Article 1 These Measures are formulated for the purpose of implementing the Opinions of the State Council on Establishing and Improving the Financial Aid Policy System for Students from Poor Families in Colleges, Higher Vocational Schools and Secondary Vocational Schools (Guo Fa [2007]13), strengthening the management of state grants for secondary vocational schools (hereinafter referred to as state grants) and ensuring the smooth implementation of grants.
Article 2 The term "secondary vocational schools" as mentioned in these Measures refers to all kinds of vocational schools that have been established and put on record with the approval of the relevant government departments in accordance with the relevant provisions of the state and implement secondary education, including public and private ordinary middle schools, adult middle schools, vocational high schools, technical schools, secondary specialized schools affiliated to vocational and technical colleges and secondary vocational schools.
Article 3 The objects of state grants are all rural registered students, non-agricultural registered students in counties and towns, and students with financial difficulties in urban families who have full-time formal student status in secondary vocational schools.
Third-grade students in secondary vocational schools get some remuneration through work-study combination and internship, which is used to pay for their study and living expenses.
Article 4. State grants are jointly funded by the central and local governments and mainly subsidize students' living expenses. The subsidy standard is 1.500 yuan per student per year.
Article 5 State grants shall be applied and assessed according to the academic year and paid monthly. The school shall send the Application Form for State Grants for Secondary Vocational Schools (see Annex 1 for details) and the Guide for State Grants for Secondary Vocational Schools (see Annex 2 for details) together with the admission notice to the admitted freshmen. Freshmen and sophomores apply to the school within one week of the start of the new school year and submit relevant supporting materials.
Article 6 At the beginning of each year, all provinces (autonomous regions and municipalities directly under the Central Government) shall apply to the Ministry of Finance and the Ministry of Education for the national grant budget according to the number of students enrolled in secondary vocational schools in the previous year. After the audit by the Ministry of Finance and the Ministry of Education, the allocation amount and budget of national grants will be issued to the provincial finance and education departments before the end of May each year. Before the end of August each year, the finance and education departments at all levels below the provincial level shall be responsible for reaching secondary vocational schools under the allocation of the budget issued by the superior and the budget to be shared by the finance at the corresponding level, as well as the national scholarship.
Seventh secondary vocational schools shall, according to these measures and the detailed rules for the implementation of national grants formulated by various localities, accept students' applications and organize preliminary examination, and publicize the preliminary examination results in the school for not less than 5 working days. After publicity without objection, the school will report the Summary of National Scholarship Students in Secondary Vocational Schools (see Annex 3 for details) to the student financial assistance management institution at the same level for review and summary; Student financial assistance management institutions will report the audit opinions to the finance and education departments at the same level for approval; The finance and education departments at the same level should promptly reply the audit opinions to the student financial assistance management institutions and the schools under their jurisdiction. If the student financial assistance management institution has not been established, the education department shall complete the relevant work according to the above procedures.
Schools should distribute state grants to aided students within one month after their enrollment.
Article 8 Schools shall fill in the Summary of National Student Aid in Secondary Vocational Schools according to the actual list of aided students, and timely submit it to the student aid management institution at the same level. The student financial aid management institution shall review and summarize and report to the finance and education departments at the same level for the record, and report to the provincial student financial aid management institution step by step. Provincial student financial assistance management institutions should report the Statistical Table of State Grants for Secondary Vocational Schools (see Annex 4 for details) to the National Student Financial Assistance Management Center before the end of 12, which will be reviewed and summarized by the National Student Financial Assistance Management Center and reported to the Ministry of Finance and the Ministry of Education for the record.
The state establishes a unified national information management system for secondary vocational schools and implements unified electronic registration to provide support for the issuance and management of state grants for secondary vocational schools.
Ninth secondary vocational schools to implement the legal representative responsibility system, the principal is the first responsible person, mainly responsible for the work of school grants. Schools should formulate specific measures for the implementation of state grants, set up specialized agencies and equip full-time staff to be specifically responsible for the work of aiding students, handle a bank savings card for each aided student, and distribute the grants directly to the aided students, and may not reduce or deduct the state grants in kind or in the form of services. For students to apply for a bank savings card, no card fee or deposit shall be charged to the students, nor shall it be deducted from the state grants enjoyed by the students.
Secondary vocational schools should establish special files, and file the student application form, acceptance results, fund distribution and other related documents and work according to the annual filing for future reference.
Tenth provincial education and finance departments shall, according to the actual situation, make clear provisions on the conditions for running schools, tuition standards, enrollment and employment, and financial assistance measures for students from poor families. Private secondary vocational schools should run schools according to law, standardize management, collect tuition fees in accordance with the relevant provisions of the state, and fully withdraw 5% of the funds from business income for tuition fee reduction, scholarships, grants and special difficulties subsidies for students with financial difficulties.
Article 11 The secondary vocational education shall implement a subsidy policy system which is mainly based on state grants, supplemented by on-campus scholarships, students' work-study combination, on-the-job internships and school tuition fee reduction and exemption. The state encourages local governments, industrial enterprises and social organizations to set up grants and scholarships for secondary vocational schools, and encourages and guides financial institutions to provide student loans for students receiving secondary vocational education.
Conditional secondary vocational schools should actively implement the "green channel" system. For freshmen who have materials to prove that their families are in financial difficulties, they can go through the admission procedures first, and take different ways to subsidize them according to the verified family economic situation, and then go through the enrollment registration.
Article 12 The financial and educational departments at all levels shall strengthen the management of state grants, implement special fund and special account accounting, and accept the inspection of auditing and supervision departments and social supervision. Those who resort to deceit, seize special financial funds or misappropriate or intercept state grants will be held directly responsible and the relevant leaders accountable. The Ministry of Finance and the Ministry of Education will commend the regions and schools that have carried out well and made outstanding achievements in subsidizing students from poor families in secondary vocational schools.
Article 13 The Ministry of Finance and the Ministry of Education shall be responsible for the interpretation of these Measures, and all provinces (autonomous regions and municipalities directly under the Central Government) may formulate detailed rules for implementation according to these Measures and report them to the Ministry of Finance, the Ministry of Education and the National Student Financial Assistance Management Center for the record.
Article 14 The labor and social security departments shall manage the implementation of secondary education in technical schools, and the measures for the administration of state grants shall be notified separately.
Fifteenth these Measures shall be implemented as of the date of promulgation. The original Notice of the Ministry of Finance and the Ministry of Education on Printing and Distributing the Interim Measures for the Administration of State Grants for Secondary Vocational Education (No.73 [2006] of Caijiao) shall be abolished at the same time.
