purchase price payable will be debited to the account "Reserves of Grain and Oil - Price of National Temporary Storage of Grain and Oil to be verified", and the deducted portion of the standard drying fee will be credited to "Reserve of Grain and Oil" -The "temporary storage of grain and oil expenses in countries pending nuclear weapons" account, the grain payment will be credited to the "bank deposit" account. Accounting and financial management should be standardized for the grain resulting from deductions. The actual acquisition costs, drying costs, and construction of open-air grain storage facilities incurred during the purchase process are collected in the debit account of "Grain and Oil Reserves - Temporary Storage of Grain and Oil Costs for Countries to Be Nuclear". Purchase fees include grain inspection fees, drying fees, warehousing fees and other fees. The cost of drying and building open-air grain storage facilities includes raw materials and labor costs. After the purchased grain has passed the acceptance inspection, the inventory cost will be confirmed according to the approved price, purchase fee and cost of setting up open-air grain storage facilities. The account "Grain and Oil Reserves - National Temporary Storage of Grain and Oil" will be debited, and the account "Reserves of Grain and Oil - National Temporary Storage of Grain and Oil to be Declared" will be credited. "Price" and "Reserve Grain and Oil - Temporary Storage of Grain and Oil Expenses for Countries to Be Nuclear", the difference will be reasonably apportioned according to the grain acceptance batch and included in the current profit and loss of the enterprise, debit the "Reserve Grain and Oil Settlement Price Difference Expenditure" account, or credit "Reserve Grain and Oil Settlement" Price difference income" account.

(4) Statistical processing. Statistical processing is carried out in accordance with the relevant provisions of the national grain circulation statistical system. During the acquisition period, the collection and storage warehouses affiliated to COFCO and Chinatex Group must submit statistical data to the local grain administration department in accordance with the territorial principle, and report it to the group headquarters step by step, and at the same time send a copy to the directly affiliated warehouse designated by the COFCO Branch, COFCO Group. , Chinatex Group Headquarters must report the purchase quantity to China Grain Reserves Corporation. The acquisition progress of enterprises directly affiliated to Sinograin and its entrusted collection and storage sites shall be statistically reported by the directly affiliated Sinograin. At the same time, the acquisition quantities copied by enterprises affiliated to COFCO and Chinatex will be reported to the head office step by step. When submitting acquisition data to higher-level agencies, China Grain Reserve Branch and its affiliated enterprises must copy the corresponding local provincial, municipal, and county-level grain administrative departments and the local Agricultural Development Bank in accordance with the territorial principle. After verifying that the data submitted by COFCO, Chinatex Group Headquarters and the directly affiliated warehouse of Sinograin are correct, Sinograin will summarize and submit them to the relevant national departments. China Grain Reserves Corporation must summarize the purchase quantity of the previous five days and submit it to the State Grain Administration before getting off work on the first working day after the 5th and 10th (or at the end of the month) of each month. The State Grain Administration will review and summarize the statistical data. Distributed to the National Development and Reform Commission, the Ministry of Finance and the Agricultural Development Bank of China. China National Grain Reserves Corporation, COFCO Group, and China Textile Group must report the summary of their acquisition work to the relevant national departments before the end of May 2015. The collection and storage points must strictly distinguish the state's temporary purchase and storage of corn from the company's self-operated corn, and classify the statistics to ensure that the data is true and accurate; the number of temporary storage corn stored in the open air should be counted separately. Relevant provinces and units should encourage and support the application of inventory grain identification codes at purchasing warehouses, try to associate the purchasing information with the identification codes, and pass the identification codes and related information to the receiving enterprises when they are shipped out of the warehouse.

4. Relevant work requirements

(1) Acquisition link. Each collection and storage point must publicly list the purchase according to the prescribed price, strictly implement the "five musts and five no-nos" purchase code, ensure that grain standards and quality and price policies are posted on the wall, and standard samples are put on the stage, and the national quality and price policies are strictly implemented. Neither can be suppressed. Lowering prices harms the interests of farmers, and raising prices cannot disrupt the market order. Ensure that policy implementation is not distorted. It is strictly forbidden to collect first and then transfer to earn the price difference. It is necessary to strictly prevent imported corn from entering the purchase and storage process. When suspected imported corn is found, the purchase must be suspended, and relevant departments must be asked to identify, trace the source, and deal with it seriously in accordance with relevant regulations.

Once discovered, all the purchased corn must be withdrawn from the national temporary storage, acquisition progress and inventory statistics, and the grain payment must be recovered and the Agricultural Development Bank loan repaid. The enterprise's qualifications for temporary purchase and storage shall be cancelled, the unjust profits shall be recovered and handed over to the central finance, and the state's temporary storage of corn purchased and stored in previous years shall be moved to the warehouse or an auction shall be organized in a timely manner according to relevant procedures, and the expenses incurred shall be borne by the illegal enterprise. If a loss occurs, the collection and storage point will be responsible for it, and its main person in charge, supervisory personnel and related personnel will be held accountable.

(2) Acceptance link. (1) Relevant branches of China Grain Reserves, provincial grain administrative departments, and provincial branches of the Agricultural Development Bank of China will work together with designated qualified grain quality inspection agencies to inspect the quality grade of the national temporarily stored corn purchased and stored in the warehouse, and conduct the acceptance inspection Responsible for the results, the corn that has passed the acceptance inspection will be stored as the national temporary corn collection and storage. It is necessary to carry out the acceptance in a timely manner and not to wait for the completion of the acquisition to conduct a sudden acceptance. If enterprises directly affiliated with China Grain Reserves, local grain administrative departments and branches of the Agricultural Development Bank of China that are responsible for review and acceptance commit fraud during the acceptance inspection, their principal persons in charge and relevant personnel shall be held accountable. (2) For the corn that has passed the acceptance inspection, the part purchased and stored by COFCO Group and China Textile Group shall be entrusted and stored by the China Grain Reserves Corporation and the headquarters of the two companies, and the responsibilities for storage and delivery shall be clearly stated; for the part purchased and stored at other storage points For corn, enterprises directly affiliated with China Grain Reserves sign a storage and custody contract with them, specifying the quantity, grade, price, storage and delivery responsibilities, etc., and establishing quality files. (3) Each collection and storage point must implement standard warehouse management for the corn collected and stored this year. Corn of different years and different properties must be stored in separate warehouses and must not be mixed. (4) Corn that fails the acceptance inspection must be withdrawn from temporary storage of corn inventory from the date of acquisition, and the loan company must sell it in a timely manner and repay the loan principal of the Agricultural Development Bank.

Relevant provincial people's governments must conscientiously implement the requirements of the provincial governor responsibility system for food security, supervise and coordinate relevant local departments to support and cooperate with China Grain Reserves Company in carrying out temporary corn purchase and storage work, and organize and guide local farmers to sell grain in an orderly manner. , try to reduce the waiting time of farmers in queues, and at the same time urge and guide local enterprises to actively enter the market to purchase food to meet farmers' grain sales needs. Local grain administration and other departments must follow the local principle, comply with the "Grain Circulation Management Regulations" and relevant documents, and combine departmental responsibilities to strengthen the review and reexamination of the acquisition qualifications of relevant enterprises, and strengthen the supervision of corn purchase activities and policy implementation. Inspect, investigate and deal with violations in a timely manner, maintain normal purchasing order, and effectively protect the interests of farmers.
