The Yueyang Housing Provident Fund Management Center is an independent, not-for-profit, deputy director-level institution directly under the Yueyang Municipal People's Government. There are currently 115 cadres and employees, including one chief, four deputy and one division (chief accountant). It has 7 departments and 9 housing provident fund management departments in six counties and three districts.

Since its establishment, the Yueyang Housing Provident Fund Management Center has been based on the unit concept of "self-reliance, harmony, and gratitude" and centered on the mission of "grasping development, ensuring safety, strengthening internal control, increasing efficiency, benefiting people's livelihood, and providing excellent service" The overall goals have been dedicated to the establishment and development of the housing provident fund system: first, the total scale has been rapidly expanded. By the end of February 2012, the city had collected a total of 6.813 billion yuan in housing provident funds, and the balance reached 4.7296 billion yuan. Second, the benefits to people’s livelihood are very obvious. A total of 2.922 billion yuan of personal housing loans have been issued to 31,456 workers, and 2.0835 billion yuan of policy withdrawals have been processed, helping workers without housing and low- and middle-income workers solve their housing problems, with more than 450,000 direct beneficiaries. Third, the management level is improving day by day. The integrated construction of the housing provident fund supervision system and information system has been completed to high standards, the provident fund website has been opened, housing provident fund co-branded cards have been issued, a provincial-level comprehensive archives room has been built, and efficient integrated information management has been achieved. Fourth, the social image continues to improve. In recent years, the Municipal Housing Provident Fund Management Center has been rated as "National March 8th Red Flag Collective", "Provincial Civilized Unit", "Provincial Civilized Window Unit", "Provincial Women Civilized Post", and "Provincial Youth Civilized Number" and "the province's advanced unit in housing provident fund business management". It ranked first in both the democratic evaluation and satisfaction survey of political style evaluation and satisfaction survey of municipal units in 2010. 10 management departments under its jurisdiction were awarded "civilized units", etc. There are 28 civilized titles at all levels.
