Miao, whose net name is "Shantou" (Nantong native, temporarily living in Nanjing), posted inflammatory remarks on the Internet through several QQ and WeChat groups. He himself did not go to the illegal gathering place, but directed and encouraged many fund-raising participants of "Qian Bao Net" to gather illegally in the business circle through online real-time remote control. Miao's behavior violated the relevant provisions of the Criminal Law and was criminally detained by the public security organs according to law on suspicion of gathering people to disturb the order of public places.
Some instigate and subsidize fund-raising participants to gather illegally in public places such as government agencies and business districts on the Internet. Ren Mou (Chongqing native) got to know Wang Mou (Lianyungang native), a fund-raising participant of "Qian Bao Net" through the Internet, and then funded others to carry out illegal gathering activities in public places such as government agencies through crowdfunding funds in WeChat group. Ren's behavior violated the relevant provisions of the Criminal Law, and he was criminally detained by the public security organs according to law on suspicion of gathering people to disturb the order of public places.
Some of the fund-raising participants who participated in the illegal gathering of "Qian Bao Net" were confused by the inflammatory remarks on the Internet. After the education of the police, they all realized that this was an illegal and criminal act.

If disturbing the order of public places does not constitute a crime, the public security organs will impose administrative detention, fines and warnings on violators according to the relevant provisions of the Law on Public Security Administration Punishment.
