* * * Safeguard measures of Guiding Opinions of the Central Committee of the Communist Youth League and Agricultural Bank of China on Comprehensively Promoting the Work of Rural Youth Entrepreneurship Microfinance. 1. Establish a work leading body. * * * The Central Committee of the Communist Youth League and the Agricultural Bank of China jointly set up a leading group for rural youth entrepreneurship microfinance, which is responsible for overall organization and coordination. The leading group consists of offices, located in the rural youth work department of the Central Committee of the Communist Youth League and the farmers' finance department of the Agricultural Bank of China, which are responsible for the specific organization and credit management. League organizations at provincial, city and county levels and the Agricultural Bank of China should set up corresponding working institutions. In principle, the local Communist Youth League Secretary and the President of the Agricultural Bank of China will serve as the leader of the project leading group, and designate a special person to be responsible for the work in accordance with the principle of "division of responsibilities, win-win cooperation".

2. Establish a communication and supervision mechanism. Provincial, city and county institutions and the Agricultural Bank of China should establish a hierarchical monthly report system, make separate statistics on the work situation and report to the higher authorities and the Agricultural Bank of China. Implement a joint meeting system to ensure the smooth docking and steady progress of all work. Establish and improve the work supervision mechanism, regularly inspect and supervise local work, and find and solve problems in work in time.

3. Improve the work incentive mechanism. The higher-level league organizations and the Agricultural Bank should take effective incentive measures according to the actual situation of their respective work to mobilize the enthusiasm of the grassroots league organizations and the Agricultural Bank.
