Top-notch talents: "Four Green" talents: the national "Thousand Talents Program" (Youth Program), "Ten Thousand Talents Program" (Young Top Talents), Changjiang Scholar Award Program (Young Scholars Program), winners of the National Science Fund for Distinguished Young Scholars, newly introduced executives and technical backbones who pay personal income tax of 654.38 million yuan or above, and other recognized talents with the same academic level.
4. Backbone talents: people with associate professor (associate researcher) or above directly employed by universities and scientific research institutes or equivalent positions, postdoctoral students who went to study in the Soviet Union for innovation and entrepreneurship, newly introduced executives and technical backbones who paid personal income tax of 5000-65438+ 10,000 yuan annually, and other talents who were identified as equivalent to the above-mentioned levels.
