Low-income families will be disqualified from buying houses. According to the "Interim Measures for Social Assistance in the State Council", the level of household consumption expenditure can not be guaranteed under any of the following seven circumstances.

(1) Self-built housing, purchase of commercial housing (excluding housing demolished due to disaster reconstruction and national infrastructure construction) or high-standard decoration of existing housing within 3 years.

(two) the total monthly household water, electricity, fuel, communications or property management services accounted for a certain proportion of the local minimum living standard. The specific proportion is determined by the people's governments of all districts and counties (autonomous counties).

(3) Family members living together have to study abroad at their own expense.

(4) employing others to engage in business activities.

(five) the cost of purchasing non-basic necessities for half a year is more than five times (inclusive) the number of family members multiplied by the local minimum living standard.

(6) Motor vehicles, ships, construction machinery and large-scale agricultural machinery frequently used by non-employees.

(seven) other circumstances stipulated by the people's government of the county (autonomous county).
