Especially since the reform and opening up, a series of major measures have been taken to promote the continuous development and growth of the cause of the disabled. The environment and conditions for the disabled to participate in social life have been significantly improved, and their lives have been significantly improved. The level and quality of services have been continuously improved, and the development of my country's programs for persons with disabilities has won wide acclaim internationally. However, we must be soberly aware that the foundation for the cause of disabled people in our country is still relatively weak, the social security policies and measures for disabled people are not perfect enough, and disabled people still have many difficulties in basic life, medical and health care, rehabilitation, education, employment, social participation, etc. , there is a big gap between the overall living conditions and the social average level. Some localities and departments do not pay enough attention to the development of the cause of persons with disabilities, and some people do not have a strong awareness of supporting the disabled. Discrimination against persons with disabilities and infringement of their rights and interests occur from time to time. Promoting the development of the cause of disabled people and improving their situation have become an important and urgent task in building a moderately prosperous society in an all-round way and building a harmonious socialist society.
(2) Understand the importance of promoting the development of the cause of persons with disabilities. Promoting the development of the cause of persons with disabilities is conducive to safeguarding the legitimate rights and interests of persons with disabilities, promoting social fairness and justice, and realizing that all people can enjoy the fruits of reform and development; it is conducive to mobilizing the enthusiasm, initiative and creativity of persons with disabilities, and giving full play to the role of persons with disabilities in promoting reform and development. It plays an important role in stability and achieves sound and rapid economic and social development; it is conducive to promoting the comprehensive development of my country's human rights cause, reflecting the superiority of the socialist system, and establishing a good international image of our country. Party committees and governments at all levels must fully understand the importance of developing the cause of persons with disabilities and further enhance their sense of responsibility and mission from the perspective of adhering to building the party for the public good and governing for the people, from the perspective of building a moderately prosperous society in an all-round way and building a harmonious socialist society. Effective measures must be taken to accelerate the development of the cause of persons with disabilities from a new starting point.
(3) Clarify the overall requirements for promoting the development of the cause of persons with disabilities. To promote the development of the cause of persons with disabilities, we must hold high the great banner of socialism with Chinese characteristics, be guided by Deng Xiaoping Theory and the important thought of "Three Represents", thoroughly implement the Scientific Outlook on Development, focus on the goal of building a moderately prosperous society in an all-round way, and focus on solving the problem of disability We should adhere to government leadership, social participation, state support, market promotion, overall planning and classified guidance, based on the grassroots and facing the masses, and improve laws, regulations and policy measures to promote the development of the cause of persons with disabilities. , improve the social security system for the disabled, strengthen the construction of the service system for the disabled, create a social environment for the equal participation of the disabled, narrow the gap between the living conditions of the disabled and the average social level, achieve coordinated development of the cause of the disabled and the economy and society, and strive to make the disabled Work with the people across the country to move towards a higher level of moderately prosperous society.
2. Strengthen medical rehabilitation and disability prevention for disabled people
(4) Ensure that disabled people enjoy basic medical and health services. The basic medical and health service system covering urban and rural residents must provide safe, effective, convenient and affordable services for disabled people.
Actively carry out vocational education and training for disabled people, and implement preferential policies such as tuition exemptions and exemptions for disabled people in secondary vocational schools where conditions permit. Party and government agencies, public institutions and state-owned enterprises should take the lead in resettling disabled people. Improve employment protection policies and measures for persons with disabilities such as financial support, tax exemptions, loan interest discounts, social insurance subsidies, job subsidies, and specialized franchises. Under the same conditions, the government will give priority to purchasing products and services from units where disabled people are concentrated. Disabled persons who have difficulty finding employment will be included in the scope of persons with employment difficulties and employment assistance will be provided. Strengthen vocational training and employment services for disabled people, and enhance their employment and entrepreneurial capabilities. Effectively implement national policies and measures for rural poverty alleviation and development and policies to support and benefit agriculture to rural families with disabilities, and formulate and improve poverty alleviation policies and measures that are tailored to the characteristics of disabled people. Support rural disabled people to engage in farming, handicrafts and diversified businesses, organize the transfer of employment for rural disabled people in an orderly manner, and promote disabled people to increase their income.
(12) Prosper cultural and sports undertakings for persons with disabilities. Organize disabled people to carry out various, healthy and beneficial mass cultural, artistic and entertainment activities to enrich the spiritual and cultural life of disabled people and stimulate their enthusiasm and potential to participate in the construction of advanced socialist culture. Support public welfare cultural undertakings such as the production of cultural and artistic products for disabled people and the publication of books for the blind. Develop special arts for disabled people and cultivate outstanding special arts talents. Implement the national fitness plan and carry out mass sports and fitness activities for disabled people to enhance their physical fitness and rehabilitate their bodies and minds. Carry out scientific research and physical education on sports for persons with disabilities. Implement public cultural and sports facilities to be opened to persons with disabilities at preferential rates. Carry out Paralympic, Special Olympics and Deaflympics sports, organize and participate in major domestic and foreign sports events for persons with disabilities. We will successfully host the 2008 Beijing Paralympic Games and the 2010 Guangzhou Asian Paralympic Games.
5. Improve services for persons with disabilities
(13) Improve the service system for persons with disabilities. In response to the special, diverse and classified service needs of disabled people, establish and improve a service system with professional institutions as the backbone, communities as the basis, and family neighborhoods as the basis, with daily care, medical care, rehabilitation, social security, education, employment, culture and sports as the basis. , a service system for persons with disabilities whose main content is rights protection. (14) Accelerate barrier-free construction and renovation. Formulate, improve and strictly implement laws, regulations, design specifications and industry standards related to barrier-free construction. Standard barrier-free facilities must be constructed when newly or renovating urban roads, buildings, etc., and barrier-free renovations for those that have already been built must be accelerated. Barrier-free construction is gradually implemented in small towns and rural areas. Accelerate the barrier-free construction and renovation of residences, communities, schools, welfare institutions, public service places and facilities that are closely related to the daily lives of disabled people. Where conditions permit, funding should be provided for barrier-free renovation of the residences of poor disabled families. . Transportation, railways and urban bus transportation must increase barrier-free construction and renovation efforts. Public transportation vehicles must be equipped with barrier-free equipment, and relevant regulations and management measures for disabled people driving motor vehicles must be improved. Public parking areas must give priority to setting up parking spaces specifically for disabled people. Effectively strengthen the management and maintenance of barrier-free facilities and equipment.
Actively promote barrier-free information and communication. Public institutions must provide barrier-free services such as voice, text prompts, Braille, and sign language. Film and television works and programs must be equipped with subtitles. Internet, electronic information, and communication products must be convenient for disabled people to use.
(15) Develop service industry for persons with disabilities. Rely on the community to carry out public welfare and comprehensive service projects such as life care, rehabilitation and maintenance, skill training, cultural entertainment, sports and fitness for severely disabled people, intellectually disabled people, mentally disabled people, elderly disabled people, etc., and promote "Sunshine Home" experience. Encourage the development of home services for disabled people, and establish a subsidy system for home services for disabled people where conditions permit. Actively cultivate social organizations that specialize in providing services to persons with disabilities, and encourage various organizations, enterprises and individuals to build service facilities for persons with disabilities and develop the service industry for persons with disabilities through various methods such as private subsidies, government subsidies, and government purchase of services. The construction of comprehensive service facilities for persons with disabilities and rehabilitation, medical and health, education, employment services, day care, culture and sports and other service facilities must be included in urban and rural public welfare construction projects, and key support should be given, with appropriate emphasis on central and western regions and rural areas. Encourage and support scientific and technological research, introduction, application and innovation in the field of services for persons with disabilities, improve the level of informatization, support the research and development, production and promotion of assistive technologies and assistive devices for persons with disabilities, and promote the development of related industries.
6. Optimize the social environment for the development of the cause of persons with disabilities
(16) Enhance the awareness of the whole society in supporting the disabled. Focusing on building a socialist core value system, vigorously promote humanitarian ideas and the traditional virtues of the Chinese nation throughout society, advocate a modern civilized society view of people with disabilities of "equality, participation, and full enjoyment", and eliminate discrimination and prejudice against people with disabilities, Form a good social custom in which everyone understands, respects, cares for, and helps people with disabilities. Publicity, culture, press, publishing and other departments and units must take effective measures to actively publicize the cause of disabled people and publicize their models of self-improvement and their advanced deeds of supporting and assisting the disabled. Education departments should combine moral education and other courses in primary and secondary schools to carry out humanitarian, self-improvement and disability education. In conjunction with mass spiritual civilization creation activities, various forms of disability assistance activities will be carried out extensively. (17) Strengthen the construction of laws, regulations and systems for persons with disabilities. Conscientiously implement the "Law of the People's Republic of China on the Protection of Disabled Persons" and relevant laws and regulations, and strengthen law enforcement supervision and inspection. Further improve the legal and regulatory system for persons with disabilities. Formulate and revise various relevant laws, regulations and policies to fully protect the equal rights and interests of persons with disabilities, and respect the rights of persons with disabilities to know, participate, express and supervise relevant legislation and affairs concerning persons with disabilities. Strengthen legal publicity and education, enhance the legal concept of the whole society to safeguard the rights and interests of persons with disabilities in accordance with the law, and improve the awareness and ability of persons with disabilities to safeguard their rights in accordance with the law. Establish a legal aid system for persons with disabilities, and provide legal services, legal aid, and judicial aid for persons with disabilities. (18) Promote international exchanges and cooperation in the cause of persons with disabilities. Expand the field of international exchanges, improve the level of international cooperation, actively participate in international affairs for persons with disabilities, do a good job in ratifying and implementing the Convention on the Rights of Persons with Disabilities, fully demonstrate our country’s achievements in social development and human rights protection for persons with disabilities, and learn from the achievements of foreign countries in the cause of persons with disabilities. Useful experiences and practices can enhance mutual understanding and friendship and promote the development of the cause of disabled people in my country.
7. Strengthen the leadership of the work for persons with disabilities
(19) Improve the leadership system for the work of persons with disabilities. Party committees and governments at all levels must attach great importance to the cause of persons with disabilities, put the work of persons with disabilities on their important agenda, and further improve the leadership system for the work of persons with disabilities under the leadership of the party committee and the responsibility of the government. The party committee and the government must respectively identify a leading comrade to be in charge of the work for persons with disabilities, listen to reports regularly, and carefully study and deploy. Government committees on disabled persons at all levels should strengthen their responsibilities, study and solve major problems in a timely manner, coordinate the formulation and implementation of guidelines, policies, regulations and plans to promote the development of causes for persons with disabilities, and supervise and inspect the implementation.
Relevant departments and units of the central and state agencies must incorporate the work of persons with disabilities into their scope of responsibilities and target management, work closely with each other, and effectively improve the level of social security and public services for persons with disabilities. Rural grassroots organizations must do a good job in implementing work for persons with disabilities. All localities should incorporate the cause of persons with disabilities into their overall national economic and social development plans, relevant special plans and annual plans. Funds for programs for persons with disabilities must be included in the fiscal budgets at all levels, and gradually increase with the development of the national economy and growth in fiscal revenue, and a stable funding guarantee mechanism for programs for persons with disabilities must be established.
(20) Give full play to the role of organizations for persons with disabilities. Disabled Persons’ Federations at all levels (hereinafter referred to as “Disabled Persons’ Federations”) serve as a bridge and link between the Party and the government and the majority of disabled people. It is necessary to support the Disabled Persons' Federation to carry out its work in accordance with laws, regulations and charters, and to participate in social management and public services for persons with disabilities. Give full play to the democratic participation, democratic management and democratic supervision roles of disabled people's organizations and representatives of disabled people in the country's economic, political, cultural and social life, and broaden the channels for democratic participation of disabled people's organizations. Disabled persons' federations at all levels must effectively perform their functions, represent the common interests of disabled people, safeguard the legitimate rights and interests of disabled people, strive to serve disabled people, and develop and manage the cause of disabled people. It is necessary to strengthen the construction of disabled people's federations at all levels, improve grass-roots organizations for disabled people, solve the problem of personnel treatment, and provide strong organizational guarantee for the work of disabled people. (21) Mobilize all sectors of society to participate. (22) Strengthen the construction of cadres working with persons with disabilities. We will do a good job in building full-time, professional and volunteer teams for persons with disabilities.
