Looking at the market situation, after years of reform and development, it has accumulated a strong comprehensive economic strength, and its comparative advantages such as infrastructure, basic industries, location conditions, institutional mechanisms, human environment and natural endowments are being highlighted. Various favorable conditions are converging, and the atmosphere of rich thinking and striving for progress is being activated. A new round of economic growth in our city is ready to go. Strive to build Liuyang industrial new city. Integrate the biomedical park and the manufacturing industrial base, and do a good job in the industrial development planning of the new industrial city with strategic thinking, international vision and professional standards. At the same time, relying on the surging economic Long Mai of Changliu Expressway, we will expand the development space to the two wings, scientifically lay out the 100 square kilometer area covering Yong 'an, Dongyang, Beisheng and Jiaoxi towns, control the land use in the area, and speed up the docking and integration of the industrial new city and Liuyang urban area, so that the industrial new city will become the core growth pole for integrating into the industrial system of Changsha, Zhuzhou and Xiangtan and docking with Hunan, Hubei and Jiangxi. Establish diversified financing and brand-new management system, improve the efficiency of resource allocation, improve the infrastructure of the new city, pull the basic skeleton of the road network, support the production and living service facilities in the built-up area, gather popularity and enhance the business atmosphere. Resolutely honor various preferential policies to support the development of fireworks industrial cluster, strive to smooth the legal and stable export and domestic sales channels of fireworks, speed up the construction of warehouses and yards in Huayang and Sufu, and ensure the smooth circulation and convenient transportation of Liuyang fireworks. Strengthen fireworks product standards, product packaging and product inspection, support enterprises to establish overseas direct selling companies, hold the Liuyang Fireworks Olympic Games in China, hold the 8th Liuyang International Fireworks Festival in China, make good preparations for hosting the fireworks display of the 2008 Beijing Olympic Games, and create a more influential Liuyang fireworks brand image. Give full play to the role of fireworks chamber of commerce, standardize industry management, strengthen industry self-discipline and promote the healthy development of the industry. Strive to achieve an output value of 7 billion yuan in the fireworks industrial cluster in 2007, build a phalanx of 100 million yuan fireworks enterprises, and lay a solid foundation for the formation of a 10 billion yuan industrial cluster in 2008.
Vigorously support the development of industrial communities. Improve the planning layout and infrastructure to enhance the carrying capacity. Increase investment attraction, introduce large projects, cultivate large enterprises, and promote the development of printing and dyeing packaging, textiles and clothing, fine chemicals, agricultural products processing and other industries. The industrial community will be built into a characteristic industrial zone, which echoes the new industrial city in geography and complements the leading industries in industry.
Strive to improve the overall level of attracting investment. Plan, package, reserve and promote a number of good projects and large projects, attract strategic investors with high-quality resources and characteristic industries, and strive to introduce enterprises with more than 100 million yuan/kloc-0 and 2 enterprises with more than 500 million yuan to settle down, and complete the import and export delivery value of enterprises of 395 million US dollars.
